About this file
This is a presolicitation notice for the construction of a Guam Defense Radar System Command Center and associated facilities at Joint Region Marianas, Guam. The project, valued between $250-500 million under NAICS code 236220, includes building a command center, power generation facility, switchgear building, fuel storage facility, and entry control facility. The command center will house personnel, computing equipment, and communications systems, while the power generation facility will provide power through the switchgear facility with fuel from above-ground storage tanks.
The Request for Proposal (RFP) will be available on October 30, 2024, with a pre-proposal site visit scheduled for December 11, 2024. The contract has a 1,323-day completion period and includes five pre-priced options for additional generators, fuel tanks, and power systems. Technical evaluation factors include Experience, Small Business Utilization, Safety, Management Plan, and Past Performance. Relevant past performance must include projects of $80 million or more completed within the last 10 years, including experience with secure spaces (ICD-705 requirements) and construction in high seismic areas. The solicitation will be unrestricted and use a best-value trade-off source selection method, with technical factors and past performance combined being approximately equal to price in importance.

The Government Estimate includes the actual material cost including freight and installation charges and Prime Contractor’s proposed Handling and
Administrative Rate (HAR).
b. Prime Contractor Handling and Administration Rate (HAR). Offerors may propose a HAR fee in SLIN
0007AB, up to but not to exceed 5%, for the handling and administration of the FF&E. This fee will account for all administrative costs, overhead, bonding fees, administration of subcontractors, profit and any other costs associated with, related to the coordination, and processing of the procurement and installation of the FF&E. The prime contractor’s proposed HAR mark-up shall be applied to the Government Estimate to derive a total proposed price for
SLIN 0007AB.
c. The prime contractor’s HAR percentage rate will be incorporated into the contract as proposed and will not be adjusted regardless of fluctuations in the Government Estimate. The HAR is a fixed percentage rate. When the final FF&E package is priced, the contractor’s HAR percentage rate, as incorporated into the contract, shall be applied to the supplier/vendor quotes to derive a total proposed price for final negotiation of the planned modification.
d. It is anticipated that a planned modification will be awarded at least nine months prior to the completion of the work. The planned modification will be issued after receipt of appropriate funding. A minimum of nine months is required for the contractor to purchase, deliver and install the FF&E without impacting the overall completion date of the project. No schedule extensions will be granted if the modification is executed at least nine months prior to the contract completion date. If the Government decides to negotiate and award the modification with less than nine months prior to the contract completion date, the contractor may be entitled to a contract extension.

There is no Construction Contractor responsibilities associated with C4I materials acquisition.)
b. Requirements: The Construction Contractor will be responsible for procuring all construction materials for the construction of the special use space. All construction material acquired for the construction of the secure areas of the facility will be subject to security controls. The specific controls used will vary depending on the type of materials and procurement methods used. For example, inspectable materials will have specific security controls for acquisition and transportation that are different from non-inspectable materials.
c. Security Controls: In general, construction materials will be subject to security controls at either the point of procurement and transport (i.e., purchased in CONUS through a ''trusted source" and shipped securely), or upon arrival to the site, prior to acceptance to the SSA (i.e., purchased locally, shipped to site unsecure and inspected upon arrival). If materials are procured securely from a trusted source in the U.S. or locally via a random procurement process, they will be transported to the construction site securely under CAG escort the entire time and placed in the SSA without further inspection. If materials are procured from approved local sources and/or transported to the jobsite unsecured, the materials will be inspected by CSTs prior to acceptance into the SSA for use in the SUS project. Note: Outside CAF escort, secure shipping means items are shipped in their own intact packaging or conex, or in a manner to enable identification of attempted or actual tampering. While the use of a Consolidated Receiving Point is not required for this project, accumulating materials at a GC location for consolidation into one conex would be preferred.
d. Prohibited countries: Vendors will be vetted to ensure that they have no ownership, partnering relationships or ties from countries on the prohibited countries list below. Vendors and other service providers with ties to countries highlighted in the list below are prohibited from participating in this project. To include subcontracting for any portion of the SUS. Construction materials for the Special Use Space may not originate or be purchased from a country on the Prohibited Countries List below.
e. Avoidance of prohibited countries during transit: Materials destined for use in the special use space will not be procured or transited through the countries listed in the table below. The construction contractor will develop a comprehensive shipping plan for items that require secure shipment in accordance with the Transit Security Plan found in Appendix B. The contractors’ shipping plan tailored to the SUS project must have written SSM/SSO approval prior to the commencement of procurement and shipping operations.
