About this file
This is an Equipment and Test Matrix appendix that outlines the specific electrical distribution equipment and testing requirements for a 36-month electrical distribution testing contract with the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7. The matrix serves as a technical specification document defining the equipment categories, test parameters, and performance standards that must be evaluated throughout the contract period.
The Equipment and Test Matrix specifies the various types of electrical distribution components and systems that require testing, establishing the framework for test protocols, acceptance criteria, and documentation requirements. This appendix functions as a technical reference tool to ensure standardized testing procedures and measurable outcomes across the contracted services. The matrix enables the VA to clearly communicate equipment specifications and testing expectations to potential contractors, facilitating accurate proposal development and ensuring consistent evaluation of electrical distribution system performance and reliability throughout the three-year contract period.

ATTACHMENT D | EQUIPMENT AND TEST MATRIX
Electrical Distribution System Inspection, Testing, Maintenance, Calibration, and Infrared Scanning. Atlanta VA Health Care System (Station 508). Revision 19, August 25, 2026. This matrix defines the required level of work by equipment class and applies to the equipment listed in Attachments A, B, and C. Where a class is not present at a site, its row does not apply. Test methods follow ANSI/NETA MTS in the edition adopted by the VA and the authority having jurisdiction as of the solicitation date, and the manufacturers' instructions. This attachment governs test method only to the extent it is consistent with the Statement of Work; it does not add an asset, add a quantity, or expand the base scope (Statement of Work, Section 3.1).
Equipment class
Visual and mechanical
Energized infrared (IR)
De-energized electrical tests (require outage)
Unit substations, switchgear, main switchboards, main distribution panels
Inspect, clean, check hardware and connections; verify labeling and grounding
Yes, under load
Insulation resistance; contact resistance on main and tie devices; connection-torque verification
Distribution panelboards
Inspect, check connections and hardware
Yes, under load
Insulation resistance and connection-torque verification on de-energized panels
Motor control centers, where listed in Attachments A, B, or C
Inspect buckets, connections, and hardware
Yes, under load
Insulation resistance; connection-torque verification
Dry-type transformers
Inspect core, connections, ventilation, and grounding

Inspect bushings, tank, connections, liquid level, and grounding
Yes, under load
Insulation resistance; turns ratio at all taps; winding resistance; power/dissipation factor; insulating-liquid dielectric breakdown and dissolved gas analysis
Automatic transfer switches
Inspect, exercise mechanism, check main and neutral connections
Yes, under load
Controller and functional verification; timing; a load transfer only when approved through the outage plan and coordinated with the COR
Generator output and main breakers
Inspect, check connections
Yes
Connection check; trip verification. Generator sets are excluded (separate program)
Safety-switch and service disconnects
Inspect, operate, check connections
Yes, under load
Contact and connection check; mechanical operation
Isolated power systems, where listed in Attachments A, B, or C
Inspect line isolation monitor and connections
Yes
Line isolation monitor function verification; insulation testing per NFPA 99
LV power circuit breakers (individual), separately ordered under CLIN 0004, not base scope
Inspect, clean, lubricate; verify trip
Yes
Primary-injection (drawout) or secondary-injection/trip-unit testing (molded/insulated case); insulation resistance. Performed only when ordered under CLIN 0004
Protective relays and electronic trip units (individual), separately ordered under CLIN 0004, not base scope
Inspect; verify settings accessible
Not applicable
Calibration or functional test; record as-found and as-left settings. Performed only when ordered under CLIN 0004. Contractor does not change settings; VA-directed setting changes require a bilateral modification
UPS (Fort McPherson)
External connection inspection
Yes
None. External inspection and IR only; internal UPS service is excluded
Fire-pump controller and motor (Fort McPherson)
External inspection of controller and motor connections
Yes
Electrical checks only (insulation, connections). No flow testing, pump performance testing, or mechanical fire-pump service
Individual breakers and protective relays. The equipment schedules (Attachments A, B, and C) do not list individual low-voltage power circuit breakers, electronic trip units, or protective relays as base assets, and testing of such individual devices is not part of the base firm-fixed-price work. Where field verification identifies such devices, their testing is ordered in advance by the Contracting Officer under the separately ordered unit-price CLIN 0004 at the firm unit rates in the price schedule. Nothing in this matrix requires injection testing, trip-unit testing, or relay calibration of branch devices within a scheduled assembly as part of the base work.
Outage Requirement De-energized electrical tests require an outage. Outages are requested and approved through the Atlanta VA Health Care System Utility Outage Request process. The Contractor shall submit the current Utility Outage Request form to Engineering Service at least 15 working days before the requested outage date. Outages are approved at the discretion of the Chief Engineer or other authorized VA authority. The COR coordinates outage scheduling and site access; the COR does not approve scope or price, does not authorize additional work, and does not unilaterally grant outages. The VA retains final control over the timing of outages that affect patient care. Work is expected to require multiple outage windows at each site. Where a required outage cannot be obtained within the period of performance, the energized and infrared portion is performed and the de-energized testing is entered in the deferred-testing register and rescheduled; the affected item is not accepted as complete until the required testing is performed or the Contracting Officer dispositions the requirement (Statement of Work, Sections 12.0, 12.1, and 14.0).
Reporting Requirements
1. Record for each device: identification and nameplate data, location, test methods and instruments used (with model numbers), test data with as-found and as-left values and settings, pass or fail result, and deficiencies with recommended corrective action.
1. Infrared findings: load condition, paired thermal and visible-light images, asset identification, severity classification, probable cause, and recommended corrective action.
1. Submit per-segment Engineering Service Reports and a consolidated final report as stated in the Statement of Work, and apply a test label to each serviced device.
Key Exclusions
1. Engine-generator maintenance, including NFPA 110 generator operational testing, engine maintenance, fuel-system work, and generator preventive maintenance. Only the listed generator output and main breakers and transfer switches are in scope.
1. Internal UPS service; fire-pump flow testing, pump performance testing, and mechanical fire-pump service.
1. Repair, replacement, rewiring, breaker upgrades, and reconditioning of deficient equipment.
1. Any arc-flash incident-energy study, short-circuit study, coordination study, one-line development, or arc-flash labeling.
1. Utility-owned equipment. Only VA-owned or VA-maintained equipment listed in Attachments A, B, and C is included. The medium-voltage main distribution transformer at Trinka-Davis Veterans Village Clinic is treated as VA-owned or VA-maintained equipment and is included in the base scope notwithstanding this exclusion (Statement of Work, Sections 10.4 and 27.0).
