About this file

This is Notice No. 5 containing pre-proposal questions and answers for RFP N62742-25-R-1301 regarding the FY25 MCON P-693 Pacific Deterrence Initiative: Guam Defense System Command Center project at Joint Region Marianas, Guam.

The Q&A document addresses technical inquiries about temporary electrical connections, Building Information Modeling (BIM) requirements, demolition and restoration limits, waterproofing specifications, concrete pavement details, and security monitoring requirements. Key clarifications include that the Construction Security Monitoring contract will be under a separate government contract rather than the general contractor, H2B workers are permitted for concrete pours under CST surveillance, and the proposal due date has been extended to January 23, 2025. The notice also confirms that RAF1 represents 1,500lb load tiles and RAF2 represents 2,500lb load tiles, specifies that temporary utilities must be removed after construction, and clarifies that the antenna tower is to be provided by the contractor per Specification Section 33 71 04.00 14.

RFP N62742-25-R-1301

FY25 MCON P-693 PACIFIC DETERRENCE INITIATIVE: GUAM DEFENSE SYSTEM

COMMAND CENTER,

JOINT REGION MARIANAS, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The

RFP remains unchanged unless it is amended in writing on a Standard Form 30.

67. Reference Drawing G-022. Temporary Electrical Connection to Secure Storage Area and

Offsite Laydown Area.

Dwg. G-022 depicts a temporary electrical connection running north along, and then crossing, Bonnis Ave to reach the Secure Storage area, as well as the connection to MH 169-

1 at the offsite laydown area, please provide the following information:

1. Removal and replacement limits of affected civil items, such as roadway, sidewalk, etc.

on G-022 and associated civil drawings.

2. Will the temporary ductbanks be abandoned in place after project completion or will they require removal?

3. Details for temporary transformer and switchgear enclosures.

4. One line diagrams or direction as to the electrical requirements of the temporary facilities being served.

5. Is conduit or other improvements beyond what is shown or mentioned on G-022 required by the Offeror for CCTV locations or other systems? If so, please provide locations and detail of what is required.

ANSWER:

1. The temporary routing path and method to provide temporary utility connections to the laydown areas is a Contractor’s means and methods. All temporary utilities must be routed underground at pavement crossings and adjacent to or crossing pedestrian traffic. The existing pavement replacement must match existing conditions.

2. All temporary utilities will be removed after construction is complete.

3. Additional requirements beyond those stated on sheet 14GI-G-022 for temporary transformer and switchgear enclosures are provided in 01 50 00.00 14 para 3.2.1. Feeder 65 is a medium voltage (13.8kV) feeder.

4. A one line diagram is not provided. One of the two 250kVA capacity @208V indicated on 14GI-G-022 is an allowance for the connections to the Government laydown area and the weapon systems contractor laydown area within the Off-site Laydown Area. Contractor must provide additional capacity for the construction trailer area for the government construction contract administration per 01 50 00.00 14 para 3.6.1 and 3.6.2 plus additional capacity for the contractor’s own needs. The second 250kVA capacity at 208V indicated on 14GI-G-022 is an

RFP N62742-24-R-1327

allowance for the Site Security Contractor as specified in 01 11 00.00 14 Para 1.6.4. Per note L on sheet 14GI-G-002 an application must be submitted and approved prior to connection of temporary utility. The application form requires a connection plan be submitted and approved.

Distribution of temporary power on the Off-site Laydown Area and on the Secure Storage

Area is to be determined by the contactor. This additional information will be included in a future amendment.

5. No CCTV or other systems are required.

68. Reference Specification Section 01 45 00.00 14. Building Information Management (BIM).

The BIM narrative doesn’t provide a do-by-when submission date other than the requirement of “prior to construction placement”. Is there a date that the government have in mind for submission and is there a need to employ only U.S. citizens in the model’s development?

ANSWER: See Specification Section 01 11 00.00 14, paragraph 1.2.1.3.

69. Reference Drawings TS131, TS133, and EU107. Demolition, Restoration, and Landscape

Limits – Additional Offsite Telecom and Electrical.

Ave.

2. TS133 new telecom ductbank between existing manholes 19 and 403.

3. EU107 new electrical ductbank north side of Bonnis Blvd crossing driveway entrance on left side of EU107.

Are the requirements of spec section 32 05 33.00 14 regarding temporary irrigation, establishment, and 12-month maintenance required at the above off-site temporary locations?

Please provide plans showing limits of civil demolition and landscaping

ANSWER: Temporary irrigation, establishment, and 12-month maintenance is required at all areas disturbed by construction activities to receive seed and disturbed by contractor's operations in accordance with specification 32 05 33.00 14 paragraph 3.1.

70. Reference Detail C3/C-505. Typ. Interface Between Asphalt and Concrete Pavement -

Locations.

We were unable to locate on the CS civil site layout plans a callout for where detail C3/C-

505 applies. Please advise all locations where this detail is applicable and revise the CS drawings as necessary, as this will have a significant cost impact, especially at interfaces at existing roadway tie-in locations.

ANSWER: This detail will be used in all locations new concrete pavement will interface with asphalt pavement that does not have a curb separating the two pavements. For example at the temporary load bank pad shown on Sheet 14ST-CS109.

71. Reference Drawing CS109. Pavement Type – Omalley Ave.

There is no callout on the pavement replacement type on dwg. CS109 at Omalley Ave.

Road.

We are assuming this area is concrete pavement and not sidewalk. Please confirm, and if concrete pavement, provide joint layout.

ANSWER: The pavement adjacent to Access Road 02 and the load bank concrete pad is concrete pavement. A joint layout plan for the specified areas will not be provided. See specification 32 13 13.06 Paragraph 3.3.1 Paving Plan Item b.
