About this file
This document outlines a solicitation for vessel acquisition management services. The Maritime Administration intends to acquire used vessels for the Ready Reserve Force through a contractor who will serve as a Vessel Acquisition Manager. The VAM will be responsible for surveying the used vessel market to identify ships meeting requirements, performing screening and selection processes, and producing reports supporting recommendations. Additional tasks include purchasing vessels, reflagging and reclassifying them, modifying ships for baseline readiness and initial capability, and maintaining/operating vessels until full operational capability is achieved. The VAM will also provide integrated logistics support and vessel custodian services such as maintenance, repair, activation, operation, and deactivation. The overall objective is for the government to acquire used ships through this VAM contract to fulfill Department of Defense sealift requirements and recapitalize the Ready Reserve Force as outlined in the Sealift That the Nation Needs report to Congress.
