Subtask 6: Pre-Demolition Asbestos and Lead-in-paint Assessment
Description: Based on our understanding of the subject property and plans for future activities The Consultant and its sub consultant, ECS will coordinate to perform assessments of existing materials for the presence of asbestos-containing materials and lead paint.
Asbestos Containing Materials The scope of work outlined herein will be conducted in general accordance with US EPA National Emission Standard for Hazardous Air Pollutants (NESHAP) Regulations (40 CFR 61 Subpart M) and OSHA Standard 29CFR 1926.1101 Inspection Protocol, by an EPA accredited asbestos inspector. The report will be reviewed by a Florida Licensed Asbestos Consultant (LAC), as required by statute. A comprehensive asbestos survey for asbestos-containing Materials (ACMs) and lead-based paint (LBP) will generally consist of the following items:
1. Review of previous records, if available.
2. Visual observations of friable and non-friable suspect ACMs.
3. Bulk sampling.
4. Laboratory analysis.
5. Recommendations and conclusions.
The assessment includes the collection of bulk samples of friable (easily crumbled under hand pressure) and non-friable materials suspected as containing asbestos for laboratory testing.
Multiple samples of thermal system and surfacing materials (e.g., pipe insulation, wall plaster, fireproofing, textured coatings, etc.) may be required based on OSHA and EPA regulations.
Lead in Paint and Other Surface Coatings ECS will visually observe the buildings for painted or coated surfaces. If such surfaces are observed then representative paint-chip samples will be collected to assess the potential presence of LBP hazards that may exist in the building.
Sampling activities will be performed in general accordance with FDEP/SOP FS 8100 for Contaminated Surface Sampling and ASTM E 1729 Standard Practice for Field Collection of Dried Paint Samples for Subsequent Lead Determination. The process typically involves, wearing a new pair of disposable surgical gloves, utilizing a clean chisel or equivalent sampling device to scrap and/or chip an area of the painted or coated surface, horizontally and vertically down to the substrate. The sample is then placed into a new or pre-cleaned container (such as a zip-lock bag or glass jar), sealed, labelled and sent under chain of custody to the laboratory.
Deliverable: One NESHAP Pre-Demolition Survey report for the subject property, in PDF format.
