About this file
This is an Addendum to FAR 52.212-1 and 52.212-2 establishing instructions, conditions, and evaluation factors for the Engine Water Wash Services solicitation FA8626-26-R-B001. Proposals must be submitted in electronic format by 10 April 2026 (later extended to 17 April 2026) at 5:00 PM EST to Kayla Corsi and Laura Burnette with subject line "FA8626-26-R-B001, Engine Water Wash." Offerors must use 12-point minimum font, 1-inch margins, and submit two separate volumes: Volume I (Technical Capability, maximum 20 pages) and Volume II (Price Proposal and Contract Documentation, unlimited pages). Acceptable file formats are .pdf, .docx, and .xlsx only. Pricing must be quoted in U.S. dollars using whole dollar amounts, and offerors agree to hold prices firm for 120 calendar days from the proposal due date.
Technical evaluation will assess five subfactors under the Technical Capability factor: Schedule and Wash Effectiveness, Environmental Plan, Equipment Procedures, Subcontractor Management & Small Business Participation, and Prior Experience—all requiring Acceptable/Unacceptable ratings with Equipment Procedures also requiring a Technical Risk assessment (Low, Moderate, High, or Unacceptable). All proposals receive an Unacceptable rating if Technical Capability is deemed unacceptable, rendering them unawardable regardless of price. The Government will evaluate all options in addition to the base contract for award purposes and will make award to the proposal providing the best value, with Technical Capability being significantly more important than Price. No funds are currently available; the Government reserves the right to cancel the solicitation at any time with no obligation to reimburse offerors for proposal costs.

Section M FAR 52.212-2 Addendum:
Evaluation Factors for Award Offerors shall comply with FAR 52.212-2, Evaluation - Commercial Products and Commercial Services and the following addendum instructions to FAR 52.212-2:
(a) The Government will use FAR Part 13 Simplified Acquisition Procedures vs. FAR 15.3 Source Selection to evaluate offers submitted in response to the solicitation. The factors that shall be used to evaluate proposals are Technical Capability and Price. A proposal is unawardable at any price if, after final evaluation, the Technical Capability Evaluation Factor receives a rating of "Unacceptable". The evaluation permits tradeoffs between price and technical risk. Technical Capability is significantly more important than Price. The Government will award a contract resulting from this solicitation which provides the best value. The following factors shall be used to evaluate offers:
i. Factor 1 - Technical Capability
a. Subfactor 1 - Schedule and Wash Effectiveness (Technical Acceptable/Unacceptable Rating Method)
b. Subfactor 2 - Environmental Plan (Technical Acceptable/Unacceptable Rating Method)
c. Subfactor 3 - Equipment Procedures (Step 1: Technical Acceptable/Unacceptable Rating Method and Step 2: Technical Risk Rating Method)
d. Subfactor 4 - Subcontractor Management & Small Business Participation (Technical Acceptable/Unacceptable Rating Method)
e. Subfactor 5 - Prior Experience (Technical Acceptable/Unacceptable Rating Method)
ii. Factor 2 – Price See FAR 52.212-1 Addendum: Instructions, Conditions, & Notices to Offerors or Quoters paragraph d) for required submissions for each Evaluation Factor and subfactors.
Definitions for evaluation are below:
Table 1: Technical Acceptable/Unacceptable Rating Method
Rating
Description
Acceptable
Proposal clearly meets minimum requirements of the solicitation. This is accomplished by demonstrating an adequate approach and understanding of the requirements, small business objectives, and/or providing all required information.
Unacceptable
Proposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is un-awardable and/or does not meet small business objectives.
Table 2: Technical Risk Rating Method
Low
Proposal may contain weakness(es) which have little potential to cause disruption of schedule or degradation of performance. Normal contractor effort and normal Government monitoring will likely be able to overcome any difficulties.
Moderate
Proposal contains a significant weakness or combination of weaknesses which may potentially cause disruption of schedule or degradation of performance. Special contractor emphasis and close Government monitoring will likely be able to overcome difficulties.
High
Proposal contains a significant weakness or combination of weaknesses which is likely to cause significant disruption of schedule or degradation of performance. Is unlikely to overcome any difficulties, even with special contractor emphasis and close Government monitoring.
Unacceptable
Proposal contains a material failure or a combination of significant weaknesses that increases the risk of unsuccessful performance to an unacceptable level.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
