ASBESTOS AND LEAD PRE-RENOVATION INSPECTION
Building 406 Truax Field

Environmental Management Consulting, Inc. (EMC) was contacted by Mr. Jeremy Bluhm of Mead and Hunt to conduct a pre-renovation asbestos survey of Building 406, Truax Field.
Mr. Jeremy R. Noegel of EMC inspected the subject property initially on October 7, 2014. This follow-up inspection was conducted on September 4, 2019. The building was inspected for the presence of asbestos containing building materials. Bulk samples were extracted for each building material found suspect to contain asbestos as discussed with the owner. All samples were submitted to a NVLAP certified laboratory for analysis via Polarized Light Microscopy (PLM). This report will summarize the findings of this inspection.
This inspection was conducted through the entire facility. It was a non-invasive inspection.
The following is a summary of the findings of this inspection.

This material is on the back side of the wall paneling and furring strips in specific locations. This adhesive is adhered to various substrates including wood studs, drywall and concrete block, depending on the wall.

This material is applied to the exterior walls in rooms 116, 116A, 117 & 118, above the suspended ceiling height.

No work is necessary for these materials.
ADDITIONAL REQUIREMENTS
If this renovation will involve the removal of greater than 160 square feet or 260 linear feet of asbestos containing materials a “Notification of Demolition and/or Renovation and Application for Exemption” (Form 4500-113) must be submitted to the Wisconsin Department of Natural Resources (WDNR). Residential property as defined by the WDNR chapter 447 may be exempt from notification requirements. However, if any amount of asbestos removal is required for the project, the above stated notification will be required to be submitted to the Wisconsin Department of Health Services. The owner/operator is responsible for submitting all notifications.
If during the course of renovation, suspect materials are found, that have not been identified or sampled, work must stop, and a State of Wisconsin Certified Asbestos Building Inspector must be contacted to assess the material. There are inaccessible areas within the building that could not be accessed during the inspection, which could result in additional suspect materials discovered.
All bulk sampling information including a bulk sample chart and the laboratory results are attached to this report. Please contact the EMC office if you have any questions.

LIMITED LEAD-BASED PAINT PRE-DEMOLITION/ PRE-RENOVATION SURVEY
Lead paint is present at the facility.
Lead based paint is regulated by various different agencies in the State of Wisconsin.
• Wisconsin Department of Health: Defined by the State of Wisconsin as paint, which contains lead at or above the concentration of 0.06%, by weight or .7mg/cm2 (XRF). HFS 163 applies to all work in target housing and child occupied facilities in Wisconsin. The rule also applies to situations with a child lead poisoning or ordered lead hazard reduction or abatement.
• OSHA: Any level of lead in paint above the laboratory detection limit is considered lead paint. Any Employee would may disturb a component with lead paint is therefore subject to the OSHA Construction standard for lead (1926.62).
For renovation projects, if lead is present, OSHA 1926.62 requires employers to assume exposure at certain trigger tasks to insure employee exposure is not above the action level. Engineering and administrative controls as well as training and personal protective equipment may be required. Painted surfaces may contain levels below .7 mg/m2, which could create lead dust or lead contaminated soil hazards if the paint is turned into dust by abrasion, scraping or sanding. OSHA applicable work practices may be required to protect workers against these hazards
• DNR: For demolition, architectural lead painted components may be demolished and properly disposed of as solid waste if the paint is not separated from the structural material (intact). A hazardous waste determination is not necessary if the lead paint is intact. Recyclers should be contacted for specific work practices if structural steel is to be recycled.
In considering if site specific brick, block or concrete may be recycled, lead painted surfaces are not considered “clean” fill. DNR issued guidelines and interpretations, “Concrete Recycling and Disposal Fact Sheet” have determined that painted surfaces which do not meet the statutory definition of lead paint (HFS 163.03(61)) may be considered clean.
Lead paint scrapings and chip debris may be considered hazardous waste.
Prior to disposal lead chip debris should be characterized or assumed as hazardous waste. Paint waste is considered hazardous waste if it fails the Toxicity Characteristic Teaching Procedure (TCLP) for specific toxic metals.
This test determines how much toxic metal could leach from a waste and potentially migrate into the groundwater.

Sample results exhibited lead in the wall, floor, and door frame paint at varying levels.
Because of the age of the facility and the various levels of paint on all the finishes, it should be assumed that all painted walls and floors have a detectable level of lead in the paint. Contractors shall follow employee exposure rules as per OSHA 1926.62.
