About this file

This document provides details regarding a solicitation for a Vessel Acquisition Manager (VAM) service contract. The solicitation is seeking proposals to acquire used vessels for the Ready Reserve Force through vessel screening, selection, purchase, reflagging, reclassification, modification, maintenance and operation services. Key requirements of the VAM include surveying the used vessel market to identify ships meeting operational requirements, conducting a screening and selection process culminating in an on-site survey and business case analysis, purchasing vessels and providing reflagging and reclassification services, modifying vessels for baseline readiness and initial operational capability, and maintaining and operating vessels in reduced operating status until achieving full operational capability. The solicitation indicates the VAM may also be required to provide vessel custodian services such as maintenance, repair, activation, operation and deactivation. The solicitation is seeking these services to acquire vessels to replace aging Ready Reserve Force and Military Sealift Command vessels as part of the Navy's sealift fleet recapitalization plan. The solicitation was issued by the Maritime Administration on behalf of the Department of Transportation.
