About this file
This is a Task Assignment Change Order Form issued by the Florida Department of Environmental Protection (FDEP) for Contract Number CN335, Task Assignment TA14, Project Number R2236. The contract involves the consultant firm Taylor Engineering, Inc., with Angela Schedel serving as the consultant representative and Jeffrey Whitfield as the FDEP Contract Manager. The project is titled the Sea Level Impact Projection (SLIP) Study and focuses on website design and web application development.
The change order adds $77,910.16 to the fixed fee component of Task 7, which requires Taylor Engineering to provide analysis, design, and technical documentation for the SLIP Web Application Service. Specifically, the change order extends the task completion deadline by 30 days to address critical licensing and copyright components that were delayed due to FDEP reviewer approval delays. The cost increase of $8,635.84 reflects additional man-hours and other direct costs (ODCs), particularly increased legal fees for licensing agreement preparation and revisions. The original task amount was $69,274.32 with fixed fees, and the new total with all change orders is $77,910.16. Task 7 deliverables include technical system documentation, a perpetual royalty-free licensing agreement, copyright documentation for transfer to the Department, and website performance metrics. The revised task completion date is June 30, 2022. All required signatures from FDEP budget, project management, contract management, contract authority, and the consultant were obtained between November 12 and November 15, 2021.

RE: FDEP Agreement Number CN335 TA14 Change Order Sea Level Impact Projection (SLIP) Study Website Design and Web Application Development
Dear Mr. Whitfield:
As requested by FDEP, Taylor Engineering is submitting a change order for Task 7 of the above referenced project. Justification for the change order is as follows:
1. One of the Task 7 deliverables, copyright documentation, is unable to be completed by the due date of November 15, 2021 due to delays in approving the copyright by the FDEP reviewers. We are requesting a 30 day extension in order to finalize the documentation for submittal.
2. The increase in number of man hours and ODCs is due to additional meetings, document review, and document revisions for the copyright deliverable. The additional ODC is due to an increase the lawyers’ “licensing agreement fees,” which have expanded in scope and number of revisions since the original October 2020 task assignment #10.
Please let me know if you have any questions.
Sincerely, Angela Schedel, Ph.D., P.E.
Vice President, Community Resilience
