PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-25-R-1301
FY25 MCON P-693 PACIFIC DETERRENCE INITIATIVE: GUAM DEFENSE SYSTEM
COMMAND CENTER,
JOINT REGION MARIANAS, GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY. The
RFP remains unchanged unless it is amended in writing on a Standard Form 30.
Revised answer to question 62.
62. DOC 00 22 00/ATTACHMENT C SMALL BUSINESS PARTICIPATION
COMMITMENT DOCUMENT (SBPCD)/4. Small Business Participation/ Paragraph b.
requires a “firm commitment” in writing in the form of a teaming agreement, joint venture agreement, mentor-protégé agreement, written/singed letter of commitment from the small business. Please consider extending the date when the SBPCD shall be submitted to
NAVFAC since usually it takes time to execute said commitments and it will be extremely challenging to do so on bid day.
ANSWER: The Small Business Subcontracting Plan will be due one day after proposals are due. The revised document 00 21 16 will be issued in an upcoming amendment.
407. On previous projects with special use space, a barricade/fence is required inside the building to separate special use space construction area from non-secure areas. This barricade normally wraps around the access control facility as well. As location of ACF is unknown and no fencing/barricade around special use space is shown, please confirm that the security contractor is responsible for such fencing/barricade if required.
ANSWER: See Amendment 0009, revised Construction Security Plan.
408. Military Munitions – Trench Excavation. Specification Section 01 57 19.00 14, para 3.15.
The referenced paragraph states an MEC Annex was prepared designating the project site as MEC “unlikely probability." Prior to the RFP release, MEC activities were performed on approximately 1/3 of the site. No MEC activities were performed on the utility trenches that are outside of the housing area and new building construction.
RFP N62742-24-R-1327
Question: Does the MEC Annex also designate utility trenches as MEC unlikely probability?
ANSWER: Per Section 01 57 19.03 14 para. 1.13 MEC ANNEX, all areas not covered by the
MEC Annex attached to the end of this section are to be considered needing Anomaly Avoidance by the Contractor.
409. Specification Section 01 57 19.03 14, MEC Annex Document, contains an appendix
“Guam Annex B-277” for the P-693 Command Center project site. This document has signatures for endorsement and approval by NAVFAC Marianas.
Has the Guam Annex B-277 been approved by NOSSA and AAFB leadership to confirm the site to be deemed low likelihood? If so, please provide document(s) to confirm.
ANSWER: Commander, Joint Region Marianas (JRM) determined and accepted the risk for treating the subject area defined by the MEC Annex attached to the end of Section 01 57 19.00
14 to be Low Likelihood for encountering MEC.
410. Reference specification section 33 71 04.00 14 Appurtenance Table.
We are not able to find some of the appurtenances online. Basic dimensions for these appurtenances are helpful but it is best to know what the appurtenance looks like to make sure the wind area and weights that we use for the tower are accurate. Please provide specification sheets for the appurtenances listed in the table.
ANSWER: Bid as specified, as there is sufficient information.
411. Specification Section 13 48 60.00, Paragraph 3.1.5 Special Instructions. Paragraph 3.1.5.a, states that "All stages of Bearing manufacturing and testing must be subject to the personnel, periodic observation by a Special Inspector." Please provide frequency of periodic observation during manufacturing and testing of bearings
ANSWER: The Special Inspector must witness the fabrication and QC testing of 15% of the initial bearings. If the Special Inspector witnesses any issues or irregularities, the Special
Inspector must witness an additional 15% of the fabrication and QC testing and continue until no issues are observed. The Special Inspector must review the results of all QC Testing and provide any comments to the Government as part of reporting. The Special Inspector must observe the installation of all bearings in accordance with the Statement of Special Inspections.
412. Demolition. During the Site Visit it was observed that some of the existing houses to be demolished had household furniture, electric appliances, and other personal items left behind. Please confirm that the Government will remove all furniture, appliances, and personal items from every house before the start of the project. Otherwise, please provide a detailed inventory (quantity, size, weight, hazmat content) of the furniture/appliances/items so Contractors can accurately include the cost and means & methods to remove and legally dispose of such items prior to demolition
ANSWER: Specification is being revised in forthcoming amendment.
413. Reference Document No 00 22 00, page 9, Factor 4. Para (a) (2) (a). Clarification to RFI 19.
Seismic Non-Structural Protection Construction. To properly address the requirements of
Document 00 22 00 paragraph (a)(2)(a) Factor 4 – Management Plan, please elaborate on the scope regarding Seismic Non-Structural Protection Construction.
ANSWER: Factor 4 - Management Plan paragraph (a)(2)(a) Organization Chart requires the
Offeror to identify Key Subcontractors, including subcontractors performing in the area of
Seismic Non-Structural Protection Construction. This facility includes special construction features such as a seismically-isolated foundation (which the Government considers to be
Structural) but also seismic control & bracing for miscellaneous, mechanical, and electrical power systems & equipment (which the Government considers Non-Structural).
414. Reference Specification Section 09 69 13, Rigid Grid Access Flooring.
We are requesting a change to specification Section 09 69 13 Rigid Grid Access Flooring, based on the raised floor panel described in para. 2.2.3.1 that requires a “Lightweight
Concrete Panel”. The spec requires a CISCA Ultimate Loads in para. 2.1.1e for RAF-1500 at 3,000 lb. and para. 2.1.2e for RAF-2500 at 5,000 lb. These values cannot be met with this type of floor panel. To be consistent with the UFGS for Section 09 69 13, para 2.1.1 & 2.1.2
“Design Requirements: Check manufacturer’s literature for loadings available. … When editing paragraphs a., b., c., d., and f., insure that each paragraph is matched up with his matching option.” In addition to our request for the Ultimate Loads be changed to 2,500lb
(RAF-1500) & 3,100lb (RAF-2500).
ANSWER: RAF tiles have been changed to cementitious filled, rather than lightweight concrete filled. These will meet the appropriate load requirements as specified. Upcoming amendment will reflect this adjustment.
415. Specification Section 08 71 00 paragraph 2.3.1.1 calls to provide full height hand and finger protection device at the hinge-side area opening of doors and gates. The item being described here is typically found on child development center projects and is referred to as a “finger guard”. Please confirm if this is required on this project. The hardware sets exclude this finger guard item.
ANSWER: If it is not located within the hardware sets, it does not need to be provided.
416. Reference Specification Section 09 69 13.00 14 paragraph 1.7.
Please clarify if the extra flooring material to be provided pertains to only floor covering materials or does that include the raised access flooring system itself as well.
ANSWER: Extra flooring referred to in the 09 69 13.00 14 specification is for extra raised access floor tiles. All other extra material requirements will be in their own specification.
417. Specification Section 09 69 13.00 14 paragraph 2.1.1.f, Safety Factor, indicates a safety factor of 2 times the uniform load. However, the specification section is missing the value of this uniform load. Please provide uniform load requirement.
ANSWER: Safety Factor is to be no less than 2 times the concentrated load indicated in 2.1.1.a.
This will be corrected in an upcoming amendment.
418. Specification Section 09 69 13.00 14 paragraph 2.1.1.e calls for an Ultimate Load of 300 lbs. Please confirm this is correct or advise if it should be 3,000 lbs.
ANSWER: This is correct, Ultimate load is 3,000 lbs., not 300 lbs. Will be corrected in upcoming amendment.
419. Specification Section 09 69 13.00 14 paragraph 2.2.3e states “Provide panels with holes drilled in corners to align precisely with threaded holes in pedestal heads and to accept countersunk corrosion resistant screws with head that are flush with top of panel.” The
RAF that is Carpet Finished would be available with this combination of Corner Bolted panels supported by Bolted stringers, is this what is being requested?
ANSWER: Yes.
420. Reference Soil Sampling Frequency RFI Request – Follow Up
On December 19, 2024, we submitted an RFI regarding direction to the frequency of post-confirmation soil sampling. To date, this RFI has not appeared in any released Notice to our knowledge. When will this RFI be answered? Please advise.
ANSWER: See answer to question 331.
421. On past AAFB projects with house demolition, PCBs greater than 1ppm in paint have been encountered.
While USEPA allows building demo debris that has paint with PCBs to be disposed in a lined Municipal landfill, Layon Landfill on Guam is barred by permit from accepting building demo debris. As hardfill disposal facilities on Guam are not lined and cannot accept the material, the removal of all paint with PCBs greater than 1ppm to an USEPA approved facility would be cost prohibitive (millions of dollars).
Can the Government confirm that potential PCB paint material may be disposed of with substrate material to avoid the high cost of paint removal and disposal to a USEPA approved facility?
ANSWER: Comply with federal and Guam regulations and requirements of recycling or disposal facilities for waste management.
422. Reference Specification Section 03 45 00.00 14. Precast Architectural Concrete.
Please verify what precast items, if any, are covered under this spec section 03 45 00.00 14.
As defined by PCI MNL-117 “Architectural Concrete” is concrete that will be
“Permanently Exposed to View”.
From our understanding all building products: Precast Structural Walls, Gutters, Planks, Stairs and Double Tees will be covered under specification 03 45 33.00 14 Precast /
Prestressed Structural Concrete as these elements are all Structural Concrete and will receive an EFS or Paint finish.
Please clarify.
ANSWER: Precast wall panels and gutters are covered under Specification Section 03 45 00.00
14.
423. Request for Time Extension
With the current outstanding responses concerning Hazardous Material Report release and the PIS post-confirmation sampling frequency, the time to disseminate the requested information once released, and to provide a best-value proposal to the Government combined with waiting on supplier quotes for large dollar value electrical items, we request a time extension of at least 4 weeks to the current bid submission date of January 23, 2025.
ANSWER: An amendment will be issued to change the proposal due date to February 13, 2025.
424. Reference Request for Time Extension
Due to the complex and specialized nature of the subject RFP’s project, we kindly request an additional three (3) weeks extension from the current due date of Thursday, January 23, 2025 to at least Thursday, February 13, 2025. In addition to requests for extensions expressed by other offerors, we would like to highlight that though this RFP is issued as a design-bid-build project, several scopes of work require design by the contractor. As such, additional coordination time between the contractor, designer, and associated subcontractors is required for such design-build components and, therefore, we submit this request for additional time.
ANSWER: See answer to question 423.
425. As other offerors have requested, we kindly request that the government please reconsider and allow the submittal of small business information, particularly Technical Factor 2 and the Small Business Subcontracting Plan along with the electronic copy of the Price and
Technical Proposals, one (1) business day after the submittal of the Price Proposal and
Technical Proposal containing Factors 1, 3, 4, and 5. Due to the magnitude and complexity of the project and the required price and technical proposal information, this will help to ensure that offerors are able to provide the government with complete, competitive, and overall timely proposals.
Please understand that the Attachment C (Small Business Participation Commitment
Document) and Small Business Subcontracting Plan can only be finalized once an offeror’s proposed pricing is finalized, of which the government is not only requiring provision of a completed price proposal schedule, but also complementary pricing information.
Furthermore, offerors’ proposed pricing is reliant upon the subcontractor proposals received, of which such pricing may not be received until bid day and, most times, closer to bid time. Therefore, the government’s current requirement requiring offerors to provide complete pricing and technical information at the same time is a huge ask of offerors, which may be reflected in the limited proposals and pricing the government receives.
Prior NAVFAC Pacific RFPs have understood this critical dilemma faced by offerors and allowed the submittal of small business information and the electronic copy to be submitted one (1) business day after the submittal of pricing and non-small business technical information; therefore, we kindly request your understanding to do the same for this RFP.
ANSWER: See answer to question 62.
426. The Q288 response in Notice No. 8 issued 19 December 2024 states “WBDG website is working.” However our team has been checking the site periodically and in checking the
WBDG site following the response in Notice No. 8, the heading notes “Structural Load
Data Reference Tools for DoD UFC 3-301-01 (coming soon)” and the page advises that
WBDG is only “offering limited features”, which does not appear to offer the Structural
Load Tool referenced in the RFP that Offerors are to refer to in order to identify the PGA of geographic areas. On a side note, while we also note that the UFC 3-301-01 document is up, it also does not appear to be fully functional. Upon opening the UFC 3-301-01 document and searching for the structural load data tool, we are directed to advising that the structural tool is again coming soon.
Kindly advise how offerors are to proceed, especially as this tool is suggested by the government in order that offerors may check to ensure that selected and submitted relevant construction projects meet the RFP relevant definition.
ANSWER: The contract drawings provide site specific ground accelerations on drawing 14CC-
S-002, under “Design loads and criteria – General environmental load data,” thus the PGA tool is not required and guidance referencing it can be ignored.
427. Reference Document 00 22 00, Factor 2.
With regard to the response to Technical Factor 2 – Small Business Utilization and
Participation, both RFP Attachment C and page 6 of RFP Document 00 22 00 state that
“Attachments or addendums to Attachment C will not be evaluated”. Therefore, with regard to establishing firm commitments with subcontractors, offerors need not provide evidence of such commitments as part of Attachment C, since such will not be evaluated;
however, are offerors required to demonstrate such commitments by providing such evidence under Technical Factor 2? Please clarify.
ANSWER: Factor 2, Small Business Utilization and Participation, (a)(2) states "…identify by name the subcontractors that will be used to support each specific small business category (i.e., SB, SDB, WOSB, HUBZone SB, VOSB, and SDVOSB). Identify the type and complexity of product/service to be subcontracted, and the type of commitment (i.e., teaming agreement, joint venture agreement, mentor protégé agreement, letter of commitment, etc.) with each subcontractor."
428. Reference Document 00 22 00, Factor 4
With regard to the response to Technical Factor 4 – Management Plan, the RFP states:
“The Management Plan shall not exceed five (5) double-sided pages (or ten (10) single-sided pages) 8.5” x 11”, 1” margin left/right/top/bottom, and 10-point font or larger in total.
Narrative pages shall contain the page number from 1 through 10. Any page beyond the
10th page will not be evaluated. Page limitations exclude organization charts and plans.”
a. As neither the Solicitation Submittal Requirements nor the Basis of Evaluation mention such, kindly describe the “plans” the government is referring to, and if anything allow such information on an 11”x17” sheet with legible font.
b. Please allow the provision of the required organizational chart on an 11”x17” sheet with legible font.
ANSWER:
a. The Government does not have a requirement for plans as part of the Management Plan, but recognizes that Offerors have broad discretion over the contents of their submission. The purpose of this sentence is to inform Offerors that the organization chart or plans, if provided, do not count against the page limitation.
b. The Organization Chart may be provided on a single-sided 11"x17" sheet, 1” margin left/right/top/bottom, and a 10-point font or larger.
429. Reference Document 00 22 00, Factor 4
With regard to the response to Technical Factor 4 – Management Plan, it is understood that an Organizational Chart is required. However the RFP solicitation submittal requirements state “Identify Key Personnel, including the Project Manager, Superintendent, Quality
Control Manager, and Contractor’s Commissioning Representative.” As the RFP does not require the submittal of key personnel information, confirm that if by “identify” the government requires offerors to specifically name the proposed personnel to be assigned to those particular positions or just simply be sure to identify them within the provided organizational chart.
ANSWER: Identify the Key Personnel proposed for the project by name within the Organization
Chart.
430. With regard to the response to Technical Factor 4 – Management Plan, it is again understood that an Organizational Chart is required. Similarly, the RFP solicitation submittal requirements state “Identify Key Subcontractors, including subcontractors performing in the following areas: Seismic Non-Structural Protection Construction, Secure
Space Construction, and Control Systems Integration.”
a. Please advise what scopes of work fall under “Seismic Non-Structural Protection
Construction”.
b. As the RFP does not require the submittal of subcontractor information, confirm that if by “identify” the government requires offerors to specifically name the proposed Key
Subcontractors that will provide services for those areas or just simply be sure to identify those Key Subcontractor areas within the provided organizational chart.
c. If specific names are required, please note that this will affect both the competitive pricing the government receives and the completeness of an offeror’s proposal as this information will need to be reflected in the organization chart, Attachment C, and Small
Business Subcontracting Plan, all currently due on the same day/time, including within both printed hard copies and the required electronic copy. Therefore, please consider removing this requirement and allow offerors to provide such information upon contract award instead.
a. See answer to question 413.
b. See answer to question 429.
c. Due to the complexity of the project in the areas noted, the Government has an interest in understanding what Key Subcontractors will be part of the Offeror's team.
431. With regard to the response to Technical Factor 4 – Management Plan, the Basis of
Evaluation states “(3) More favorable consideration may be given for management strategies that include a schedule, which identifies the critical path to meeting the joint occupancy dates and completing the project within the required number of calendar days.”
Please clarify that it is not the intent of the government for offerors to provide an actual proposed schedule; if that is the intent, please provide more information regarding such a submission requirement, including that such documentation is exclude from the factor page limitation and allowed on 11”x17” sheets.
ANSWER: It is not the Government's intent for Offerors to provide a proposed schedule.
However, per Factor 4, note (3) "Offerors may be given more favorable consideration for management strategies that include a schedule, which identifies the critical path to meeting the joint occupancy dates and completing the project within the required number of calendar days."
432. Reference Fire Sprinklers
No overhead fire sprinkler supports are shown on the Documents. Who is responsible for design of overhead supports? If Contractor is responsible, please provide Basis of Design and Design Parameters.
ANSWER: The contractor is responsible for the design of the fire sprinkler supports. See
Specification 21 13 13.00 14.
433. Reference Mechanical Distribution System Support
There is a requirement in the specifications for overhead seismic bracing in the mechanical specifications. Are the supports provided and included in the structural drawings compliant with seismic bracing supports and no other additional seismic bracing is required?
ANSWER: Contractor is responsible for design of seismic bracing for systems and equipment when Contract Documents do not provide them per various specifications and drawing notes, including but not limited to, specification 13 48 73.00 14 in its entirety, specification 05 12 00.00
14 paragraphs 1.4 and 1.5.3, specification 23 05 48.19 14 in its entirety, specification 21 13
13.00 14 Paragraph 2.3.2, specification 26 05 48.00 14 in its entirety, and several others.
Additionally, there are areas denoted by CI (contractor interface) points or some systems where no supports are shown (i.e. Refrigerant supports in 14PP). Support details shown in Contract
Drawings are only used where referenced in the documents.
434. Secured Storage Area. Spec Section 01 30 00.00 14 para 1.10 states “Contractor shall mobilize to the jobsite within 60 calendar days after notice to proceed.” Additionally, the paragraph states “Secure Storage Area must be set up and available for Site Security
Manager within 15 days after mobilization.” (75 days after NTP). The area assigned to the
Secure Storage Area is currently occupied by 2-housing units scheduled for demolition under this contract. This in and of itself creates a problem that renders the targeted 75 days following NTP not achievable.
1. GEPA permit process (6 months) before ground disturbing activities can take place.
2. Hazardous Material Removal at Existing House
3. Demolition of Existing Houses
4. Pesticide Impacted Soil removal and confirmation sampling / results.
5. Demolition of site civil utilities and roadway
6. Providing Temporary Utility Stub-outs to the Secure Storage Area
7. Erecting fencing and aggregate surfacing of SSA
A more realistic assessment of when the SSA is available for erection of the Access
Control Facility would be +/- month 8 following NTP. Section 01 11 00.00 14 sub para
1.6.4.1 couples the completion of the SSA to work on the isolation slab which cannot begin for a period of 6-months thereafter. The sum of these constraints will seriously compress the performance period available to complete the finishing work and place the likelihood of providing the targeted period following NTP for joint occupancy to Phases A through C in serious doubt.
Please consider extending the overall period of performance by 140 calendar days (1,323 to
1,463) in recognition of the sum of these constraints.
ANSWER: Requirements for the timing of the establishment of the Secure Storage Area (SSA) will be clarified by Amendment.
435. Reference Document No 00 22 00, Factor 4, Management Plan
In order to properly address all the requirements of Factor 4 – Management Plan, we would like to request for an increase to the number of pages to the narrative from 10 single-sided pages to 15 single-sided pages.
ANSWER: The RFP remains unchanged.
436. Reference Specification Section 01.91.15 14 para 1.2 Definitions
Please confirm if (CxC) the entity that leads, plans, and coordinates the Commissioning
Team will be employed by the Government or the Prime Contractor.
ANSWER: In accordance with specification 01.91.15 14 paragraph 1.2 Definitions, “Commissioning Provider (CxC) - The entity hired by the Government […].” Note the contractor still has responsibilities to support the commissioning process, which includes but is not limited to, filling out provided Pre-Functional Checklist (PFC) and supporting field testing of the provided Functional Performance Testing (FPTs), providing any additional required documentation for verification to the CxC, and attending Cx meetings. Included in addition to the PFCs and FPTs is the Pre-Performance Verification Testing (Pre-PVT) and Performance
Verification Testing (PVT) for the BCS, PCMS, Aggregators, and UCC system as outlined in section 3.6.3.2 BCS, PCMS, Aggregator, and UCC Systems. The Pre-PVT and PVT are prepared and performed by the contractor and witnessed by government’s representative and or Cx
Authority.
437. Reference Drawing 14CC-A-602, Finish Schedule

Please provide an enlarged lighting plan for Room 123 and Room 124.
ANSWER: Lighting plans will be included in forthcoming amendment.
444. Based on Specs Section 33 57 55. 00 14 paragraph 2.9.2 Air Eliminator Tank, it was mentioned that there will be Air Eliminator Tank for the fuel system, but this is not reflected on the Mechanical Drawings (14PP-MP113, 14PP-MP114) - Mechanical Piping
Plans B&C and (14PP-MP611) Fuel Oil Flow Diagram.
A. Please confirm if an Air Eliminator Tank is required. If yes, please reflect it on the drawings.
B. Furthermore, kindly provide an equipment schedule and information for the Air
Eliminator Tank.
ANSWER: Specification Section 33 57 55. 00 14 paragraph 2.9.2 Air Eliminator Tanks, should be disregarded and deleted from the specification. An air eliminator tank is not required for the fuel oil system.
445. Reference Request for Time Extension
We respectfully request a four (4) week extension of the bid submission to the current closing date of January 23, 2025. The scope of work for P-693 is unique, extending beyond typical NAVFAC building construction, and requires extra time to ensure that all aspects are properly considered in our proposal.
ANSWER: See answer to question 423.
