FDEP Agreement #CN225 – Task Assignment #48 Proposal for Professional Services
Dear Mr. DeLeon:
Our understanding of the project is to connect Sebastian Inlet State Park to the municipal water and sewer utilities. Before a detailed design and permitting can begin, a due diligence subtask and concept plan is required. For your review, DRMP, Inc., has provided a proposal summary and man-hour documentation for the services task identified below:
Please review the attached Proposal Summary and Deliverables.
Sincerely, Benjamin Lennon____ 07/20/2023

Sebastian Inlet State Park – Connect to Municipal Water and Sewer FDEP Agreement #CN225 – Task Assignment #48
Proposal for Professional Services
Background and Purpose The purpose of this project is to perform due diligence to connect the park to the municipal water and sewer system. The park is located on the North and South side of the inlet, within two different counties (Brevard and Indian River). Once due diligence is complete a scope can be developed for a concept plan and detailed design and permitting.
Subtask 1: Due Diligence
Description: The Consultant shall perform due diligence;
• Coordinate with Indian River and Brevard County AHJ / Municipality to determine the availability and location of water and sewer near the park. Existing utility locations will be obtained from the utility providers and/or FDEP.
• Determine permitting requirements and potential permitting fees.
• Summarize the existing water and sewer facilities at the park, utilize existing plans and information provided by FDEP. FDEP will need to provide a marked-up aerial with each facility they intend to service with water and sewer. This should include names for each of the facilities and number of bathrooms and toilets/urinals/fixtures for each, and/or permit documents for any existing well and wastewater treatment facilities (most likely septic). This will be necessary so that conceptual recommendations are reasonable based on projected flows.
• Produce a report detailing the findings and summaries of any meetings with the utility providers.
• No survey is proposed in this subtask.
Deliverable: The Consultant shall provide one (1) written report, .pdf format to the Department Project Manager.
Performance Measures: Deliverables shall be reviewed by the Department to confirm they are complete, accurate, and timely.
Schedule: The Consultant shall complete the services under Subtask 1 within 12 weeks of the start of the project.
