327. Reference Specification Section 09 96 53.13 14. Silicone elastomeric coating is specified as the finish for the exterior wall. Our Specialty Subcontractor has raised the following factors that render the product inappropriate for this application.

• Silicone is designed as Water-Proofing material and not a normal wall coating.

• Silicone built up to 60 Mils DFT will have non-to very low perm rating.

• Silicone can possibly trap moisture or condensation inside either the building or wall cavity and possibly create mold or mildew.

• If there is any insulation this can also possibly saturate the insulation and create issues.

• Repairs on silicone coatings require extra work as no coatings really adhere properly to fully cured silicone even with the material originally used.

• The touch up was very noticeable cause by natural color fading due to UV exposure over time or it was mixed in separate batches. To avoid this, it is recommended to purchase additional materials for touch-ups all at once.

• If the color of the silicone is something other than White, then it is considered a custom color.

• Another thing to consider is dirt pickup since silicone is somewhat like a rubberized coating.

• Labor cost will be higher due to multiple coats required to achieve the desired thickness of the coating.

Please provide alternative.

ANSWER: Acrylic elastomeric coating is an acceptable alternative for the walls.

126A and 127A have a louver, but Door Schedule (drawing 14CC-A-611) doesn’t show any door details with louver, please clarify and if required, provide details/elevation reflecting louver.

ANSWER: These doors will have 18” x 24” door louvers. 14CC-A-611 to be revised in forthcoming amendment.

331. Confirmation Sampling Collection Frequency. Specification section 02 61 13 para 3.5 instructs collection of multi-incremental soil samples for landscaped areas and planned stormwater detention basin following final grading but does not specify sample frequency.

What is the sampling frequency for the landscaped areas and planned stormwater detention basin?

ANSWER: Section 3.5 states “Develop a sampling and analysis plan in accordance with the

TGM.” The Contractor's Professional Engineer (PE) or Environmental Consultant (EC) shall determine requirements and guide the Contractor in preparing the sampling design/frequency in the work plan for Government review and approval.
