About this file
This is Amendment 0004 to solicitation N62742-25-R-1301 for the FY25 MCON P-693 PDI: Guam Defense System Command Center project at Joint Region Marianas, Guam. The amendment provides revised price proposal schedules, instructions to proposers, a small business subcontracting plan template, and updated drawings. It also includes revisions to several technical specifications including sustainability requirements, temporary environmental controls, FF&E package, HVAC systems, and electrical equipment requirements.
The amendment contains numerous drawing updates related to telecommunications, fire protection, plumbing, HVAC, and electrical systems for both the Command Center and Power Plant facilities. It provides a detailed price proposal schedule breaking down the base bid and five options: Option 1 for generator and fuel tank #2, Option 2 for an additional generator, Option 3 for another generator, Option 4 for UPS systems in the Command Center, and Option 5 for B-side redundancy systems. The amendment includes updated technical requirements for sustainability reporting, environmental controls during construction, and building systems. A revised small business subcontracting plan template is provided with detailed instructions for completion.

b. Prime Contractor Handling and Administration Rate (HAR). Offerors may propose a HAR fee in SLIN 0007AB, up to but not to exceed 5%, for the handling and administration of the FF&E. This fee will account for all administrative costs, overhead, bonding fees, administration of subcontractors, profit and any other costs associated with, related to the coordination, and processing of the procurement and installation of the FF&E. The prime contractor’s proposed HAR mark-up shall be applied to the Government Estimate to derive a total proposed price for

The HAR is a fixed percentage rate. When the final FF&E package is priced, the contractor’s HAR percentage rate, as incorporated into the contract, shall be applied to the supplier/vendor quotes to derive a total proposed price for final negotiation of the planned modification.

The planned modification will be issued after receipt of appropriate funding. A minimum of nine months is required for the contractor to purchase, deliver and install the FF&E without impacting the overall completion date of the project. No schedule extensions will be granted if the modification is executed at least nine months prior to the contract completion date.
