Subject: Scope of Work and CEF/LOE Soil Vapor Extraction System Installation and Startup Normandy Station Shopping Center 7200 Normandy Blvd, Suite 16 Jacksonville, Florida 32205 FDEP Site ID No. ERIC_4543

Dear Ms. Aduwa:

Geosyntec Consultants, Inc. (Geosyntec) has prepared this proposed Scope of Work (SOW) and Level of Effort (LOE) for the installation, start-up, and one month of operation of a Soil Vapor Extraction (SVE) remediation system at the Normandy Station Shopping Center site located in Jacksonville, Florida (ERIC_4543). A cost estimating form (CEF) and LOE are provided in Attachment A.

Geosyntec submitted bid requests to three contractors and received two cost estimates and one no-bid. A bid comparison table along with copies of subcontractor quotes are included in Attachment B for reference. WD Environmental provided the most competitive bid and was recommended for system installation and startup. This recommendation was approved by the Florida Department of Environmental Protection (FDEP) on 19 March 2024, with revised costs provided in 2025 following the decision to utilize an existing system in lieu of purchasing a new system.

Subtask 1  Project Management

Subtask 2  SVE Installation

This subtask includes the activities associated with preparing for construction activities including the following:

Geosyntecs field preparation tasks will include support to WD Environmental (selected remedial contractor [WDE]) and site preparation activities for receipt of the SVE system previously operating at the Vicks Cleaners site (Gulf Breeze, FL). Delivery of the system to the Site will be tasked under a separate cover to be completed by a separate contractor who will ultimately be tasked with system decommissioning activities at the Vicks Cleaners site.

This subtask also includes costs associated with the installation of vapor extraction wells (VEWs), installation of conveyance piping inside and outside of the building to the planned location of the SVE system (outside northern wall of Papa Johns suite on sidewalk), delivery of the SVE system from the manufacturer to the Site, and all the steps necessary to set up the system at the Site. Based on WDEs bid, Geosyntec assumes 12 onsite field days (10 hours per day) to observe the construction and installation activities. At the request of the tenant, interior work must be limited to the hours of 12 am to 10 am when the business is closed. Exterior work can be completed during normal business hours (7 am to 5 pm) or in conjunction with any night work. EWE shall perform the following activities with Geosyntec oversight:

Conduct private underground utility locating for the installation of the VEWs and associated trenching.

Transport and delivery of the SVE system to the Site from the Vicks Cleaners site and off-loading/leveling;

Install 3 new VEWs (VEW003 through VEW005).

Install 2 SVE wellheads (VEW001 and VEW002) and associated manhole completions.

Install 2 vacuum monitoring point (VMP) wellheads (VMP001 and VMP002) and associated manhole completions.

Install interior and exterior SVE system conveyance piping, connect conveyance piping from SVE wells to SVE system container, and vacuum test all conveyance piping to ensure adequate seals.

ERIC_4543 - Normandy Station Shopping Center - SVE Construction SOW_2025

Provide and install one (1), 170-pound vapor phase granular activated carbon (GAC) cannister outside the SVE system trailer (inside the fenced area).

Install a 6-ft high galvanized double wide chain link fence (with privacy slats) around four sides of the SVE system.

Install a 6-ft wide double hinged access gate, equipped with a combination lock.

Install the FDEP-provided Warning, No Trespassing, Hazardous Waste Treatment

System sign.

One soil and one water drum of investigative derived waste (IDW) are anticipated to be generated during trenching activities. IDW generated during system construction activities will be managed upon completion of the operation and maintenance (O&M) activities described under Subtask 4.

The Geosyntec Project Manager (Blaine Dawson) and/or Engineer of Record (Ryan Joslyn) will provide technical assistance to Site personnel during construction activities and conduct alternating weekly Site visits during installation activities. Geosyntec will provide weekly updates to FDEP and will submit field documentation to FDEP as a deliverable milestone for this subtask. The documentation will include field notes and before/after photographs.

Subtask 3 Power Drop and System Startup

This subtask includes costs associated with providing electrical power and system testing and shakedown to be performed by WDE and overseen by Geosyntec. Based on WDEs bid, Geosyntec assumes 1 onsite field day (8 hours) for startup activities. WDE shall perform the following activities with Geosyntec oversight:

Install a main electrical disconnect and meter can near the SVE trailer for three phase, 240-volt electricity provided by JEA.

Obtain final approval of electrical system from JEA and the City of Jacksonville inspectors.

Program the onboard (assumed) telemetry system and default alarms.

Troubleshoot the system and blowers and WDEs electrician.

During startup, Geosyntec will perform the following activities to demonstrate the mechanical elements of the system are operating within specified rates and capacities:

Operation of the SVE blower;

Operation of all valves, gauges, and sample ports;

Establishment of design well head vacuum and radius of influence (ROI);

Operation of the hour meter;

ERIC_4543 - Normandy Station Shopping Center - SVE Construction SOW_2025

Operation of the vacuum relief valve;

Operation of the moisture vessel high-level alarm; and Operation of telemetry and remote alarm notifications.

Geosyntec will monitor air emissions by screening ambient air at the system with a photoionization detector (PID) and collecting air samples from the five (5) SVE wells and GAC influent and effluent, approximately 4 hours after system startup. Air samples will be analyzed by a Florida Department of Health (FDOH) National Environmental Laboratory Accreditation Conference (NELAC) certified laboratory by United States Environmental Protection Agency (USEPA) Method TO-15.

The Geosyntec Engineer of Record will also complete a site inspection on the day of SVE system startup. Geosyntec will submit field documentation to FDEP as a deliverable milestone for this subtask. The documentation will include field notes and before/after photographs.

Subtask 4  Week 1 and Month 1 System O&M

This subtask includes the week 1 and month 1 operation and maintenance (O&M) events. Each O&M visit will include the following:

This email originated from outside of the organization.

Good afternoon, Following bid submittal, FDEP has requested that Geosyntec revise the remedial approach for this site to no longer include the construction of a new system. Instead, FDEP would like Geosyntec to reuse a recently built system currently located in Pensacola, FL that approximately matches design specifications and is scheduled for decommissioning in the next 60 days. Please note that the system will be delivered to the Normandy Station Shopping Center site by another contractor, and upon delivery, the remaining scope of work related to construction and startup as described in the attached Bid Specification Package will remain the same. Due to the time since your original bids were submitted, I’m providing those interested an opportunity to resubmit their bid with adjusted rates to reflect the change in scope. Please note that item numbers 4, 17, 18, 19, 20 (just need supply of fresh GAC), 21, 23, 24, 25 (A&B), 28, and 32 are no longer applicable for the project and should not include any costs in revised bidding. If still interested, please submit your revised bid proposal forms by COB Monday, 20 January 2025 at 17:00 EST.

Feel free to reach out if you have any questions or need anything else in the meantime.

We do not have anything pending for Geosyntec.

We do use WRI- but they are $75 per drum higher than LES on drum waste- they also charge a $215 minimum on all service- so 1 drum would be billed at the minimum plus our markup and transportation. $375-$400 for a single drum.

Blaine, Received an email from LES yesterday afternoon stating they will no longer accept steel drums. They will accept the material in the drums, but the drums must be taken offsite by the transporter.

This is going to cause issues obviously for your IDW waste.

Wanted to give you a heads up if you want to start looking for other options for your waste streams. We will work with you best we can, but this really puts us in a bind for drummed waste and having to deal with the empty containers on the back end.

(LES is undergoing some changes at the plant that will affect our ability to store and dispose of metal totes/drums. That said all metal containers must be unloaded immediately then transported back offsite by the hauler)
