About this file
This document is Notice No. 7 containing pre-proposal questions and answers for RFP N62742-25-R-1301 regarding the FY25 MCON P-693 Pacific Deterrence Initiative: Guam Defense System Command Center project at Joint Region Marianas, Guam. The Q&A addresses technical specifications related to motor operated dampers, ductwork materials, static-dissipative vinyl tile installation, gypsum board finishing requirements, structural components, and other construction details.
Key clarifications include: unconditioned outside air ductwork must be stainless steel while other ductwork should be galvanized steel; static dissipative vinyl tile should be 24"x24" factory-laminated tiles without pre-grooves; gypsum board below raised access flooring requires Level 1 finish; several rooms will receive static dissipative vinyl tile with new finish code SDT1; and the structural decorative glazed railing references are being removed in a forthcoming amendment. The document also confirms that the Seismic Isolation Specialist QC Specialist and Special Inspector roles must be filled by different people, and that the Knowledge Wall is a Joint Occupancy Date activity.

PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-25-R-1301
FY25 MCON P-693 PACIFIC DETERRENCE INITIATIVE: GUAM DEFENSE SYSTEM
COMMAND CENTER,
JOINT REGION MARIANAS, GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY. The
RFP remains unchanged unless it is amended in writing on a Standard Form 30.
244. Reference Drawing 14CC-M-707. The Motor Operated Damper Schedule shows (8) dampers we are unable to locate on the plans. This includes dampers MOD-14CC4113A to
MOD-14CC4116B. Please advise where these are located on the plans.
ANSWER: The referenced dampers were removed from the design. These dampers will be removed from the equipment schedules on 14CC-M-707 in a future amendment.
245. Reference Drawings 14-CC-M-707, 14-PP-M-704, and Specification Section 23 30 00.00 14.
The motor operated damper schedule on both 14-CC-M-707 and 14-PP-M-704 shows the material as being aluminum or stainless steel. Section 23 30 00.00 14 does not show any ductwork being aluminum or stainless steel. In addition, section 23 30 00.00 14 specifies all other type of dampers as being galvanized steel. Please confirm ductwork connected to the aluminum or stainless steel motor operated dampers is galvanized steel.
ANSWER: Unconditioned outside air ductwork is stainless steel. All other ductwork is galvanized steel. Damper materials specified on the schedule are correct. If dissimilar metals are in contact, a protective transition between the two metals is required (such as a neoprene gasket).
246. Reference Specification Section 09 62 38.00 14, Paragraph 2.1.1.1. Static-Dissipative
Vinyl Tile states that the tile must be pre-grooved for heat welding of seams. However, since the tile goes over the raised access flooring system, heat welding is not recommended. Please clarify the intent.
ANSWER: Do not use pre-grooved tiles. Tiles are to be factory-laminated to the flooring substrate with milled edges. Specification will be updated in forthcoming amendment.
247. Reference Specification Section 09 62 38.00 14, Paragraph 3.5.1. Self-Coving states that the tile must have a self-coving base. However, self-coving base is not commonly installed on vinyl tile. Please clarify the intent.
RFP N62742-24-R-1327
ANSWER: See Notice 5, answer to question 171.
248. Reference Specification Section 09 62 38.00 14
It seems like there are some discrepancies between the Finish Schedule and the Static
Control Flooring specification. Specifically, regarding the size of the LVT.
ANSWER: Use 24"x24" per finish schedule. Disregard prior response to item 1 in question 95.
Specification will be revised to show 24" square tiles in forthcoming amendment.
249. Detail A3 of drawing CC-S-585 and Detail C3 of drawing 14CC-A-528 show the section of
SS cable tray under roof catwalk. However, we cannot find further information. Please clarify what this cable tray is for and what drawing show the usage. Also, please provide the requirement of the cable tray, such as thickness, the spacing of drain hole, what type of stainless steel and etc.
ANSWER: See A3/14CC-S-585 for dimensions. Further minimum capacity information will be provided in forthcoming amendment. Note, the tray may be commercial product or manufactured using bent SS plate designed and detailed by contractor.
250. Reference Drawing 14CC-A-202 and Specification Section 08 91 00.00 14.
Reference Volume 14.3 Sheet 14CC-A-202. Keynote 3 calls for stainless steel ballistic
Louver Screen Wall. Specification section 08 91 00.00 14 paragraph 2.1.2 and 2.1.3 allows for aluminum material.
Please provide the basis of design for stainless steel Louver Screen Wall meeting the ballistic requirement.
ANSWER: Stainless Steel or Aluminum is acceptable as long as it meets the performance requirements laid out in 08 34 01.00 14 and 08 91 00.00 14 specifications. While there is no off the shelf product that is tested for both requirements, the AE has worked with multiple manufacturers who have stated they would take their FEBR louver and test it to the typhoon requirements.
251. Reference Drawing 14CC-A-202 and Specification Section 08 91 00.00 14.
Louver Screen Wall. Specification section 08 91 00.00 14 paragraph 2.1.2 and 2.1.3 allows for aluminum material.
Please advise if ballistic aluminum Louver Screen Wall is acceptable in lieu of stainless steel.
ANSWER: See answer to question 250.
252. Reference Drawing 14CC-A-202 and Specification Section 08 91 00.00 14.
rated screen wall louvers. Specification section 08 91 00.00 14 paragraph 2.2 indicates ICC
500 louvers which is Fema Louvers instead of ballistic. If the Louver Screen Walls are to meet Fema, the blade types will be different than if they are to meet ballistic. Please advise if Louver Screen Wall should be ballistic or Fema rated.
ANSWER: Screen wall must meet both requirements, and meet all requirements laid out in specifications. While there is no off the shelf product that is tested for both requirements, the AE has worked with multiple manufacturers who have stated they would take their FEBR louver and test it to the typhoon requirements.
253. Reference Specification Section 09 29 00.00 14, para 3.3 indicates to finish all gypsum board walls, partitions and ceilings to Level 5 in accordance with GA 214 unless otherwise noted. The paragraph does not mention anything regarding the gypsum board that continues below the raised access flooring. Please confirm the level of gypsum board finish where it occurs below the raised access flooring panels.
ANSWER: Level 1 is appropriate according to GA 214 as this is a concealed space.
254. Reference Sheet 14CC-A-313 Detail A1.
The cantilever structural concrete floor slab on the exterior of the building calls for silicone elastomeric coating. Please confirm that the extent of the silicone elastomeric on the cantilever is on the exterior only and the structural slab (Room 159) shall be sealed concrete finish only.
