Subtask 5: Traffic Impact Analysis Description:

The TIA will provide analysis and documentation regarding the projected traffic impacts of the development. Existing traffic information will be collected and analyzed to assess current conditions, including the impacts from known developments located in the study area. Projected traffic conditions based upon the proposed park expansion will be developed and analyzed to assess potential future impacts to the immediate area collector(s) and arterial roadway network and primary intersections.

Recommendations for any required roadway or intersection improvements based on the future conditions will be presented.

Data Collection The TIA will be based on the existing FDOT 24-hour bi-directional counts and Gilchrist Blue Springs State Park visitor data. Count information will be used to establish existing background traffic volumes and peak period directional movements. Based on the fact that the projected trips generated by the park expansion, will have minimal impact on the adjacent intersections, the TIA will not include any intersection

Subtask 4: Geotechnical Engineering analyses. Therefore, turning movement counts (TMC) collections were not included in this scope of services. If the permitting agencies request adding intersection analysis to the scope of services, those efforts will be considered as additional services and will be negotiated separately & added to the scope of services. DRMP will review the count information for consistency and appropriateness and summarize the information for use in the capacity analysis.

Traffic Impact Study Methodology Before starting the TIA, DRMP staff will coordinate/meet with the FDEP regarding trip generation and TIA methodology. DRMP will also coordinate with Gilchrist County, Gilchrist Blue Springs State Park, and the FDOT District 2 to obtain relevant existing traffic count data that may be required for the analysis, including previously collected daily traffic volumes that may be used in the analysis. Additionally, DRMP will collect any additional pertinent existing traffic data required to meet the final methodology. All count information will be used to establish existing background traffic volumes and peak period directional movements.

Impact Analysis DRMP will determine the traffic generation based on the evaluation of the Gilchrist Blue Springs State Park visitor data and conceptual land use plan. The analysis will include an assessment of roadway level of service and determine whether any modifications is needed to support the proposed development.

The TIA will follow standard guidelines for a traffic impact study to support the proposed park expansion, according the following outline:

Existing Roadway Conditions Existing Traffic Volumes Existing Capacity Analysis Projected Trip Generation and Trip Distribution Projected Future Traffic Volumes Projected Future Capacity Analysis Access Management Turn Lane Analysis Conclusion and Recommendations

Trip generation volumes will be derived from the trip rates provided in the ITE Trip Generation Manual, Latest Edition. Trip distribution will be prepared, and project trips will be assigned to the adjacent roadway network. Capacity deficiencies identified in the analysis will be addressed through recommendations of improvements required to mitigate the deficiency.

An analysis of access management to the new park entrance on S. State Hwy 236 will be performed based upon the requirements per the latest FDOT Access Management Guidebook including minimum spacing requirements for access points by Administrative Rule 14-97.003(1), F.A. An analysis of turn lanes at the new park entrance will be performed based upon the requirements per the latest FDOT Access Management Guidebook and National Cooperative Research Highway Program (NCHRP) Reports 457 for right turn lanes and per the Turn Lane Warrant Workbook spreadsheet produced by FDOT for left turn lanes.

Documentation and Meetings The results of the TIA will be documented in a report for submittal to the agencies. Figures and tables will be used to summarize, and present data as required. A draft report will be submitted to the agencies for review and comments prior to submittal of the final report. Hard copies (3 copies) of the final report will be submitted, if required, along with an electronic PDF version of the complete report.

DRMP staff will be available for meetings with the agencies to discuss the results of the study. This task includes one coordination meeting or teleconference with the permitting agencies during the preparation of the TIA and one presentation of the final study results. Additional meetings may be arranged and will be invoiced separate from the lump sum estimate on a time and materials basis.

Subtask 10: Regulatory Permitting Subtask 10A: Site Inspection and Environmental Summary Description: The Consultant, through subconsultant Florida Environmental & Land Services Inc., shall perform a site inspection and prepare an environmental summary. FELSI will delineate the wetlands on the property based upon State and Federal guidelines, although none are anticipated to be located in the project area based upon desktop review. The wetland line will be flagged using numbered flagging tape marked with ‘Wetland Delineation’. Wetland points or locations will be collected concurrent with the fieldwork using GPS. A general and protected species survey will also be conducted in conjunction with the fieldwork and GPS used to locate any observed environmental features. If found, gopher tortoise burrows will be flagged and points collected utilizing GPS. FELSI will review public records concerning other protected species that may be expected to be found in the area. A narrative report will be prepared which will include descriptions of vegetative community types, protected species, survey methodology, and any significant natural features.

An aerial map depicting the features will also be provided. The report will be formatted so that it can be used if a permit for exclusion or relocation are required from the Florida Wildlife Conservation Commission for gopher tortoise burrows.
