About this file

This is a request for proposals for a vessel acquisition manager service contract to support the U.S. Department of Transportation Maritime Administration's Ready Reserve Force recapitalization efforts. The contractor, called a vessel acquisition manager, will be responsible for surveying the used vessel market to identify ships meeting requirements, performing screening and selection processes, conducting on-site surveys, producing reports and a final business case analysis to recommend vessel purchases. Additional requirements include reflagging and reclassifying vessels as needed, modifying vessels for baseline readiness and initial capabilities, providing additional modifications as required, and maintaining and operating vessels as the custodial manager. The contract will have a four-year base period and a two-year option period, and task orders will be issued for fixed-price and cost-reimbursable services.

SECTION C: Specification / Statement of Objectives

C.1 SPECIFICATIONS

Note: See Operational Requirements Documentation (ORD, Attachment J-3) for specific vessel requirements.

C.2 STATEMENT OF OBJECTIVES (SOO)

Note: Every Offeror must propose a detailed Contractor Statement of Work (CSOW) based on the SOO, all other contract requirements, deliverables, and contractor proposed processes contained in the technical volume; The CSOW shall include all tasks to meet the objectives and other requirements not simply repeat the objective or requirement. C.2.1 OVERALL OBJECTIVES

Maritime Administration (MARAD) intends to acquire vessels for service in the Ready Reserve Force through a services contract with a company. The provider is called a Vessel Acquisition Manager (VAM) and has experience procuring, reflagging, re-classifying, modifying, maintaining and operating vessel(s).
