About this file

This is Notice No. 6, containing questions and answers for RFP N62742-25-R-1301 regarding the FY25 MCON P-693 Pacific Deterrence Initiative: Guam Defense System Command Center project at Joint Region Marianas, Guam.

The Q&A addresses several key aspects of the project, including clarifications about storage facilities for contractor personal items (which must be provided by the general contractor, not the government security contractor), vision screening requirements for fencing (accepting UV light resistant plastic fabric mesh netting similar to tennis court screening), crash-rated bollards requirements at the AVB gate, and CCTV system responsibilities (government security contractor will provide systems and conduit while general contractor is responsible for power to construction site and SSA). Other clarifications include confirmation that contractors can use DDC control systems other than JCI Metasys, details about precast canopy roof elements not requiring topping slabs, and information about vertical watertight seismic isolation joints between the Switchgear Building and Ballistic Walls, with product specifications to be provided in a future amendment.

FY25 MCON P-693 PACIFIC DETERRENCE INITIATIVE: GUAM DEFENSE SYSTEM

COMMAND CENTER,

JOINT REGION MARIANAS, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

Revised answer for Question 148:

148. Construction Security Plan. Paragraph V. FACILITY CONSTRUCTION AND DESIGN

CONSIDERATIONS/Section 7. Physical Security/k. Storage of personal belongings. This paragraph states that a storage facility with individual receptacles will be built adjacent to the ACF for the storage of construction contractor PED and personal belongings. Please confirm that the Security Contractor shall be responsible for constructing, maintaining, and dismantling such storage facility.

ANSWER: The government security contractor will not provide the storage facility/area for the GC contractors personal items/devices. The GC must provide said storage facility if so desired, as government security personnel will not be responsible for handling or storing of any GC personal items.

*It is the recommendation of the government that all GC workers personal items be kept off-site.

223. Please confirm whether the type and degree of vision screening provided below are acceptable.

RFP N62742-24-R-1327

ANSWER: Those shown in the provided picture are acceptable to meet the standard for the CSP. See Specification Section 01 50 00.00 14, para 2.3 Fencing, calls for a "... UV light resistant, plastic fabric mesh netting (similar to tennis court or other screening).

224. Please provide additional details on the vision screening, such as the spacing between slats or aluminum sheeting.

ANSWER: See answer to Question 223.

225. Reference Notice 3, Question/Answer 29. Reference Offsite Laydown Area – Existing condition.

Given the response that no existing information is available regarding the condition of the designated laydown areas and that the first opportunity to inspect will occur following award, will the government please provide a uniform basis of estimate upon which the Offeror may rely in the development of their price proposal.

ANSWER: The Government does not have information beyond what it has included in the RFP, although Offerors were also provided an opportunity to observe the area during the site visit held on 11 December 2024.

226. Reference Drawing 14ST-C-522. Doghouse Manhole.

Doghouse manhole is shown on A4/14ST-C-522. We were unable to locate this manhole in the drainage plan lay-out. Our understanding is that the features of this manhole will be applicable to all storm drain and sewer manholes. Please confirm.

ANSWER: The doghouse manhole is not applicable to the sanitary sewer manhole at the point of connection at Sta 0+00, SS01. The manhole on the plans calls out the correct reference to Detail A1 on Sheet C-521. There will not be a doghouse manhole for storm manholes.

227. Reference Specification Section 34 75 13.13 14. Crash Rated Bollards.

The section 34 75 13. 13 14 par. 2.1.1 states “The crash rated bollards are required in locations that are not protected by the AVB sliding gate...”

Please confirm if the clouded portion below are crash rated bollards at the primary gate. If yes, are these fixed bollards? Please advise.

ANSWER: The bollards required at the AVB gate are crash rated bollards and must meet the same rating as the AVB. These are fixed bollards.

228. Reference Specification Section 34 75 13.13 14. Crash Rated Bollards.

The section 34 75 13. 13 14 par. 2.1.1 states “The crash rated bollards are required in locations that are not protected by the AVB sliding gate...”

Please clarify if crash rated bollards are required at the emergency gate. If required, please indicate in the plan.

ANSWER: See answer to question 227.

229. Reference P-693 Construction Security Plan (CSP) page 27. Please confirm that the CCTV system covering the entire perimeter fence, the ACF, SSA, DF and other points on the secure site that the SSM deems necessary is the responsibility of the Security Contractor.

ANSWER: The Government Security Contractor will provide as required.

230. Reference P-693 Construction Security Plan (CSP) page 27.

Please advise if the general contractor is required to provide power and conduit for the

CCTV System. If so, please provide layout.

ANSWER: Power to the general construction site and SSA is the responsibility of the General Contractor. The government security contractor will provide all conduit and required connections to provide power for CCTV systems from the SSA connection.

231. Reference P-693 Construction Security Plan (CSP) page 27.

Paragraph e indicates the security contractor to provide security lighting system that will provide lighting coverage for the SSA and the ACF. Will security lighting be needed for the entire project site temporary perimeter fence?

If so, who is responsible party for this scope?

If it is the construction general contractor, please provide drawings for this.

ANSWER: The Government Security Contractor will provide all lighting for the SSA and the ACF as required. Security lighting will not be needed for the entire project construction site FE6 temporary perimeter fence.

ANSWER: Rough-in for the CCTV system can be done by Uncleared U.S.

235. Reference Drawing Sheet 14CC-S-151. Please clarify what this clouded framing is for and provide detail.

ANSWER: Disregard this framing on this drawing. It is a portion of the high-roof catwalk system which is fully shown and detailed on 14CC-S-152. It will be removed in a forthcoming amendment.

236. Reference Detail C3/14CC-S-404. The enlarged canopy roof plan shows a 6" precast lid but doesn’t show a topping slab. Please provide the thickness and reinforcing bar size and spacing of the topping slab for the 6" precast roof of the main entry canopy.

ANSWER: The sloped canopy roof precast elements do not require a topping slab. The precast manufacturer, as a delegated design to the contractor, is to design this precast concrete. The topping slab shown in Plan A1 is at the First Floor elevation and detailed in referenced sections.
