Ms. Sarah Aduwa Florida Department of Environmental Protection Waste Cleanup Program 2600 Blair Stone Road Tallahassee, FL 32399-2400

Subject: Remedial Design Investigation/ Remedial Alternative Evaluation (RAE) Scope of Work and Level of Effort Task Assignment Change Order 1 (TACO-1) Colonial/Touch of Class Dry Cleaners 4552 Lake Worth Road Greenacres, Palm Beach County, Florida 33463 FDEP Facility ID ERIC_5222 Contract HW683, Task Assignment DC002D

Dear Ms. Aduwa, Geosyntec has prepared this Scope of Work (SOW) and Cost Effort Form/Level of Effort (CEF/LOE) Task Assignment Change Order (TACO) 1 for remedial design investigation activities to support the preparation of a Remedial Alternatives Evaluation (RAE) at Colonial/Touch of Class (Site) (Facility ID ERIC_5222) located in Greenacres, Florida. This scope of work was developed conceptually with FDEP staff during a teleconference on May 4.

TACO-1 revisions to the original SOW are provided in red font.

Geosyntec obtained three bids from licensed and qualified contractors for concrete coring, drilling, and investigation derived waste (IDW) transportation and disposal. A cost comparison is provided in Attachment A. Geosyntec recommends the following subcontractors based on lowest cost and/or earliest availability among the qualified bidders:

Underground utility locating – Geotek, LLC

DPT groundwater and soil sampling and monitoring well installation – Groundwater Protection, LLC.

IDW transportation and disposal – Erwin Remediation, Inc.

Ms. Sarah Aduwa 30 June 2023 (rev. 2 February 2024)

Kugelmann Land Surveying is recommended for surveying of the two (2) new monitoring wells.

Copies of the bids from each subcontractor are included in Attachment B.

Subtask 1 – Project Management

Subtask 2 – Interior DPT Soil and Groundwater Sampling

The remedial design investigation will include soil sampling, direct push technology (DPT) groundwater sampling, modified active gas (MAGS) well installation and testing, and monitoring well installation and sampling. We anticipate having one opportunity to enter each suite to collect as much data as practical. Therefore, we have assumed each of the invasive tasks will be conducted during a single mobilization (i.e., soil sampling, DPT groundwater sampling, MAGS well installation, monitoring well installation) that will be conducted under this subtask with the remainder of non-invasive tasks conducted in Subtasks 3 and 4. We have estimated Subtask 2 will be conducted over three 8 hour days for two Geosyntec personnel with support of two subcontractors (driller and private utility locator).

Geosyntec personnel will mobilize to the Site and access the two (2) adjoining suites (Jackson Hewitt Tax Services to the east and Link Staffing to the west) to identify potential locations for additional soil and groundwater sampling. The total width of the three suites is approximately 65 feet. Geosyntec will submit an 811 public utility locate ticket in advance of the visit. The attached Figure 1 illustrates our conceptual approach, pending additional information on the layout of each suite. Geosyntec will discuss with the tenants, access issues, logistics, and schedules for preliminary planning purposes. We will document flooring conditions and assess the ability to repair and/or replace the existing flooring following drilling activities. Modifications to the proposed sampling layout will be provided to FDEP via e-mail.

Utility Locating

Geosyntec personnel will mobilize to the Site to observe a private underground utility survey prior to the planned drilling activities. The geophysical investigation will be conducted using ground penetrating radar (GPR) and electromagnetic resonance (EMR) equipment. The identified utilities will not be marked in the suites, however their locations will be recorded using a hand-held GPS unit. Geosyntec will revise an existing utility figure to include utilities located during the utility survey that has not been previously identified. Blood Hound, LLC provided the lowest bid ($10 less than GeoTek), however EMR was not recommended for use. Geotek intends to use both GPR and EMR.

DPT Soil and Groundwater Sampling

Subtask 3 includes costs for Geosyntec personnel to mobilize to the Site to conduct soil sampling and groundwater sampling via direct push technology (DPT) at up to four (4) different locations as shown in the attached figure (two per tenant suite). A concrete core drill will be used to access soil under the building slab (concrete), and a small, dolly-mounted style DPT rig will be used due to access constraints inside the suites. Based on an assumed maximum depth-to-water (DTW) of 6 ft BLS, a minimum of four (4) soil samples (0 to 0.5, 0.5 to 2, 2 to 4, and 4 to 6 feet below land surface [ft BLS] or water table) is proposed for collection from each of the four (4) proposed soil sample locations (16 total samples). Historically, DTW has been observed as shallow as 2 ft BLS;

if this condition is present during drilling activities, one soil sample will be collected from the 2 to 4-foot interval sample, but the 4 to 6 foot interval will not. Soil samples will be collected by hand auger and/or DPT drilling depending upon accessibility.

Soil samples will be analyzed for the presence of volatile organic halocarbons (VOHs) via Environmental Protection Agency (EPA) Method 8260 by a National Environmental Laboratory Accreditation Program (NELAP) accredited, fixed-base laboratory. Soil samples will be screened with a photo-ionization detector (PID) organic vapor analyzer and the measurements recorded.

Supplemental soil samples will be collected from each location and depth interval (via Encore samplers) for analysis of VOHs by the synthetic precipitation leaching procedure (SPLP) should VOH concentrations exceed the leachability-based soil cleanup target levels. Based on the lack of soil detections observed at the Site previously, we have assumed that 25% (4 samples) of the sample will be analyzed by SPLP for VOHs.

DPT groundwater samples will be collected at 4-ft intervals approximately every 10 feet (i.e., 6 to 10 ft BLS, 16 to 20 ft BLS, etc.) to an estimated 30 ft BLS (or refusal) based on Site lithology, resulting in 12 potential groundwater samples. Sampling intervals may be adjusted based on observed depth to water, limitations of the drill rig and Site lithology. As a qualitative evaluation of the presence of VOHs, Geosyntec will screen approximately 2 groundwater samples per location using the Color Tec Groundwater Test Kit; these data will be used to help evaluate monitoring well screen depths, if practical. The 12 groundwater samples will be submitted to a NELAP-approved fixed-based laboratory for VOH analysis by EPA Method 8260.

MAGS Well Installation

Geosyntec will install four (4), 2-inch (in.) diameter Schedule 40 polyvinyl chloride (PVC) MAGS wells (MAGS010 through MAGS013) by either hand auger or DPT to a depth of approximately 6 ft BLS (or 1-ft above the static water level if the depth to groundwater is different than historically observed) at the location of each of the soil sampling locations. Each MAGS well will be installed with 1-ft of riser and 5-ft of 0.01-in. slotted well screen extending from approximately 1 to 6 ft BLS. A 20/30 grade environmental sand filter pack will be placed from the bottom of the boring to 0.5 feet above the top of the well screen. The remaining annular space will be grouted to just below the top of casing. A temporary grout patch will be placed on top of a PVC cap that will be placed on each well to match existing grade and protect the well between installation and MAGS testing. A quote for MAGS supplies are included in Attachment C.

Monitoring Well Installation

Two monitoring wells (MW008 and MW009) will be installed inside 2 of the 6 soil borings advanced at the Site. Because we have assumed a single mobilization for these activities based on tenant consent, MW008 and MW009 will be installed before the DPT groundwater samples have been analyzed; however, the screened interval may be guided by the qualitative field screening performed on the groundwater samples using the ColorTec Groundwater Test Kit. For now, we have assumed the wells will be constructed of 1-inch diameter Schedule 40 PVC riser and either 5-ft or 10-ft of 1-inch diameter Schedule 40 PVC pre-packed well screen with a total target depth of 15 ft BLS.

The ability to set the wells inside boreholes will be dependent upon the magnitude of borehole collapse and the performance of the Mobile DPT rig to advance tooling through the Site’s lithology. If the formation does not collapse around the PVC during installation, a filter pack consisting of 20/30 silica sand will be placed around the well screen to approximately 0.5-ft above the top of the screen followed by at least a 0.5-ft thick, fine sand (30/65 silica sand) seal. The remaining annular space will be grouted to land surface with Portland Cement Type I/II and monitoring wells will be completed at the surface with a flush-mount 5-inch diameter manhole and a locking monitoring well cap. The monitoring wells will be developed until the discharge is relatively sediment-free.

Field Deliverable

Geosyntec will prepare a field deliverable as an approval/payment milestone. The deliverable will include copies of relevant field forms such as lithologic logs, well construction logs, and as-built markups of Site figures that includes new utility locating information, as necessary.

Subtask 3 – MAGS Testing, Groundwater Sampling, Monitoring Well Survey

Geosyntec personnel will re-mobilize to the Site to conduct MAGS testing of the 4 new MAGS wells and groundwater sampling of the 2 new wells and MW001. We will also observe the surveying of MW008 and MW009 under a separate mobilization based the availability of the selected surveyor.

MAGS Testing

Each of the two new MAGS wells will be tested for a period calculated to remove one, 10 to 15-ft radius of soil vapor volume using a regenerative blower. Testing will be performed after the grout has cured. The vacuum and flow rates used at each MAGS well will be recorded during the performance of a step test at each MAGS well which will include a minimum of three intervals of increasing vacuums to evaluate optimum air flow rates. Vacuum readings will be measured at adjacent monitoring wells, existing vapor monitoring points, and SVE wells at approximate 15-minute intervals, as practical, during MAGS testing to establish a radius of influence for each of the four new MAGS wells.

During testing, soil vapor will be monitored with an organic vapor analyzer equipped with a photoionization detector (PID) utilizing a 10.6 electronic volt lamp. Soil vapor samples (4 total) will be collected at the end of each MAGS test using a batch-certified “clean” Summa canister provided by the analytical laboratory. The soil vapor samples will be sent to a fixed-based laboratory for analysis of VOCs by the TO-15 method.

Groundwater Sampling

Geosyntec personnel will collect groundwater samples from MW001, MW008, and MW009. Prior to sampling, depth to water measurements will be collected from all 9 Site monitoring wells to evaluate groundwater flow direction. The monitoring wells will be sampled using a peristaltic pump in general accordance with FDEP Standard Operating Procedures (SOPs). The samples will be stored on ice and shipped to a NELAP approved, fixed-based analytical laboratory under chain of custody for analysis under standard turnaround times. The groundwater samples will be analyzed for VOHs by EPA Method 8260, total organic carbon (TOC) by EPA Method 9060, nitrate and sulfate by EPA Method 353.2 (or 300), and iron by USEPA Method 6020. We have assumed IDW will be containerized in existing drums on site following Subtask 2.

Monitoring Well Survey

This subtask includes costs for a Florida professional land surveyor to survey the 2 newly installed monitoring wells (MW008 and MW009). Costs have been included for Geosyntec to oversee the survey under a separate mobilization.

Field Deliverable

Geosyntec will prepare a field deliverable as an approval/payment milestone. The deliverable will include copies of relevant field forms such as MAGs testing logs, groundwater sampling forms, and equipment calibration forms.

Subtask 4 – FDEP Teleconference, Remedial Alternatives Evaluation (RAE)

Preliminary FDEP Teleconference

Geosyntec proposes to conduct a preliminary teleconference with FDEP to discuss the findings from completion of Subtasks 2 and 3 prior to advancing to the RAE. To facilitate this teleconference, Geosyntec will prepare the following:

Table and figure summarizing the soil sample VOH results

Table and figure summarizing the soil vapor VOH results

MAGS testing results table

Table and figure summarizing VOH results from DPT groundwater samples and monitoring well samples

Groundwater elevation contour map

Geosyntec will provide these documents to FDEP in advance of scheduling a teleconference to discuss the path forward to a RAE.

RAE

Following input from FDEP during the teleconference, Geosyntec will prepare a RAE to evaluate various remedial technologies for soil and groundwater treatment. The RDE/RAE will include but is not limited to an evaluation of technologies based on (i) long and short-term environmental impacts; (ii) implementability; (iii) operation and maintenance; (iv) reliability; (v) feasibility; and

(vi) costs.

Geosyntec will schedule a second teleconference with FDEP to discuss the findings of the RAE prior to completing the document. The goal of the teleconference will be to discuss and select an alternative remedial approach for soil and groundwater remediation. The RAE will include a summary of the conceptual Site model, cleanup criteria, remedial goals and objectives, a summary of evaluated technologies, an RAE table, and one conceptual design for the top selected alternatives for groundwater, and engineer estimates (order of magnitude) of costs.

Subtask 5 – IDW Management

This subtask includes costs associated with the transportation and disposal of IDW generated during this remedial design investigation. The soil and liquid IDW will be containerized in 55-gallon drums and staged on-Site at a location designated by Geosyntec. It is estimated that 1 soil and 1 liquid drum will be generated as part of each subtask.

The IDW will be sampled prior to profiling. One composite liquid and one composite soil sample will be collected and analyzed for VOCs and metals using the Toxic Characteristic Leaching Procedure. Geosyntec will review the generation of a waste characterization profile as well as the preparation of IDW manifests. Geosyntec will coordinate disposal arrangements for the drums assuming non-hazardous IDW. Analytical costs are included to establish the soil and groundwater profiles required by the selected waste hauler. We have assumed field oversight of the drum pickup is not necessary.
