RFP N62742-24-R-1327

427. Reference Document 00 22 00, Factor 2.

With regard to the response to Technical Factor 2 – Small Business Utilization and

Participation, both RFP Attachment C and page 6 of RFP Document 00 22 00 state that

“Attachments or addendums to Attachment C will not be evaluated”. Therefore, with regard to establishing firm commitments with subcontractors, offerors need not provide evidence of such commitments as part of Attachment C, since such will not be evaluated;

however, are offerors required to demonstrate such commitments by providing such evidence under Technical Factor 2? Please clarify.

ANSWER: Factor 2, Small Business Utilization and Participation, (a)(2) states "…identify by name the subcontractors that will be used to support each specific small business category (i.e., SB, SDB, WOSB, HUBZone SB, VOSB, and SDVOSB). Identify the type and complexity of product/service to be subcontracted, and the type of commitment (i.e., teaming agreement, joint venture agreement, mentor protégé agreement, letter of commitment, etc.) with each subcontractor."

Factor 2, Basis of Evaluation. “The SBPCD will be evaluated to determine the extent to which small business concerns are specifically identified by name and socioeconomic category in the document and the degree to which small business concerns (including SDB, WOSB, HUBZone

SB, VOSB, and SDVOSB) will participate relative to the total contract value. The complexity and variety of the work small business concerns will perform and the degree of commitment to use named sources through formal teaming agreements, joint venture agreements, mentor protégé agreements, written/signed letters of commitment, etc. will be evaluated to assess achievability of the commitment.

The offeror may receive a deficiency if firm commitments with subcontractors are not provided and the offeror fails to provide a detailed explanation for how the small business participation requirement will be achieved.”

455. Reference Amendment No. 0003 REVISED PRICE PROPOSAL SCHEDULE and added language to the first paragraph stating that the Government may proceed to award the project prior to completion of NEPA. Contractor would receive only a Limited Notice to

Proceed that does NOT authorize any ground disturbing activity with the potential to impact natural or cultural resources. No additional compensation will be paid as a result of the Limited Notice to Proceed. Please provide the Government anticipated duration of

NEPA approval and lifting of the Limited NTP, so bidders can evaluate the risk and add the total amount of anticipated Liquidated Damages ($57,700/Calendar Day) to the cost proposal.

ANSWER: The Government believes the period of performance indicated is adequate to complete the construction, including the anticipated time for NEPA approval. Providing a limited Notice to Proceed enables the contractor to perform critical tasks such as those that enable the ordering of long lead items.

456. Reference Specification Section 01 11 00.00 14 – 1.6.2 & Drawing 14CC-A-315

The Knowledge Wall will be installed by the Government Vendor after Contractor’s BOD.

The Contractor is to complete the adjacent framing after the Knowledge Wall Government

Vendor completes the install of the knowledge wall. There is no reference to the anticipated duration of the knowledge wall install.

1. Please advise the anticipated duration of the Knowledge Wall installation.

2. Please advise of specific limits of framing to be not installed until after knowledge wall installation is completed.

ANSWER: Front wall framing in specification 01 11 00.00 14 paragraph 1.6.2 refers to primary building framing, including the precast concrete walls and roof, plus any other framing to support conveyance systems such as piping, ductwork, or cable tray, or other MILCON installed items. The Offeror appears to be confusing framing with finishes in the question. The referenced specification paragraph, which is only addressing coordinated work, indicates finishes are to be completed after video wall framing is complete, not MILCON framing. The Government contractor will install the video wall framing as coordinated with the MILCON contractor to avoid impacting their work and is expected to be a 5 day activity. After MILCON contractor achieves BOD, the Government video wall contractor will finish the rest of the video wall installation, such as components.

457. Reference Specification Section 01 11 00.00 14 SUMMARY OF WORK/1.6.4.1 Security

Site Preparation:

A. Site Security Contractor’s Secure Storage Area and temporary Access Control Facility:

458. Reference Specification Section 01 57 19.03 14, Guam Annex B-277

Since the Annex covers the main footprint, but there is no mention of the utility runs that extend beyond the Fleming Heights area. Is there an Annex for the utility runs (including new ductbank)? If not, is to be assumed that full MEC clearance will be required for those areas?

ANSWER: See answer to question 408.

459. Specification Section 05 05 23.16 14/1.3.1 and Specification Section 05 12 00.00 14 section 1.3 call out for an AISC Certified Steel erector to be utilized. There are no AISC

Certified Steel erectors in Guam. It will be very costly to bring an AISC Certified Steel erector from off island to perform the steel erection. Since the Structural Steel in the project is not critical for the structural integrity, we respectfully recommend waiving this requirement. There are other Quality Control measures (Special Inspections) that can be taken and implemented to ensure the quality of the welding and the installation in general.

ANSWER: Specification will be revised to remove AISC Steel Erector certification requirement. Fabricator and Special Inspection requirements will remain as is. Revised specification will be provided in forthcoming amendment.

460. Reference Specification Section 09 69 13.00 14

465. Reference Specification Section 09 69 13.00 14 paragraph 2.7.2, Bond Strength of

Covering.

Please be advised the requirement specified in this paragraph is not available as a field performance test. All manufacturers test their products bare, not covered. For this test to be performed, a panel must be sent from the jobsite abroad to the test facility to be tested and a report generated. This will be costly. Please consider removing this requirement.

ANSWER: The floor coverings are to be factory applied, so this bond strength test is a test to be performed in the factory.

466. Reference Specification Section 09 69 13.00 14 paragraph 2.9 and 2.10

Perforated air supply panels and perforated directional air supply panels are two different air-flow panels. Please specify which one is required for this project and if both are required, please specify how many of each type is required and specify location

ANSWER: Specification Section 09 69 13.00 14 paragraphs 2.9 and 2.10 were revised to remove the perforated directional air supply panels, as these are not required for the design.

However, Section 2.9 was renamed to “FLOOR GRILLES WITH OPPOSED BLADE

DAMPERS” to match the mechanical Diffuser, Register, Grille Schedule entry. See drawings

14CC-MH402, 14CC-MH403, and 14CC-M702 for information on quantities and locations of floor diffusers.

467. Reference Specification Section 09 69 13.00 14 paragraph 2.1.3, Floor/Wall Juncture.

ANSWER: The sampling locations can vary based on the Contractor’s site plan for the construction activities. The pre/post soil sampling is required for the areas that the Contractor will be used for PIS stockpiling locations.

482. Reference Specification Section 02 61 13, Paragraph 3.7.3 – Sampling Beneath Storage

Units. Sample Collection Requirements.

Specifications indicate that pre/post soil samples shall be collected at a frequency of one per 100 square yards (900 square feet). What is the basis for sampling frequency? The

TGM’s recommended DU area for unrestricted land use is 556 square yards (5,000 square feet). Can we collect pre/post soil samples based on this sampling frequency?

ANSWER: Revisions will be made to read: "Conduct pre-/post soil sampling for each PIS stockpile/storage unit not to greater than 5,000 square feet.” The sampling frequency will be revised and issued in a forthcoming amendment.

483. Reference Specification Section 01 74 19, Paragraph 1.12 – Surplus Soil

In-situ Sample Collection

Due to the large volume of surplus soil requiring off-site disposal (estimated at greater than

50,000 cubic yards) and the extended time necessary for soil sampling and receipt of analytical results, is in situ waste characterization of soil acceptable if samples are collected according to the Hawaii Technical Guidance Manual? Pre-profiling the soil in situ will potentially reduce costs and accelerate the overall project schedule.

ANSWER: Surplus soil sampling, excluding PIS, must be conducted in accordance with Section

01 74 19.00 14 CONSTRUCTION WASTE MANAGEMENT AND DISPOSAL.

484. Reference Specification Section 01 74 19, Paragraph 1.12 – Surplus Soil
