About this file

This document is a Task Assignment Change Order Form issued by the Florida Department of Environmental Protection (FDEP) for a professional services contract. The change order involves FDEP Contract No. CN225, Task Assignment No. 39, Change Order No. 2, with the consultant firm DRMP, Inc., located in Tallahassee, Florida. The project concerns midpoint ADA access improvements at Ichetucknee Springs State Park in Columbia County, Florida. Benjamin Lennon, P.E., serves as the consultant representative, while Ralph Perkins represents FDEP as the contract manager. The change order was approved by FDEP personnel including Budget Representative Tamika Bass, Project Manager Terry McCullum, Jr., Contract Manager Ralph Perkins, and Contract Authority Michael W. Foster Jr., P.E., all executed digitally in October 2023.

The change order authorizes additional services for a Phase 1 cultural resources assessment survey, specifically laboratory analysis and curation of archaeological artifacts recovered during fieldwork. The original task amount was $73,808.82 in reimbursable costs and fixed fees; this change order increases the total contract amount by $3,598.56 to a new total of $90,704.70. The net increase consists entirely of fixed price costs with no additional reimbursable expenses. The scope expansion was necessitated by the recovery of approximately 180 artifacts, compared to the initially anticipated 60 artifacts. Work is to be completed by PaleoWest as a subconsultant and includes artifact analysis, stabilization, classification, and preparation for curation with the Bureau of Archaeological Research within six weeks of fieldwork completion. The original task end date of June 30, 2023, was extended to June 29, 2024, with no net change in days recorded for this particular change order.

Subject: FDEP Agreement #CN225 – Task Assignment #39 – Change Order #2 Ichetucknee Springs State Park – Mid Point ADA Access Proposal for Professional Services

Dear Mr. McCullum:

The following proposal is for additional services involving a Phase 1 cultural resources assessment survey in support of the Ichetucknee Springs Midpoint ADA Access Improvements project at the Ichetucknee Springs State Park in Columbia County, Florida. The fieldwork has been completed.

Nearly every shovel test excavated contained precontact cultural materials. There are several large sherds of pottery, some of which are decorated, as well as a lithic projectile point. These materials are temporally diagnostic. Additionally, lithic debitage in larger quantities were also recovered. The cost and scope provided were based on recovery of up to 60 artifacts and approximately three times that amount has been recovered. For your review, DRMP, Inc., has provided a proposal summary and man-hour documentation. DRMP will be using our subconsultant Paleowest for this work.

Please review the attached Proposal Summary and Deliverables.

Sincerely, Benjamin Lennon____ 9/22/2023

Benjamin Lennon, P.E. Date Senior Project Engineer

Proposal for Professional Services

Subtask 13: ADDITIONAL LABORATORY ANALYSIS AND CURATION

Description: Materials recovered during this investigation will be transported to PaleoWest’s Tallahassee laboratory facilities for cleaning, stabilization, analysis, and preparation for curation. Upon initial receipt of materials and field forms, materials will be cleaned and, if necessary, stabilized before classification and quantification by laboratory analysts. Cultural materials will be sorted on the basis of morphologic attributes, raw material type, measurements, and/or function. Any specific procedures or requirements for curation, as laid out in the 1A-32 Permit, will be followed to ensure artifacts are ready for curation with the Bureau of Archaeological Research (BAR) at the conclusion of the project.

PaleoWest has completed the fieldwork for the Ichetucknee Springs Midpoint ADA Access Improvements project. Due to the recovery of more artifacts than were anticipated in the initial scope and cost, PaleoWest is requesting an additional fee for laboratory analysis and curation. The initial assumptions included analysis and curation of up to 60 artifacts. Actual recovery was approximately 180 artifacts.

Deliverable: At a minimum, the deliverables shall include the following:

• Artifact Analysis Table and curated artifacts for BAR in .pdf format.

Performance Measures: Deliverables shall be reviewed by the Department to confirm they are complete, accurate, and timely.

NOTE: Should work effort vary from proposed professional services / anticipated agency requirements, the Consultant shall submit an additional services proposal for the Department Project Manager’s consideration to modify the agreed upon task assignment (scope of services, schedule, and fees) accordingly.
