Subtask 9: Lead Based Paint (LBP) and Asbestos Survey (AS) (Added Per Change Order #2)
Description: All State Parks construction projects that have a renovation or demolition component must have Lead Based Paint and Asbestos Surveys conducted on the facilities effected by renovation or demolition. The Consultant will have the necessary surveys performed by qualified personnel on the areas that will be impacted by demolition.
The Consultant will conduct National Emissions Standards for Hazardous Air Pollutants (NESHAPs) pre-demolition survey on the existing bathroom building. The sampling strategy will be based on Asbestos Hazard Emergency Response Act (AHERA) sampling method. Sampling will be conducted by a Florida Certified Asbestos Inspector. Samples will be sent to a National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory. A minimum of three (3) samples are required per suspect asbestos containing material. Sampling will be destructive and will be performed on materials that will be disturbed or demolished per the proposed construction documents prepared by the Consultant. The Consultant will not be responsible for repairs to damaged building components.
Approximately 15 samples will be collected for sample analyses. If it is determined during the survey that additional materials are identified as suspect Asbestos Containing Materials (ACM) beyond that presented in the scope of this subtask then the DEP Project Manager will be notified and the Consultant shall receive approval in writing before providing additional services and collecting additional samples of suspect ACMs for analyses. The costs to perform the additional sampling, testing, and reporting services to be invoiced on a time and materials basis in accordance with the attached Schedule of Fees.
The Consultant will document in the survey report the sampling locations and will note suspect material types, locations and quantities. This may include, but is not limited to, the following types of construction materials:
• Cement board and other cementitious materials;
• Adhesives, caulks, and sealants;
• Hand applied coatings and stucco mixtures;
• Floor tile; and,
• Roofing Materials.
The Consultant shall coordinate with Park Management to arrange for site access. The DEP will provide existing site plans, “as-built” drawings, and any existing building documents should they be available but it shall be the responsibility of the Consultant to establish the locations of the structural systems, fireproofing and plumbing systems that need to be accessed for purposes of performing the AS. Should as-built documents be unavailable for documenting sample locations the Consultant will prepare diagrams and sketches indicating existing conditions and test locations to be included in the survey report. The Consultant will coordinate with Park Management to make sure all areas of the structure are open for inspection and sampling during the site visit to assure that no access limitations occur that could compromise survey results. The bulk material samples will be transported following chain-of-custody procedures to a laboratory accredited under the National Institute of Standards and Technology (NIST) Voluntary Laboratory Accreditation Program (NVLAP) where they will be analyzed for asbestos using Polarized Light Microscopy (PLM) methods in accordance with EPA Method 600/R-93/116.
Materials having results of point count analyses of less than 1% are considered to be non-asbestos containing. Polarized Light Microscopy (PLM) is inexpensive, but it can identify non-asbestos fibers as asbestos. If the PLM analytical results indicate levels between “trace” (<1%) and 1% asbestos, the
DEP Contract No. CN225, TA6, CO2, Page 7 of 7 samples must be analyzed by point count methodology to better quantify the actual asbestos content.
Also, in an effort to eliminate false positives (and costly unnecessary abatement), samples reported as containing between 1% and 10% asbestos can be analyzed/verified by point count. The alternative is to assume the subject material to be asbestos containing.
As another component of this subtask the Consultant will conduct a LBP Survey in the areas that will be impacted by the demolition. The survey will be performed by observing and sampling accessible suspect paint in areas of the facility that will be impacted by the renovation. Samples of paint chips will be collected for laboratory analysis. Approximately 15 samples will be collected for sample analyses using EPA Method 6010 for Total Lead.
Deliverables: The Consultant shall submit to the DEP Project Manager two hard copies and an electronic copy of the survey(s).
Performance Measure: The DEP Project Manager shall review the deliverable(s) for Subtask 9 to verify that all required elements are included and to ensure satisfactory completion of the services rendered.
The DEP Project Manager shall notify the Consultant of any deficiencies in the deliverable(s) and shall give the Consultant reasonable opportunity to correct noted deficiencies and provide a revised deliverable(s).
Schedule: The LBS and AS shall be submitted to the DEP Project Manager within thirty (30) days of receipt final execution of Task Order #6 Change Order #2.
