Hillsborough River State Park Replacement Campground Restoration Pasco County, Florida

FDEP Agreement #CN225 – Task Assignment #28 Proposal for Professional Services

Background and Purpose The purpose of this project is to provide professional engineering and architectural services needed to design the following elements at Hillsborough River State Park in Pasco County, Florida:

Our understanding of the project is design and permitting services are required for the demolition of the existing restroom and construction of a new ADA compliant restroom facility. Flood plain issues associated with this project shall be identified and DHR is required; as the building is more than fifty (50) years old. The Hillsborough River State Park manager has indicated assumption to opt for alterations to the existing restrooms instead of demolition of structures; ultimately pendent upon cost comparisons of the two (2) options.

The project consists of construction of a new restroom building and demolition of an existing restroom facility. The new building shall be complete with a Male and Female restroom meeting the following requirements:

• Three (3) water closets (Substitute one (1) urinal for Men’s room)

• Three (3) hand sinks

• Three (3) showers

• Restroom Accessories

In addition to the above new restroom building, an ADA compliant unisex/family restroom; complete with one (1) shower, one (1) water closet, one (1) hand sink, and accessories shall also be constructed.

Additional items to be included in the new restroom building are as follows:

• Two (2) utility sinks with counter area

• One (1) mop sink

• Washer/dryer connections

• Covered vending/ADA drinking fountain area

• ADA ramps/landings/platforms as required

The intent is to leave the existing restroom structure “as is”. With the exception of demolition, no scope of work is intended or included for the existing restroom building until the new restroom building is complete.

The demolition of the existing restroom will not commence until the new restroom building is completed and certificate of occupancy is granted.

The project is located in a regulatory floodplain. Floodplain compensation will be made on site via cut/fill, floodproofing or alternate foundation (piles) to meet state and local code. Design of an offsite floodplain compensation area is not included in this Scope.

The following scope includes Civil Engineering Services, Architectural Design Services, Structural Engineering Services, and Electrical, and Plumbing Engineering Services. The scope of the work will follow the Florida Building Code, FDEP BDC Standards and Local/State review procedures.

Permitting services include securing applicable local, state and federal permits and/or exemptions.

All survey information will be on assumed datums for both Horizontal and Vertical control due to limited existing control in the area.

Contours will be drawn to 1’ intervals. Trees larger than 6” DBH will be located. Any Storm or Sanitary Structures clearly visible at the time of the survey will be located and measured within the topographic Survey task.

• Location of underground utilities within depicted area as shown in Figure “C” below.

o Designate and survey underground water, sewer, electric lines within project limits as shown in
