About this file
This document outlines a request for proposals from the Department of Transportation Maritime Administration regarding vessel acquisition manager services. The Maritime Administration intends to acquire used vessels through a services contract to fulfill Department of Defense sealift requirements. The vessel acquisition manager will survey the used vessel market to identify options meeting requirements, perform screening and selection, provide analysis and a purchase recommendation, acquire vessels and reflag, reclassify, and modify them for baseline readiness and initial operational capability. Additional modifications may also be required. The manager will then maintain and operate acquired vessels in reduced operation status for five days and full operation status as needed until achieving full operational capability. The resulting task order will include purchase of vessels, reflagging to U.S. flag in accordance with agreements, reclassification as required, upgrades for military utility and baseline readiness, and provision of integrated logistics support. Custodial vessel services such as maintenance, repair, activation, operation, and deactivation may also be required.
