About this file
This document contains Pre-Proposal Inquiry (PPI) responses to questions submitted by potential contractors regarding a federal construction solicitation. The questions and government responses address pricing, scheduling, wage determination, site visit procedures, and administrative submission requirements.
Key clarifications include: Line Item 0009, Option 8 requires bidding a per-hour unit price for 100% work shutdown per the RFP as written, despite contractor concerns about cost variability across project phases. For FF&E (Line Items 0005, 0006, and 0007), contractors must bid per the RFP, with clarification that the FF&E option will be awarded at least six months prior to contract completion for procurement through installation, while FF&E design must be completed nine months prior to Beneficial Occupancy Date per specification section 12 00 01.00 20. The wage determination applicable to the New London, Connecticut project location is addressed in Amendment 0002. CAD files will be provided at time of award, with estimated award occurring around August 2026. The solicitation is located at a naval facility requiring site visit attendance; attendees must email the Point of Contact before 1300 on March 25, 2026, bring completed SECNAV 5512 forms and identification, and arrive no later than 0730, with the gate opening at 0545. Financial statements and working capital information may be submitted as password-protected files in PIEE with passwords provided separately. The solicitation documents are not classified as Controlled Unclassified Information (CUI).

Attachment H - Price Proposal Form
RFP
Line Item 0009, Option Item No. 8, requests a per hour unit price for 100% work shutdown.
The hourly cost of this this impact will vary greatly depending on the phase of the project and how much manpower and how many pieces of equipment are working at any given time. The manpower and equipment needs for this project will not be linear across its duration. Given this significant variability, the Contractor will not be able to provide a single price, without being overly conservative.
It is recommended that the Government change this Option from a unit price to an allowance. This will allow for the Government to pay for the actual cost of the impact based upon actual conditions at the time of the occurrence.
Please bid per RFP.

(LINE ITEMS 0005, 0006, AND 0007),
Item f.
It is recommended that the Government extend the noted award of these options from "at least six months prior to the contract completion date" to "at least nine months prior to the contract completion date".
From the award of the option, the Contractor must:
- Contract with an Interior Designer
- Obtain NAVFAC approval of the Contractor's Interior Designer's qualifications
- Execute the FF&E design services
- Obtain approval of the Final FF&E Procurement Package
- Procure the FF&E materials
- Deliver and install the FF&E materials
It is unlikely that all of these steps can be completed within a six month timeframe.
For Line Items 0005 (A/V) and 0007 (A/V), bid per the RFP.
Clarification for Line Item 0007 (FF&E) is as follows: The FF&E option will be awarded at least 6 months prior to contract completion. The FF&E option is for procurement to installation. The rest of FF&E is detailed in specification section 12 00 01.00 20 to include information that the FF&E design must be completed 9 months prior to BOD.
