Anastasia State Park Beach/Dune Restoration Project Planning Phase

Contract CN 335 TA19 January 13, 2023

Project Understanding The Florida Department of Environmental Protection (FDEP) requested Taylor Engineering provide a scope to determine the concepts to conduct a beach/dune restoration project along the Atlantic shoreline of Anastasia State Park in St. Johns County.

Scope of Services CONSULTANT Taylor Engineering Inc. will provide the following services:

Task 1 – Data Collection and Analysis Taylor Engineering will obtain and review permit authorizations, designs, and operational data for past maintenance dredging in and around St. Augustine Inlet with a focus on projects that placed sand on Anastasia State Park beaches. We will provide a letter report summarizing the findings.

Taylor Engineering will collect wading depth surveys of the dune and nearshore project beach (R-124 to R- 141 [18 total profiles]). This survey will serve to document post-hurricane beach conditions. Taylor will perform all work activities and produce deliverables in accordance with the May 2014 (or later) Bureau of Beaches and Coastal Systems (BBCS) Monitoring Standards for Beach Erosion Control Projects; Section 01000, Beach Profile Topographic Surveying, and Section 01100, Offshore Profile Surveying. (Document available on the web at https://floridadep.gov/sites/default/files/PhysicalMonitoringStandards.pdf). Taylor will also collect UAS-based aerial photographs of the project beach to use as an updated base map. Finally, Taylor will also collect sand samples from the dune, berm, and approximate MHW locations along five transects to determine existing sediment characteristics. We will develop grain size curves and Munsell color for each of the samples.

We understand that the U.S. Army Corps of Engineers (USACE) has collected pre- and post-Nicole LiDAR data for St. Johns, Flagler, and Volusia Counties which should include the project area. If available, we will incorporate these data into the analyses discussed below.

Taylor Engineering will transform the beach profile data from northing/easting/elevation to range/elevation profiles, develop profile plots, and perform profile-based analyses for each reference monument to help assess recent hurricane impacts on the state park shoreline. We will make the following comparisons at the appropriate profile locations:

• post-hurricane data versus summer 2021 monitoring survey (most recent available)

For the above comparisons, we will calculate and tabulate the mean high water positions, volume changes, and estimated volume to fill the specified template. We will calculate beach volumes across two compartments: dune to mean high water (MHW) and below MHW.

Anastasia State Park Beach/Dune Project – Planning Phase

In addition, we will incorporate the results from past monitoring reports for the federal shore protection project at St. Augustine Beach. The Anastasia State Park shoreline is part of the northern control area referenced in these reports.

We will provide a letter report summarizing the work performed, locations and pictures of the benchmarks, monuments, baseline data, and sediment results.

Deliverables Taylor Engineering will provide the following deliverables to the FDEP:

Letter report summarizing past project information ............................................ 1 copy via email (PDF file) Summary letter of survey and sediment data and procedures ............................ 1 copy via email (PDF file) Survey data in FDEP digital format ........................................................... data uploaded to FDEP FTP site Sediment data in gINT digital format ......................................................... data uploaded to FDEP FTP site

Performance Measures Deliverables will be reviewed by the FDEP to confirm they are complete, accurate, and timely.

Task 2 – Coordination with USACE and State Park/Tallahassee FDEP Personnel Taylor Engineering will consult with the USACE program managers to obtain information regarding the next scheduled St. Augustine Inlet maintenance dredging event. In addition, Taylor Engineering will determine existing USACE authorities to place sand along the park’s beaches and what, if any, additional authorizations are required for future work. We will also obtain information on how the State should coordinate with USACE on sand placement in the park for future events.

Taylor Engineering will meet with and present the results of Task 1 to FDEP staff from both Anastasia State Park and Tallahassee. At this meeting, we will discuss

1) existing condition of the state park shoreline,

2) compare existing conditions to historic conditions,

3) options for potential projects

Taylor Engineering will prepare a PowerPoint presentation to guide discussion during the meeting. Topics for consideration include the project scale (targeted dune restoration vs more expansive beach restoration), sand source (truck haul vs estuarine dredging vs offshore dredging), permitting implications, and funding options. We will prepare summary notes from the meeting.

Deliverables Taylor Engineering will provide the following deliverables to the FDEP:

Task 3 – Project Concept Report Based on the findings from Tasks 1 and 2, Taylor Engineering develop a project concept report. The report will summarize all findings to date and present the pros and cons of alternative project designs. We will include preliminary designs that identify the alongshore locations and profile characteristics (dune/berm elevations, widths, and slopes) for up to three project designs of various magnitudes. Most likely these will include a targeted project of limited scope to address specific areas with compromised dunes, a more extensive dune restoration focusing on placement above MHW, and a larger project seeking to extend the MHW line seaward. Following Tasks 1 and 2, we will seek FDEP concurrence regarding the project characteristics that we will include in the concept report.
