About this file
This is a request for proposal from the United States Department of Transportation Maritime Administration for vessel acquisition manager services. The contractor will identify and propose used vessels suitable for the Ready Reserve Force and Military Sealift Command that can be reflagged and reclassified to U.S. standards. Services include conducting vessel screening and selection, surveys, naval architecture analysis, and a business case analysis to recommend vessel purchases. The contractor will also provide integrated logistics support, marine surveying, repair services, and vessel custodian services which involve maintenance, repair, activation, operation and deactivation. The contract term is for an initial base period of three years with three option years. Offerors must submit pricing for the base and option years for fixed-price vessel screening and selection services as well as fully-burdened hourly labor rates.

CLIN 0008: Vessel Custodian Management – Daily Rate for Reduced Operating Status (ROS) and Maintenance & Repair
Instructions
Fill out this entire spreadsheet electronically and submit in Excel format.
Cells highlighted in ORANGE are to be completed as they are the Required Labor Categories for the Standard Crew and MUST BE PRICED
All cells highlighted in YELLOW require Offeror input or modification as necessary.
All cells highlighted in GREEN or BLUE are either linked to other cells or are automatically calculated based on input.
Base the offered price for each Item presuming contract award no later than 04/30/2021.
Pricing for all base and option years (Firm Fixed Price rates and Labor Rates) shall be provided by the Offeror and locked in at time of award; not subject to future adjustment.
For purposes of price evaluation during source selection, MARAD will adjust the Base Year Fixed Price for each of the three possible option periods at a nominally adjusted increase of 2% in accordance with the contract clause in Section G, PRICE ADJUSTMENTS FOR OPTION PERIODS. During performance, the adjustment will be based on actual calculations using the CPI-W index data rather than the nominal 2% used for price evaluation purposes.
The daily rate pricing will be based on costs spread equally over 7-days/week, 365-days/year (366 days for leap years), applicable to the full Base and Option Periods of Performance.
Provide a thorough breakdown showing detailed calculations made to arrive at the proposed Firm Fixed Price daily rate to include the items listed in the table below.
The Offeror shall use the table below to detail the daily rate information. Do not include overtime in any of the rates used.
