PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-25-R-1301

FY25 MCON P-693 PACIFIC DETERRENCE INITIATIVE: GUAM DEFENSE SYSTEM

COMMAND CENTER,

JOINT REGION MARIANAS, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The

RFP remains unchanged unless it is amended in writing on a Standard Form 30.

For questions regarding the solicitation, send a written inquiry via email to:

Dayna Matsumura, dayna.n.matsumura.civ@us.navy.mil and

Erin Hoe, erin.y.hoe.civ@us.navy.mil

An amendment will be forthcoming to revise Document 00 21 16.

261. In reference to the response in Notice No. 3/Q&A#57, which states that Chemical Termite

Control is not required. However, according to Spec. Section 31 31 16.19 14, Para 2.1.2, the use of the Basaltic Sand System is required in conjunction with chemical treatments

(i.e., Chemical Termite Control). In this regard, please advise on the following:

1. As the specification states the use of the Basaltic Sand System below the concrete slab-on-grade and foundations of the structures, please advise if this will be applicable to all enclosed structures in the project (e.g., Command Center Building, Power Plant Switchgear

Building, etc.) and provide the required thickness.

2. With reference to the response in Notice No. 3/Q&A#57, please reconfirm if chemical termite control is not required, as there is conflicting information stated in Spec Section 31

31 16.19 14, Para 2.1.2. If chemical termite control is still required, please provide further information regarding the extent/area of application (i.e., should it also be applied to the surfaces wherever there is basaltic sand?) and confirm if it is applicable to all enclosed structures in the project.

3. If Basaltic Sand is to be applied below the concrete slab-on-grade and foundations, please confirm whether granular fill materials are still required or if basaltic sand should be treated as a separate fill.

ANSWER: Confirmed chemical treatment is not required. However, per Specification Section

31 31 16.19 14 paragraph 3.3 basaltic sand is required. This is in addition to other subgrade preparation required in Contract Documents (i.e., select granular material, vapor barrier, compaction, etc.). Basaltic sand system, including thickness, is to be per manufacturer’s mailto:dayna.n.matsumura.civ@us.navy.mil mailto:erin.y.hoe.civ@us.navy.mil

RFP N62742-24-R-1327

installation instructions in accordance with Specification Section 31 31 16.19 14 paragraph 3.3.

Note layering of materials is also specified.

262. Material Transfer Vehicle – AC Paving.

Specification Section 32 12 16.16 14 para 2.1.3 calls for the use of a Material Transfer

Vehicle (MTV) between the hauling equipment and the paving machine. The use of an MTV for the size of the paving scope would add undue cost to the project as well as contribute to disturbing the emulsified asphalt primer. We request that the requirement of using a Material

Transfer Vehicle be removed from the specification section. Please advise.

ANSWER: A Material Transfer Vehicle is not required. A forthcoming amendment will be provided.

263. Asphalt Cement Binder Type.

Specification Section 32 12 16.16 14 para 2.3 calls for Performance Grade PG 70-10

Asphalt Cement Binder. This grade of binder is not available on Guam.

We request that Viscosity graded asphalt binder AR8000 conforming to ASTM D3381 be allowed. Please advise.

ANSWER: It is acceptable to use Asphalt Binder AR8000 conforming to ASTM D338.

264. Asphalt Mix Design Criteria – Test Property.

Specification Section 32 12 16.16 14 para 2.4.1 Table 5 Table 3 Mix Design Criteria list

Test Property as “Marshall (50 blows)”. We propose to use 75 blows Marshall test, which will provide a stronger asphalt mix. Please advise if this is acceptable.

ANSWER: It is acceptable to use 75 blows Marshall test.
