About this file

This is a request for proposals for a Vessel Acquisition Manager service contract to support the U.S. Department of Transportation Maritime Administration's Ready Reserve Fleet recapitalization. The contractor will survey the used vessel market, screen and select vessels, provide purchase and reflagging services, modify vessels to meet requirements, and maintain and operate vessels until transition to a ship manager. Key services include identifying vessels that meet operational requirements, conducting on-site surveys, producing a business case analysis for vessel recommendations, purchasing selected vessels and reflagging to U.S. standards, completing required modifications for baseline readiness and capabilities, and maintaining vessels in reduced operating status until full transition of operations and maintenance to an alternative contract. The contract term is four years with a two-year option and performance will be ordered through fixed-price and cost-reimbursable task orders.
