Semi-Annual GWM

CDM Smith Inc. (CDM) will conduct Semi-Annual Groundwater Monitoring. Specific subtasks are detailed below:

Subtask 1: Project Management Project Management is calculated at 13% of the direct labor.

Subtask 2 and 3: Semi-Annual Groundwater Sampling and Groundwater Monitoring Report groundwater samples will be collected from monitoring wells MW- 1, MW-1I, MW-2, MW-3, MW- 5S, MW-5I, MW-6I, MW-7S, MW-7I, MW-8I, MW-11, MW-12, MW- 13, MW-14, MW-16, MW-17, MW-19, MW-21, MW-22, MW-23, MW-24, MW-25, MW-26, MW-27, MW-28, MW-29, MW-30, MW-36, MW-37, MW-38, DW-2, and DW-3. Depth-to-water (DTW) measurements will be recorded at each sampled monitoring well prior to the collection of groundwater samples. All monitoring wells will be sampled in accordance with FDEP SOPs. Field parameter data will be collected (dissolved oxygen, pH, conductivity, oxidation reduction potential, temperature, turbidity) using properly calibrated probes, and recorded. Depth-to-groundwater measurements will be collected from select monitoring wells prior to the collection of groundwater samples. All groundwater samples will be submitted for laboratory analysis by United States Environmental Protection Agency (EPA) Method 8260 for volatile organic halocarbons (VOHs). In addition, the groundwater samples collected from monitoring wells MW-1, MW-1I, MW-5S, MW-5I, MW-7S, MW-7I, MW-11, MW-21, MW-22, MW-23, and DW-2 will be submitted for laboratory analysis by EPA Method 300.0 for sulfate, 300.0 for nitrate, 6010 for ferrous iron, 9030 for sulfide, 9060 for total organic carbon, and RSK-175 for methane, ethane, and ethene. CDM will submit a Groundwater monitoring report including data trend analysis, groundwater flow maps and plume maps for each significant contaminant per depth interval. The report will summarize data collected during the August and February sampling events.

Investigation derived waste (IDW) disposal is anticipated and has been accounted for under this subtask. Erwin Remediation for IDW disposal was chosen on a lowest-cost basis. 2 IDW bids are included and the 3rd from EnviroServe was non-responsive.

CDM and the FDEP confirmed on June 26th, 2023, that an Access Agreement with the current real property owner of the site has been executed.

The final cost total for Task Assignment DC007B is $43,461.56.

Project Status Reports

Contractor’s Project Manager will prepare and submit monthly status reports to accompany each invoice throughout the duration of this project.

Subtasks 2 and 3: Semi-Annual Groundwater Sampling

Contractor will mobilize to the Site to perform two semi-annual groundwater sampling events.

During each sampling event, groundwater samples will be collected from monitoring wells MW-

1, MW-1I, MW-2, MW-3, MW-5S, MW-5I, MW-6I, MW-7S, MW-7I, MW-8I, MW-11, MW-12, MW-

13, MW-14, MW-16, MW-17, MW-19, MW-21, MW-22, MW-23, MW-24, MW-25, MW-26, MW-27,

MW-28, MW-29, MW-30, MW-36, MW-37, MW-38, DW-2, and DW-3. Depth-to-water (DTW) measurements will be recorded at each sampled monitoring well prior to the collection of groundwater samples. All monitoring wells will be sampled in accordance with FDEP SOPs (FS

2200) for low-flow sampling using a peristaltic pump. A YSI-556 multi-parameter probe and a turbidimeter will be used to collect field data. The first semi-annual sampling event is expected to take place in July 2023, with the second event occurring in

January 2024. The groundwater samples will be collected in laboratory supplied containers, placed on ice, and delivered to a NELAP certified laboratory for analysis as follows:

August 2023 Sampling Event (Subtask 2)

All groundwater samples will be submitted for laboratory analysis by United States

Environmental Protection Agency (EPA) Method 8260 for volatile organic halocarbons (VOHs).

February 2024 Sampling Event (Subtask 3)

All groundwater samples will be submitted for laboratory analysis by EPA Method 8260 for

VOHs.

All purge water will be containerized and transferred to Florida Department of Transportation-approved 55-gallon drums. Two disposal events are planned for all purge water collected under this proposal. The disposal services will be provided by Erwin Environmental and two drums of nonhazardous water for each event is assumed.

Re: Non-Hazardous Drum Disposal

Ms. Fincham:

The price for the transportation and disposal (T&D) of 55-gallon drums of non-hazardous soil, mud, and water is listed below:

Impacted with Non-Hazardous Dry-Cleaning Solvents:

Description Rate Unit

T&D - Non-Haz Mud/Water $ 125.00 Per Drum

T&D - Non-Haz Soil $ 125.00 Per Drum

All drum lids should be properly secured, and drums should be placed on level ground (i.e., not on a pallet, etc.). A single False Mobilization fee will apply if our driver is not able to locate a drum on site or if we are unable to access the property due to a locked gate, etc.

The prices listed are all inclusive without any additional fees or charges (fuel surcharge, low volume stop fee etc.) and are valid for all regions in the State of Florida except for the Florida Keys.

Pricing for sites located in the Florida Keys will be bid on a case-by-case basis dependent on the volume of drums and the location.

Respectfully, Robert Donado Erwin Remediation, Inc.

Subject: FDEP IDW Rates for 2023

We are renewing the rates for IDW for 2023—I will need a general cost proposal for the pickup and disposal of all investigation derived waste associated with our FDEP projects for one year. The rates should include non-hazardous waste, liquid and solid, generally in 55-gallon drums. The majority of the IDW will most likely be contained in 55-gallon drums and consist of soil and groundwater from environmental site investigations, but we are going to start doing more PFAS work this year, so if there is a separate cost associated with PFAS IDW

(soil/Groundwater), please include it in your proposal.

The sites are located throughout the state, including Pensacola, Jacksonville, North Florida, South Florida, Tampa, and Orlando. The lowest bidder will win the work for the remainder of 2023.

If you are interested, please submit a proposal by Wednesday, January 11, 2023. If you are not interested in bidding, please reply back to let us know.

Thanks
