About this file

This document is a summary of changes made in Amendment 0008 to Solicitation Number 693JF719R000034, which seeks a Vessel Acquisition Manager (VAM) to provide services to the U.S. Department of Transportation Maritime Administration (MARAD) Ready Reserve Fleet (RRF) Recapitalization program. Key changes include revising crew cost pricing requirements to base labor rates on current collective bargaining agreement rates with a projected 2% annual increase, clarifying that CLIN 0004 should be priced to support surveying three ships and CLIN 0005 to support procuring and delivering one ship, and removing text relating to the percentage of effort subcontractors will contribute and revising the relative importance of evaluation factors. The VAM services sought include identifying, screening, selecting and purchasing used vessels; reflagging and reclassifying them; modifying vessels for baseline readiness and initial operational capability; and maintaining and operating vessels in reduced operating status and full operating status until achieving full operational capability.

Summary of changes found in Amendment 0008, Solicitation No. 693JF719R000034

LEGEND:

Red font is used to indicate new text added to the solicitation Strikethroughs and italics are used when text is removed from the solicitation

In Section B on the bottom of page 4/156, note three (3) is changed from “See paragraph L.10, Factor 5 – Price” is changed to L-11.

In G.18, Payment for Services, on the top of page 37/156, the following edits are made:

G18.1 CLIN 0008 ROS-5 (ROS Crew) and CLIN 0009 (FOS Crew)CLIN: Fixed Fee per diem price is comprised of Crew Costs and Other Costs:

G18.1.1 Crew Costs: Includes all ROS/FOS Crew wages and fringe benefits and the accompanying social security, Medicare, state/Federal unemployment taxes and workers’ compensation insurance, but do not otherwise include any amount for general and administrative costs, overhead, or profit. All components of crew costs were derived from the Collective Bargaining Agreement including bilateral revisions by Memorandum of Understandings, Appendices containing “Economic Matters,” and confidential pricing information pertaining to contributions of fringe benefits; and pricing information establishing actual company cost experience related to social security, Medicare, state/Federal unemployment taxes and workers’ compensation insurance.) The VAM shall provide supporting documentation for Crew Costs using MS Excel (current version) with all computed values supported by visible, working formulas in support of any escalation.

In G.18, on the bottom of page 37/156 the following paragraph is removed in its entirety.

When tasked to perform a Maintenance Sea Trial, the vessel remains in Phase M during which ROS crew costs are paid as part of the fixed fee per diem. However, for days on which ROS crew earns wages and benefits at higher FOS rates, the VAM shall charge only the difference between ROS and FOS rates to the cost reimbursable task order issued for the Maintenance Sea Trial. This approach applies to crew from the vessel undergoing sea trial and to crew on loan from other RRF Program vessels.

In Section L, Table L-2, Pricing Requirements, under Pricing Requirements and Notes found on page 143/156 of the solicitation, the line “[f]or costing and evaluation purposes, assume three

(3) vessels will be evaluated” is removed. In its place, the following is added for CLIN 0004 and CLIN 0005.

CLIN 0004 shall be priced to support the survey of three (3) ships.

CLIN 0005 shall be priced to support the procurement and delivery of one (1) ship.

Show as Additional Personnel estimated amount for four senior officers (Master, Chief Mate, Chief Engineer, First Assistant Engineer) to embark on vessel for its delivery to U.S. port in pricing CLIN 0005.

In Section L, Table L-2, Pricing Requirements, Under the Column, Pricing Requirements and Notes, for CLINS 0008 and 0009, add the following revisions:

Labor rates for crewing will be based on current Collective Bargaining Agreement (CBA) rates (attachment J-1) proposed at time of proposal submission for Year 1 of the VAM award. For price evaluation purposes of proposals through entire base and option period, Offerors are to project fully-burdened crew cost daily rates (exclusive of Other Direct Costs, Indirect Costs, G&A Expenses, and Profit Amount) by using a notional rate of increase of 2.0% annually effective as of the contract anniversary date, and subsequently remaining years. MARAD uses the Consumer Price Index (CPI-W) as a benchmark for determining fair and reasonable adjustments for crew wage increases.

Offerors should assume 97% of the year in ROS (CLIN 0008) and 3% of the year in FOS

(CLIN 0009).

No mark up on materials and subcontractors.

Offerors shall also follow the guidance in clause G.18 in pricing CLINs 0008 and 0009.

In M.6 Factor 4 – Past Performance, page 153/156 of the solicitation, “[t]he percentage of effort the prime and each subcontractor is contributing to the effort” is removed in its entirety from the solicitation.

In M.8 Relative Order of Importance, page 155/156 of the solicitation, “Factor 2, 3 and 4, when combined are approximately equal to Factor 1” is removed as noted below:

Factor 1 is the most important. Factors 2 and 3 are of equal importance; both Factor 2 and Factor 3 are each less important than Factor 1 and more important than Factor 4; Factor 2 and 3 when combined are approximately equal to Factor 1; Factor 2, 3 and 4, when combined are approximately equal to Factor 1. All non-price factors when combined are significantly more important than Factor 5.
