About this file
This document contains a Request for Proposal (RFP) regarding Vessel Acquisition Manager (VAM) services for the U.S. Department of Transportation Maritime Administration (MARAD). MARAD intends to acquire used vessels through this contract to fulfill Department of Defense sealift requirements as part of recapitalizing the Ready Reserve Force. The VAM will identify suitable commercial vessels, perform screening and selection, conduct surveys, and produce reports and a business case analysis to recommend vessel purchases. Additional services include purchasing selected vessels in the VAM's name and subsequently reflagging, reclassifying, and upgrading the vessels for military utility and baseline readiness. The VAM may also provide custodial vessel management services such as maintenance, repair, activation, operation, and deactivation. The period of performance is not specified but the RFP number is 693JF719R000034 and proposals were due by February 21, 2020. Pricing terms require the VAM to lock in rates for the base and option periods at time of award.
