About this file
This document contains a request for proposals from the U.S. Department of Transportation Maritime Administration for vessel acquisition manager services. The contractor selected will be responsible for procuring used vessels to replace aging ships in the Ready Reserve Force, surveying the commercial market to identify suitable options, performing due diligence to assess military utility and material condition, managing reflagging and reclassification activities, modifying vessels to meet baseline requirements, providing integrated logistics support, and custodial services such as maintenance and operation. The vessel acquisition manager will work closely with MARAD to recommend vessel purchases based on a business case analysis weighing factors like cost, performance, and lifecycle expenses. The resulting task orders will encompass the ship procurement, upgrading to military standards, and select acquisition support services until full operational capability is achieved.
