About this file
This is Notice No. 14, a pre-proposal questions and answers document dated February 6, 2025, for RFP N62742-25-R-1301 regarding the FY25 MCON P-693 Pacific Deterrence Initiative: Guam Defense System Command Center project at Joint Region Marianas, Guam.
The document addresses three contractor questions: 1) Two separate requests to extend the proposal due date due to Amendment 11's release containing 59 revised drawings and specification revisions, which the Government denied, stating that most content implements previously provided guidance; 2) A technical question regarding UL Assembly CAJ-1226 for conduit penetration firestop systems, to which the Government responded that contractors may submit alternative UL assemblies as a variance and confirmed that the current assembly reference is acceptable since the floor thickness exceeds the minimum 4-1/2 inch requirement. The document includes supporting diagrams showing penetration firestop system classifications and a typical conduit penetration detail.

PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-25-R-1301
FY25 MCON P-693 PACIFIC DETERRENCE INITIATIVE: GUAM DEFENSE SYSTEM
COMMAND CENTER,
JOINT REGION MARIANAS, GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY. The
RFP remains unchanged unless it is amended in writing on a Standard Form 30.
533. We've received Amendment 11, which includes several specification revisions and 59 revised drawings. To ensure we can thoroughly review these changes and allow our vendors sufficient time to update their quotes accordingly, we'd like to inquire about the possibility of extending the proposal bid due date.
Could you please let us know if this is something that could be considered.
ANSWER: The Government has considered your request, and we are unable to extend the proposal due date. We understand that Amendment 0011 contained a large amount of information; however, most of the content implements guidance previously provided via Notices.
534. Reference Drawing 14CC-S-561
Drawing 14CC-S-561 Detail A1 demonstrates conduit penetration using UL Assembly C-
AJ-1226. Based on Penetration Firestop Systems. Letter “C” indicates a walls or floors, letter “A” indicates a concrete floor of 5 inches thick or less and letter “J” indicates a concrete/masonry wall of 8 inches thick or less, but the drawings show differently. The
Penetration Firestop Systems do not seem to match the construction requirements. Please indicate whether we are allowed to change the UL Assembly or offer engineering judgment to align it with the penetration firestop systems.
RFP N62742-24-R-1327
ANSWER: Contractor may submit alternative UL assemblies as a variance. Note: UL Assembly
C-AJ-1226 is manufacturer specific and specifies a minimum floor or wall assembly of 4-1/2 in.
The floor thickness exceeds this minimum value, in which the provided UL assembly reference on Detail A1 would be acceptable.
535. The release of Amendment 11 +/- 5 working days prior to the bid submission date offers little-to-no realistic expectation that the information can be disseminated and incorporated into the price proposal. Please extend the bid date by no less than 2 weeks in order to process and incorporate the information in Amendment 11 into the price proposal.
ANSWER: See answer to question 533.
