Task Assignment DC020B Touch of Class - Sarasota

ERIC_4897

Annual GWM

CDM Smith Inc. (CDM) will conduct Annual Groundwater Monitoring. Specific subtasks are detailed below:

Subtask 1: Project Management Project Management is calculated at 13% of the direct labor.

Subtask 2: MAGs Testing MAGS testing will be performed for M-1 in general accordance with the Modified Active Gas Sampling Manual dated October 12, 2004, prepared by HSA Engineers & Scientists. Vacuum and flow rate readings will be recorded, along with vacuum readings at select monitor wells and designated vacuum monitoring points, at 15-minute intervals for a total duration of one hour.

Influent PID readings will also be recorded. CDM Smith assumes that setup, testing, and breakdown for the test will require a half-day. One soil gas sample will be submitted to the laboratory for TO-15 analyses.

Subtask 3: Groundwater Sampling Contractor will mobilize to the Site in October 2023 to collect annual groundwater samples from monitoring wells MW-1, MW-2, MW-4, MW-4D, MW-5, MW-6, MW-8, MW-9, MW-10, MW-12, MW-13, MW-14, MW-16, MW-18, MW-19, and MW-21. Field parameter data will be collected (dissolved oxygen, pH, conductivity, oxidation reduction potential, temperature, turbidity) using properly calibrated probes, and recorded. Depth-to-groundwater measurements will be collected from select monitoring wells prior to the collection of groundwater samples. All monitoring wells will be sampled in accordance with FDEP SOPs. The groundwater samples will be collected in laboratory supplied containers, placed on ice, and delivered to a NELAP certified laboratory for analysis by United States Environmental Protection Agency (EPA) Method 8260C for volatile organic halocarbons (VOHs).

Investigation derived waste (IDW) disposal is anticipated and has been accounted for under this subtask. Erwin Remediation for IDW disposal was chosen on a lowest-cost basis.

Subtask 4: Annual Groundwater Monitoring Report Upon completion of groundwater sampling field work, Contractor will prepare an Annual Groundwater Monitoring Report. This report will summarize all field work completed, field and laboratory data, investigation-derived waste (IDW) management, conclusions, and recommendations.

CDM and the FDEP confirmed on June 21st, 2023, that an Access Agreement with the current real property owner of the site has been executed.

The final cost total for Task Assignment DC020B is $18,086.60.

Subject: Task Assignment Request—Annual Groundwater Monitoring

Touch of Class Cleaners - Sarasota

8420 Lockwood Ridge Road, Sarasota, Manatee County, Florida

ERIC_4897

Dear Mr. McMurray:

CDM Smith Inc. is pleased to submit this Task Assignment Request for Annual Groundwater

Monitoring of the Touch of Class Cleaners - Sarasota (the Site) located at 8420 Lockwood Ridge

Road, Sarasota, Manatee County, Florida, ERIC_4897. The scope of work, proposed deliverable, and deliverable schedule are summarized below and the cost estimate is also attached.

This Task Assignment, when executed, shall be incorporated in, and become part of Contract No.

HW681, between the Florida Department of Environmental Protection (FDEP), and CDM Smith, Inc. (Contractor), dated January 5, 2022, hereafter referred to as the Contract.

Scope of Work

The proposed scope of work includes the following elements:

Subtask 1: Project Management

Project management activities performed under this task consist of those generally administrative functions required to maintain the project on schedule, within budget, and that the quality of the work products defined within this scope is consistent with CDM Smith’s quality standards. We will prepare and submit invoices upon approval of each deliverable or milestone completion.

Project Kickoff and Progress Meetings

Contractor expects to have a kickoff meeting or telephone conference with the FDEP to review the status of the project and address FDEP comments regarding the Task Assignment. CDM

Smith will prepare meeting agendas and notes as part of this task.

Project Resource Management

Contractor will manage, allocate, and coordinate necessary resources for completion of tasks related to groundwater sampling.

ERIC_4897 _Touch of Class -Sarasota_MAGS-GWMR Proposal final 05_23

Project Quality Technical Review

Contractor Quality Management System guidelines will be followed. Internal quality reviews will be conducted on plans and on investigation findings and reports.

Project Status Reports

Contractor Project Manager will prepare and submit monthly status reports to accompany each invoice throughout the duration of this project.

Subtask 2: MAGS™ Re-testing

MAGS testing will be performed for M-1 in general accordance with the Modified Active Gas

Sampling Manual dated October 12, 2004, prepared by HSA Engineers & Scientists. More specifically:

To begin the MAGS testing, the Contractor will set up vacuum and flow rates like the test performed by Cardno in 2017 (40 in H2O). Using the previously determined flow rate and vacuum, a vapor sample will be collected at M-1. The vapor sample will be collected using a 6-liter Summa canister. A purge time will be calculated based on the flow rate and estimated radius of influence, to ensure the collection of steady-state data.

One soil gas sample will be submitted to the laboratory for TO-15 analyses with standard reporting times.

Deliverable: Field Notes, air sample data and updated table.

Subtask 3: Groundwater Sampling

Contractor will mobilize to the Site in October 2023 to collect annual groundwater samples from monitoring wells MW-1, MW-2, MW-4, MW-4D, MW-5, MW-6, MW-8, MW-9, MW-10, MW-12, MW-13, MW-14, MW-16, MW-18, MW-19, and MW-21. All monitoring wells will be sampled in accordance with FDEP SOPs (FS 2200) for low-flow sampling using a peristaltic pump. A YSI-

556 multi-parameter probe and a turbidimeter will be used to collect field data. The groundwater samples will be collected in laboratory supplied containers, placed on ice, and delivered to a NELAP certified laboratory for analysis by United

States Environmental Protection Agency (EPA) Method 8260C for volatile organic halocarbons

(VOHs).

All purge water will be containerized and transferred to a Florida Department of

Transportation-approved 55-gallon drums. One disposal event is planned for all purge water

ERIC_4897 _Touch of Class -Sarasota_MAGS-GWMR Proposal final 05_23 collected under this proposal. The disposal services will be provided by Erwin Environmental and one drum of nonhazardous water for both events is assumed.

Subtask 4: Annual Groundwater Monitoring Report

Upon completion of groundwater sampling field work, Contractor will prepare an Annual

Groundwater Monitoring Report. This report will summarize all field work completed, field and laboratory data, investigation-derived waste (IDW) management, conclusions, and recommendations. Additional elements of the report will include:

Tables summarizing field and analytical data

Groundwater sampling logs

Laboratory analytical reports

Deliverable: Annual Groundwater Monitoring Report

Schedule:

Contractor will schedule the MAGS Retesting after the receipt of formal notice to proceed (NTP).

The previous Annual groundwater monitoring was performed on October 26, 2022, and the

2023 sampling will be scheduled in late October accordingly. The deliverables will be submitted as detailed below:

Subtask 2: Annual Groundwater Monitoring Report

Deliverable: Field notes, air sample data and updated table.

Due Date: August 15, 2023

Subtask 4: Annual Groundwater Monitoring Report
