RE: Draft Final 2022 Long-Term Management Sampling Reports for Sites LF006, LF008, LF015, LF016

Dear Mr. Cox:

The Federal Remediation Branch (FRB) in the North Carolina Division of Waste Management (Division) received the Draft Final 2022 Long-Term Management Sampling Reports for Sites LF006, LF008, LF015, LF016 on January 19, 2023. The Division has the following comments:

• In future reports, please show the flow direction of Stoney Creek on figures.

• Several of the monitoring wells at all four sites have low pH. The 15A NCAC 02L .0202 groundwater quality standard for pH is 6.5-8.5. Typically, there is leeway given if the background pH level is naturally low. This should be addressed in future reports.

• Performance monitoring should continue every five years for the groundwater and surface water locations with the same set of analytical parameters.

Within 30 days of receipt of this letter please ensure to submit a final, non-draft electronic copy of the aforementioned document(s).

If you have any questions, please contact me at tessa.monday@ncdenr.gov.

Sincerely, Tessa R Monday Environmental Engineer Division of Waste Management

1 Introduction

SECTIONTWO Groundwater and Surface Water Monitoring

2022 LTM Sampling Report for Site LF015 2-1 Seymour Johnson AFB, NC

FA8903-13-C-0006

2.1 SITE DESCRIPTION

Site LF015 is a former landfill/hardfill with waste materials left in place. The site is listed on the installation’s Resource Conservation and Recovery Act permit as SWMU 2 (NCDEQ, 2019).

This site is located in the western portion of the base, north of Century Road between the munition’s storage area and Stoney Creek (Figure 1). The total former landfill area is approximately four acres and was operational from 1956 to 1961 for disposal of general refuse, heat plant coal ash, small quantities of miscellaneous industrial wastes, and construction debris.

Approximately 40,000 cubic yards of waste were reportedly buried in the unit. The landfill was operated as a trench and fill. During the Phase I records search, large piles of construction debris were noted as being located on over half of the landfill area. A review of historical aerial photographs indicates that the size and shape of the total disturbed area has varied over time, and surface deposition, rather than trenching and filling, appear to have been the primary means of disposal in the western half of the site (URS, 2007). The perimeter of the former landfill in relation to Stoney Creek and other surrounding features are shown on Figure 2. Current land use has not been changed by the base for other activities and exists as primarily grassy and wooded land serving as a buffer near the base perimeter boundary.

2.2 GROUNDWATER AND SURFACE WATER SAMPLING ACTIVITIES

During the 2022 sampling event, the water level meter malfunctioned and thus only some water levels were able to be collected. Due to this, the water levels from the 2021 landfill inspections were utilized in their place as the 2021 data is consistent with historical data (URS, 2022). The location of the monitoring well network is shown on Figure 2. Depth-to-water was measured from a surveyed measuring point established on the top of each polyvinyl chloride well casing using an electronic water level probe. Measurements were read to the nearest 0.01 foot and recorded in the field logbook. Depth-to-water measurements were converted to water-level elevation referenced to sea level. Contouring of the water table based on the calculated December 2021 groundwater elevations is presented on Figure 3. Groundwater contouring indicates a flow direction to the northwest, toward Stoney Creek. Well construction details and depth-to-water measurements for each well are summarized in Table 1. Copies of sample collections field sheets on which field measurements and other observations were recorded are included in Appendix C.

Groundwater and surface water sampling were collected at LF015 on 25 March 2022 and 29 March 2022. Sampling was completed as follows:

• Groundwater samples were collected from monitoring wells MW-6, MW-7, MW-8, MW-9, MW-10, MW-11, and MW-12.

• Surface water samples were collected from location SW-BKG-LF15 and SW-DSTM-LF15.

• Groundwater and surface water samples were analyzed for volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs), pesticides, and metals.

2 Groundwater and Surface Water

FA8903-13-C-0006

• Groundwater was also monitored in the field for water quality parameters: temperature, conductivity, pH, dissolved oxygen, oxidation-reduction potential and turbidity.

2.3 GROUNDWATER AND SURFACE WATER SAMPLING RESULTS

The summary of field water quality parameters is presented in Table 2. A summary of sampling is presented in Table 3. A summary of the analytical results is presented in Table 4. Analytical results above respective North Carolina Groundwater Quality Standards (NC 2L Groundwater Standards) is presented in Figure 4. A summary of the sampling results by analytical method is as follows:

• VOCs – There were no VOC detections at any monitoring point.

• SVOCs – There were no SVOC detections at any monitoring point.

• Pesticides – There were no pesticides detections at any monitoring point.

• Metals – Five analytes (cadmium, cobalt, iron, manganese, and thallium) were detected at concentrations above the NC 2L Groundwater Standards.

− Cadmium was detected in monitoring wells MW-6, MW-7, MW-9, MW-10 and MW-

11. The results for MW-6, 4.4 J micrograms per liter (µg/L), and MW-11, 15.4 µg/L, were detected above the NC 2L Groundwater Standard of 2 µg/L. This result is consistent with 2017 historical results where both MW-6 and MW-11 exceeded the NC 2L Groundwater Standard with the concentrations of 11.4 µg/L and 17.8 µg/L respectively (URS, 2018). Cadmium was detected in MW-7, MW-9 and MW-10, below the NC 2L Groundwater Standard, although there was no cadmium detected in the surface water samples collected from upstream or downstream of the LF015 site suggesting there is no significant source of cadmium discharge from LF015 groundwater or impacting Stoney Creek.

− Cobalt was detected in the one groundwater sample collected at a concentration above the NC 2L Groundwater Standard of 1 µg/L. Common elemental metals in the groundwater are documented to occur at widely varying concentrations on base and in coastal sediments (USACE, 2002).

− Iron was detected at all nine monitoring wells and both surface water samples above the NC 2L Groundwater Standard of 300 µg/L. Iron in the groundwater is documented to occur at widely varying concentrations on base and in coastal sediments (USACE, 2002).

− Manganese was detected in all nine of the monitoring wells and both surface samples.

The results for MW-6, MW-10, and MW-11, were detected above the NC 2L Groundwater Standard of 50 µg/L with concentrations of 96.3 µg/L, 62.4 µg/L, and 236 µg/L, respectively. These results for MW-6 and MW-10 showed an increase from the 2017 historical results which were 59.3 µg/L and 29.6 µg/L, respectively (URS, 2018).

The MW-11 result shows a drastic decrease in concentration from its 2017 historical result of 1,460 µg/L. A comparison of concentrations reported in both upstream and

2022 LTM Sampling Report for Site LF015 2-3 Seymour Johnson AFB, NC

FA8903-13-C-0006

downstream surface water samples suggest there is no significant source of manganese discharge from LF015 groundwater or impacting Stoney Creek.

− Thallium was detected in three monitoring points, MW-6, MW-11 and MW-12, above the NC 2L Standard of 2 µg/L. Thallium was not detected at either of the upstream or downstream surface water samples collected from Stoney Creek.

2.4 INVESTIGATION DERIVED WASTE

Aqueous waste generated during the equipment decontamination and purge water collected during groundwater sampling was collected in five-gallon buckets. The water was discharged to an oil/water separator located at the civil engineering wash rack on base. Used personal protective equipment was treated as solid waste and disposed of on base in a trash receptacle.

SECTIONTHREE Data Quality Evaluation

FA8903-13-C-0006

3.1 LABORATORY DATA QUALITY REVIEW

3.1.1 General

Groundwater samples collected during the sampling events were submitted to SGS Laboratories in Orlando, Florida. SGS Laboratories subcontracted out analysis for total boron to the Dayton, New Jersey laboratory. The groundwater samples were analyzed for VOCs by USEPA SW-846 Method 8260D, SVOC by USEPA SW-846 8270E, metals by SW-846 6010D/7470A, and pesticides by SW-846 8081B. A copy of the SGS laboratory packages and a copy of the URS completed data validation checklist are provided in Appendix A and Appendix B, respectively.

3.1.2 Data Review Process

Analytical data were reviewed and validated by URS in accordance with the Long-Term Management Design Addendum (FPM/URS, 2015). The data review process included evaluations of the following elements:

• Laboratory case narrative/cooler receipt form

• Sample documentation

• Sample preservation and holding time compliance

• Sample completeness

• Method detection and reporting limits

• Blank contamination

• Laboratory control sample recoveries

• Surrogate compound recoveries

• Matrix spike and matrix spike duplicate recoveries

• Laboratory duplicate results

• Field duplicate results

• Additional qualifications

3.1.3 Analytical Result Qualifications

Metals results for aluminum, iron, lead, and thallium at MW-11 were qualified as estimated and VOC results for methyl bromide and tetrachloroethylene at MW-11 were qualified as estimated non-detect due to relative percent differences in the matrix spike/matrix spike duplicate sample.

Metals results for boron at MW-11 were qualified as estimated due to post digestive percent differences outside evaluation criteria.

3.1.4 Conclusions of Data Quality Review

The analytical data were found to be acceptable for their intended use based on the data reviews.

Completeness, defined to be the percentage of analytical results judged to be valid, including estimated data, was 100 percent for the events.

SECTIONFOUR Conclusions and Recommendations

2022 LTM Sampling Report for Site LF015 4-1 Seymour Johnson AFB, NC

FA8903-13-C-0006

4.1 CONCLUSIONS

Samples were collected from seven groundwater monitoring wells, and from points upstream and downstream of the landfill in the adjacent surface water body (Stoney Creek). The groundwater and surface water samples were analyzed for VOCs, SVOCs, pesticides, and metals. The sampling results identified five analytes (cadmium, cobalt, iron, manganese, and thallium) in groundwater at concentrations exceeding the NC 2L Groundwater Standards:

• The iron concentrations reported in samples collected from site groundwater and the surface water in Stoney Creek are consistent with historical sampling data (URS, 2018). Despite the iron concentrations in the upstream and downstream surface water samples both exceeding the iron groundwater standards, upon comparison the values are consistent. This indicates that groundwater discharging from LF008 to Stoney Creek is not causing adverse impacts to surface water quality.

• The manganese concentrations reported in samples collected from site groundwater and the surface water in Stoney Creek are consistent with historical sampling data (URS, 2018). A comparison of the manganese concentrations in the upstream and downstream surface water samples indicate that groundwater discharging from LF015 to Stoney Creek is not causing adverse impacts to surface water quality.

• The cobalt detection at MW-11 was found to be above the NC 2L Standard of 1 µg/L. The exceedance at MW-11, 2.8 J µg/L, showed a decrease from the 2017 historic sampling event where the cobalt result at MW-11 was 11.0 J µg/L (URS, 2018). A comparison of the groundwater concentrations reported in both upstream and downstream surface water samples suggest there is no significant source of dissolved-phase constituents discharging from LF008 groundwater to Stoney Creek.

• Cadmium concentrations was detected above the NC 2L Groundwater Standard in two of the monitoring locations at LF015. These results are consistent with historical results from the site and both upstream and downstream surface water samples were non-detect for cadmium, which suggest there is no significant source of cadmium discharge from LF015 groundwater or impacting Stoney Creek.

• Thallium was detected in three monitoring points, MW-6, MW-11 and MW-12, above the NC 2L Standard of 2 µg/L. The thallium detections in monitoring points, MW-6, MW-11 and MW-12, show a slight increase from the 2017 historical results (URS, 2018). Thallium was detected below the NC 2L Groundwater Standard in three of the other monitoring locations and was not detected in the upstream or downstream surface water samples collected from Stoney Creek. This suggests that there is no significant discharge of thallium from LF008 groundwater to Stoney Creek.

4 Conclusions and Recommendations

SECTIONFOUR Conclusions and Recommendations

2022 LTM Sampling Report for Site LF015 4-2 Seymour Johnson AFB, NC

FA8903-13-C-0006

4.2 RECOMMENDATIONS

Based on the current operations and performance monitoring results, URS recommends the following:

• Performance monitoring should continue every five years for the groundwater and surface water locations with the same set of analytical parameters. The next sampling event will occur in 2027.
