HW683_DC012C

This Task Assignment authorizes Geosyntec to conduct Annual Groundwater Monitoring activities at Former Contemporary Cleaners in accordance with Geosyntec’s scope of work, cost estimate and schedule received on January 16, 2025.

Maria Cristina Lemes is the project manager; her hours are directly computed.

Subtask 2 – Groundwater Sampling This subtask includes costs associated with annual groundwater monitoring activities tentatively scheduled for February or March 2025. Geosyntec will measure the DTW from the 35 monitoring wells listed below over a 24-hour period, including 10 not proposed for sampling. 25 monitoring wells were recommended for sampling in 2025 are consistent with the June 2023 sampling plan. Groundwater samples will be collected in accordance with FDEP Standard Operating Procedures and submitted for laboratory analysis of volatile organic halocarbons (VOHs) by Environmental Protection Agency Method 8260.

Subtask 3 – Groundwater Monitoring Report Geosyntec will prepare an Annual Groundwater Monitoring Report documenting the results of the depth to groundwater measurements and VOH concentrations. A final signed waste manifest for IDW transport and disposal will also be included in the Groundwater Monitoring Report.

The FDEP Project Manager agrees to the scope of work and final cost associated with this Task assignment. The final cost is $19,673.81 with 108 labor hours.

Subject: Scope of Work and CEF/LOE Annual Groundwater Monitoring Former Contemporary Cleaners 4882 South Kirkman Road, Orlando, Florida 32811 FDEP Site ID No. ERIC_4970

Dear Ms. Aduwa:

Geosyntec Consultants, Inc. (Geosyntec) has prepared the following scope of work (SOW), Cost Estimating Form (CEF), and Level of Effort (LOE) for annual groundwater monitoring at the Former Contemporary Cleaners (Site) located in Orlando, Florida. A copy of the CEF/LOE is provided in Attachment A. Geosyntec confirmed on January 15, 2025 that the site access agreement is current and property ownership has not changed.

Subtask 1 – Project Management

Costs associated with this subtask are directly computed. Maria Cristina Lemes will serve as the Project Manager for this scope.

Subtask 2 – Annual Groundwater Monitoring

This subtask includes costs associated with annual groundwater monitoring activities tentatively scheduled for February or March 2025. Geosyntec will collect depth to water (DTW) measurements and groundwater samples from select, accessible monitoring wells in the Site-wide network. Geosyntec will measure the DTW from the 35 monitoring wells listed below over a 24-hour period, including 10 not proposed for sampling. The DTW measurement will be used to generate groundwater elevation contour maps to evaluate groundwater flow directions in the upper surficial (screened less than 30 ft BLS), lower surficial (screened between 47 to 55 ft BLS), and intermediate aquifers (screened between 63 to 75 ft BLS).

Each monitoring well is flush mount in either a paved or vegetative area (with overgrown vegetation observed during more recent sampling events), and the manholes will require bailing

Ms. Sarah Aduwa January 16, 2025

Groundwater samples will be collected in accordance with FDEP Standard Operating Procedures and submitted for laboratory analysis of volatile organic halocarbons (VOHs) by Environmental

Contemporary Cleaners (ERIC_4970)_HW683 SOW_Annual GMR_2025-01

Protection Agency Method 8260. The samples will be stored on ice and shipped to the analytical laboratory under chain of custody for analysis under standard turnaround times.

Purge water generated during sampling activities will be containerized in two 55-gallon drums for transportation off-Site for disposal as non-hazardous waste. Screening of per- and polyfluoroalkyl substances (PFAS) has been performed at the Site and PFAS were detected in the associated investigation derived waste (IDW) sample. Thus, the drum will be disposed of as PFAS-containing material. Bid costs for 2025 prepared by the waste disposal companies are summarized in the following table and included in Attachment B. Based on the bids, Geosyntec recommends selecting Erwin Remediation to haul and dispose of IDW generated during monitoring activities.

We have assumed no oversight is required for drum pickup.

IDW Disposal for PFAS-Containing Waste

Disposal Company Non-Hazardous Water (Per 55-gal. drum)

Erwin Remediation $195

Hull’s Environmental $1,150

WRI No Bid

Subtask 3 – Groundwater Monitoring Report

Geosyntec will prepare a Groundwater Monitoring Report (GMR) documenting the results of the depth to groundwater measurements and annual groundwater monitoring event. The report will contain tables summarizing field/laboratory groundwater data, figures showing groundwater flow direction(s), and a summary of the groundwater monitoring event. The GMR will be signed and sealed by a Florida-licensed professional engineer or geologist. A final signed waste manifest for IDW transport and disposal will also be included in the GMR, assuming no scheduling delays occur.
