1.0 Background

The Atlanta VA Health Care System operates VA-owned electrical power distribution equipment serving occupied healthcare facilities at the Main Campus, Fort McPherson VA Clinic, and Trinka-Davis Veterans Village Clinic. Applicable VA facility electrical power systems policy, including VHA Directive 1028, Facility Electrical Power Systems, or formally issued successor, requires recurring inspection, testing, maintenance, calibration, and documentation of facility electrical power system equipment on a 36-month maintenance interval. This Statement of Work (SOW) defines the services required to complete the current 36-month inspection, testing, calibration, maintenance, and infrared scanning cycle for the equipment listed in Attachments A, B, and C.

The 36-month reference is the maintenance interval established by policy. It is not the duration of this contract. The period of performance for this action is stated in Section 5.0.

2.0 Objective

The contractor shall perform inspection, testing, adjustment, calibration, preventive maintenance, and infrared thermographic scanning of the electrical distribution equipment listed in Attachments A, B, and C, in accordance with this SOW and the applicable standards, and shall document the results and report deficiencies to the VA.

3.0 Scope of Work

The work includes the labor, supervision, materials, tools, calibrated test equipment, and reporting necessary to inspect, test, adjust, calibrate, maintain, and infrared-scan the low-voltage and specified medium-voltage electrical distribution equipment at the three sites, as listed in the attached equipment schedules. The work is a nonpersonal service. It is testing and maintenance, not repair or construction.

The equipment schedules in Attachments A, B, and C define the equipment included in the base Contract Line Item Numbers (CLINs). Attachment D, the Equipment and Test Matrix, states the test method applicable to each asset class.

3.1 Order of Precedence and Conflict Resolution

In the event of a conflict or apparent inconsistency among the documents governing this work, the following order of precedence applies:

1. Applicable law, regulation, and the terms and conditions of the resulting contract, including all solicitation clauses incorporated by reference or in full text.

1. This SOW, which governs the general scope of work, performance requirements, and contract administration.

1. Attachments A, B, and C, which govern asset identity, asset location, and base quantities.

1. Attachment D, which governs the test method for each asset class only to the extent it is consistent with this SOW. Attachment D does not add an asset, add a quantity, or expand the base scope.

1. The cited consensus standards and the equipment manufacturers' maintenance and testing instructions, as applicable to the equipment serviced.

The contractor shall raise any conflict, ambiguity, or apparent discrepancy in writing to the Contracting Officer before performing the affected work. Only the Contracting Officer may direct a change to the requirement. Performance of work based on the contractor's own resolution of a conflict is at the contractor's risk.

5.0 Period of Performance and Schedule

The contractor shall not begin on-site work until the Contracting Officer issues a Notice to Proceed (NTP). The contractor shall complete all field testing, inspection, calibration, maintenance, and infrared scanning at all three sites within 240 calendar days after NTP. This is the contractual completion deadline for field work.

The consolidated final testing and maintenance report is due within 30 calendar days after completion of all field testing, and in no case later than 270 calendar days after NTP. Per-segment Engineering Service Reports are due as stated in Section 18.0. The period of performance of the contract extends through Government acceptance of the final report and closeout.

This is a single, non-recurring performance action. There are no option periods, option quantities exercised as separate performance periods, and no option-year renewals. Separately ordered work described in Sections 15.0 and 16.0 is ordered by the Contracting Officer within this action.

The contractor is responsible for the crewing and sequencing needed to meet the completion deadline and may perform the three sites sequentially, concurrently, or in any combination, using one or more crews. The Government does not require simultaneous performance at the three sites. Because the equipment is in occupied healthcare facilities, outage availability rather than labor hours is expected to govern the sequence of work.

Within 14 calendar days after NTP, the contractor shall submit a proposed work schedule and phasing plan showing the planned sequence of sites, the number of crews, and requested outage windows, with all field work completed within the 240-calendar-day period and de-energized testing sequenced to minimize impact on patient care. The phasing plan establishes planned interim milestones for coordination, partial acceptance, and progress payment purposes only. Acceptance of the phasing plan by the COR does not change, extend, or shorten the contractual completion deadline, and does not constitute a change to the contract. Only the Contracting Officer may adjust the completion deadline, by modification.

6.0 Applicable Standards

The contractor shall perform the work in accordance with the following, in the edition adopted by the VA and the authority having jurisdiction (AHJ) as of the solicitation date, and with the equipment manufacturers' maintenance and testing instructions:

1. ANSI/NETA Standard for Maintenance Testing Specifications for Electrical Power Equipment and Systems (ANSI/NETA MTS). This is the primary test-method basis.

1. VHA Directive 1028, Facility Electrical Power Systems, or formally issued successor. Directive 1028 remains applicable until it is recertified or rescinded.

1. NFPA 70, National Electrical Code.

1. NFPA 70B, Standard for Electrical Equipment Maintenance.

1. NFPA 70E, Standard for Electrical Safety in the Workplace.

1. NFPA 99, Health Care Facilities Code, and NFPA 110, Standard for Emergency and Standby Power Systems, as applicable to the equipment serviced.

1. OSHA, 29 CFR 1910 (General Industry), including Subpart S (Electrical).

1. The Joint Commission Environment of Care standards for utility and electrical systems, as applicable.

1. Infrared thermographic testing shall be performed by personnel holding current Level II (or higher) infrared thermography certification from a nationally recognized certification program, using written procedures consistent with the current ANSI/NETA MTS.

Where a cited standard conflicts with this SOW, or with another cited standard, the contractor shall request clarification from the Contracting Officer before performing the affected work, and the order of precedence in Section 3.1 applies.

7.0 Contractor Qualifications

The contractor, including any subcontractor personnel performing specialized testing, shall possess the licenses, certifications, training, and qualifications required for the specific work each entity performs. The prime contractor remains fully responsible for all subcontractor work.

7.1 Organizational Qualification (Alternative Paths)

The organization performing the electrical testing shall satisfy one of the following two alternative paths. Personnel-level qualifications do not satisfy this organizational requirement.

1. Path 1: Be a NETA Accredited Company; or

1. Path 2: Demonstrate a documented objective equivalent by providing all of the following: on-site testing technicians certified as electrical testing technicians at a level appropriate to the work, with crew leaders at the senior level; a documented quality-assurance program; test instruments calibrated within the previous 12 months with dated calibration labels; at least five years of experience performing inspection, testing, and maintenance of low-voltage and medium-voltage electrical power distribution equipment of the types included in this SOW, in healthcare, industrial, or comparable commercial facilities; and written testing procedures that conform to the current ANSI/NETA MTS.

7.2 Mandatory Requirements Applicable to Either Path

The following requirements apply regardless of which organizational qualification path in Section 7.1 is used, and are in addition to that path:

1. Personnel performing testing of the medium-voltage main distribution transformer at Trinka-Davis shall be qualified for that voltage class and equipment type, including the liquid-filled transformer and insulating-liquid tests specified in Section 10.4. This personnel qualification does not substitute for the organizational qualification required by Section 7.1.

1. Infrared thermography shall be performed by a thermographer holding current Level II (or higher) infrared thermography certification from a nationally recognized certification program.

1. All on-site personnel performing or supervising electrical work shall be qualified persons as defined in NFPA 70E.

1. All test instruments used shall carry current calibration, calibrated within the previous 12 months, with dated calibration labels and traceable calibration records available on request.

1. All on-site personnel shall complete VA site-specific safety orientation before work begins.

8.0 Government-Furnished Information

Attachments A, B, C, and D are issued with the solicitation. For reference, and to the extent available, the VA will also provide one-line diagrams, riser information, and any existing electrical distribution condition assessment at or before the kickoff meeting. Reference drawings are provided for planning and are not warranted for accuracy. The contractor shall report any discrepancy between field conditions and the reference materials as part of its documentation.

9.0 Equipment Covered and Base Scope

Attachments A, B, and C are the controlling equipment lists for the base CLINs. The base scope is the equipment listed in those attachments. Field verification confirms nameplate data, exact locations, and any discrepancies; it does not change the base scope. Where field verification identifies a quantity discrepancy, or the Contracting Officer directs a change, the adjustment is handled through the additions and deletions process in Section 15.0 and the price schedule.

10.0 Specific Tasks: Testing, Calibration, Maintenance, and Infrared

1. Perform maintenance testing, inspection, adjustment, and calibration of each listed asset in accordance with the current ANSI/NETA MTS and the manufacturers' instructions. Components of an assembly shall be tested in their final connected condition.

1. Base scope for each scheduled assembly consists of visual and mechanical inspection, the assembly-level electrical tests expressly identified for that asset class in Section 10.1, and the infrared survey required by Section 10.2. Panelboard, switchboard, switchgear, and unit-substation main and branch devices are inspected, and their connections are checked, as part of the listed assembly.

1. Individual device testing is not included in the base scope. Primary-injection time-current testing, secondary-injection or trip-unit testing, calibration, and functional testing of separately testable low-voltage power circuit breakers, electronic trip units, and protective relays are excluded from the base work unless the individual device is expressly listed as a base asset in Attachment A, B, or C. Where such a device is not listed as a base asset, that testing is performed only when ordered in advance by the Contracting Officer under the applicable unit-price CLIN in the price schedule. Nothing in this SOW, in Section 10.1, or in Attachment D requires injection testing, trip-unit testing, or relay calibration of branch devices within a scheduled assembly as part of the base work.

1. For automatic transfer switches listed in the attachments, perform controller and functional verification, inspect and check main and neutral connections, verify timing, and include each switch in the infrared survey. Any test that actually transfers facility load between the normal and emergency sources shall be performed only when approved through the outage plan and coordinated with the COR, so that no unplanned emergency-power transfer occurs during patient care.

1. For generator output and main breakers listed in the attachments, perform visual and mechanical inspection, connection checks, trip verification, and infrared survey. Engine-generator maintenance is not part of this work (Section 27.0).

1. Perform inspection, cleaning, measurement, testing, and calibration at the level required for each asset class in the maintenance-level table in Section 10.1.

1. Perform an infrared thermographic survey of the listed equipment in accordance with Section 10.2.

1. After servicing each asset, apply a durable adhesive test label bearing, at a minimum, the contractor name, the test date, the technician identification, and the result. The COR may approve reasonable variations in label format that contain these minimum elements.

1. Immediately report any deficiency the contractor deems critical or catastrophic to the COR and the Chief, Engineering Service. Record other defective or worn conditions in the daily field report and the deficiency log.

1. The contractor shall not change protective-device settings except as provided in Section 11.0.

10.1 Required Maintenance Level by Asset Class

The table below states the required level of work by asset class for assets listed in Attachments A, B, and C. Attachment D states the test method for each asset class. Where the table and Attachment D differ, the order of precedence in Section 3.1 applies and the contractor shall request clarification from the Contracting Officer before performing the affected work. Neither this table nor Attachment D adds an asset to the base scope or expands base scope beyond the assemblies and devices listed in Attachments A, B, and C.

The rows for low-voltage power circuit breakers, molded-case and insulated-case breakers with electronic trip units, and protective relays state the test method that applies when the individual device is listed as a base asset in Attachment A, B, or C, or when the testing is ordered under the applicable unit-price CLIN. Those rows do not place individual device testing in the base scope (Section 10.0, item c).

De-energized electrical tests require an outage; the contractor shall schedule outages under Section 12.0. Where a listed asset cannot be de-energized within the period of performance, Section 14.0 applies. The contractor shall not omit a required test on its own determination; any exception must be approved in writing by the COR and documented.

10.2 Infrared Thermographic Survey Requirements

1. Survey equipment under normal or representative load. Record the load condition, for example percent of rated or measured current, for each surveyed section.

1. For each finding, provide a thermal image and a corresponding visible-light image, tied to the equipment asset identifier and location, with a severity classification, the probable cause, and a recommended corrective action.

1. Energized cover or panel removal for infrared access shall follow NFPA 70E and VA energized-work controls (Section 23.0). Where infrared inspection windows are installed, document their use.

1. Equipment that cannot be surveyed under load, or that is inaccessible, shall be listed and reported so the VA can schedule a follow-up survey.

10.3 Fort McPherson Site-Specific Equipment

Fort McPherson comprises five VA-owned buildings: 125, 128, 129, 130, and 131. All electrical distribution equipment listed for those buildings in Attachment B is in scope and is tested per the maintenance-level table in Section 10.1. In addition:

1. Fire-pump controller and motor (Building 125): electrical inspection and testing only, coordinated with the facility fire-protection program. Base scope for this asset is limited to visual and mechanical inspection, infrared survey under load, connection checks, and insulation-resistance testing of the controller and motor circuit. Fire-pump flow testing, pump performance testing, mechanical fire-pump service, and fire-protection system certification are not included.

1. Uninterruptible power supply (UPS) (Building 125): external connection inspection and infrared survey only. Internal UPS service, including batteries, power electronics, and firmware, is not included.

10.4 Trinka-Davis Site-Specific Equipment

The medium-voltage main distribution transformer listed in Attachment C for Trinka-Davis Veterans Village Clinic is treated as VA-owned or VA-maintained equipment and is included in the base scope, notwithstanding the general exclusion of utility-owned equipment in Section 27.0, item d. It is a liquid-filled (mineral-oil) pad-mounted transformer rated 750 kVA, 12,470GrdY/7,200 volts primary to 480Y/277 volts secondary. Ratings shall be confirmed against the nameplate during field verification and any discrepancy reported under Section 8.0.

The contractor shall perform the following on this transformer, in accordance with the applicable ANSI/NETA MTS provisions for liquid-filled transformers: visual and mechanical inspection; insulation-resistance tests (winding-to-winding and winding-to-ground); turns-ratio test at all tap positions; winding-resistance test; power-factor or dissipation-factor test of the insulation system; insulating-liquid sample testing, including dielectric breakdown voltage and dissolved gas analysis; and an infrared survey under load.

The following boundaries apply to this asset:

1. Sampling and laboratory work: the contractor furnishes sampling equipment, containers, and normal test consumables; draws the insulating-liquid samples; and provides laboratory analysis with the results, laboratory identification, test methods, and interpretation included in the reports required by Sections 17.0 and 18.0.

1. Government-furnished records: the VA will provide available ownership, maintenance, and environmental records for this transformer to the extent they exist. The contractor shall not assume the condition or regulatory status of the insulating liquid and shall handle all samples in accordance with applicable Federal, State, and local requirements.

1. Suspected contamination or release: the contractor shall immediately stop affected work and notify the COR and the Chief, Engineering Service, of any suspected contamination, leak, or release, and shall not disturb the affected area further without VA direction.

1. Waste disposal: the contractor is responsible for lawful disposal of the sample volumes and normal test consumables it generates. Disposal, remediation, or handling of any other material, including bulk insulating liquid or contaminated media, is outside the base scope and requires Contracting Officer direction before the contractor performs it.

1. Switching and energization: the VA controls all switching and re-energization of this equipment through the approved outage plan (Section 12.0). The contractor shall not operate VA switching devices except as authorized in the approved outage plan.

11.0 Protective-Device Settings

The contractor shall record as-found and as-left protective-device settings as maintenance documentation. The contractor shall not develop coordination recommendations and shall not change settings unless the VA directs a specific change in writing. A VA-directed change to protective-device settings is outside the base scope and outside the unit prices in the price schedule; it requires a separately negotiated bilateral modification to the contract before the contractor performs the change.

12.0 Outage Planning, Coordination, and Access

1. Outages are requested and approved through the Atlanta VA Health Care System Utility Outage Request process. The contractor shall submit the current Utility Outage Request form to Engineering Service at least 15 working days before the requested outage date. Outages are approved at the discretion of the Chief Engineer or other authorized VA authority. The VA retains final control over the timing of outages that affect patient care.

1. The COR coordinates outage scheduling between the contractor and Engineering Service and facilitates site access. The COR does not approve scope or price, does not authorize additional work, and does not unilaterally grant outages.

1. The contractor shall provide Engineering Service a rolling 30-day look-ahead of anticipated outages, updated as the schedule develops, so that affected service lines can be coordinated before the individual outage requests are submitted. The look-ahead is for planning and does not replace the outage-request requirement in item a.

1. The work is expected to require multiple outage windows at each site. Base pricing includes all work performed outside normal hours, including evenings, weekends, and Federal holidays, as necessary to complete the required testing without disrupting patient care.

1. Mobilization and cancellation: a VA-directed cancellation or delay of an approved outage that is communicated after the contractor crew has arrived on site, or after it has departed for the site on a COR-confirmed schedule, is a mobilization event. The first such event per site is absorbed at no additional charge. Each additional VA-directed cancellation after mobilization is a remobilization, compensable under the remobilization line item in the price schedule only when authorized in advance by the Contracting Officer. Delays, cancellations, and return trips caused by the contractor, and ordinary rescheduling of outage windows within the approved phasing plan, are base cost and are not compensable. Standby time within an approved outage window is included in the base price.

1. The contractor shall coordinate site access, escort, and staging with the COR and shall not create life-safety or infection-control impacts (Section 23.0).

12.1 Government Inability to Provide Planned Outages

Where the VA is unable to provide an outage that was timely requested and reflected in the approved phasing plan, the following process applies:

1. The contractor shall notify the COR in writing promptly, and in no case later than 10 calendar days after the contractor knows or should know that a planned outage will not be provided, identifying the affected assets, the requested and denied dates, and the schedule effect; the contractor and the COR shall then jointly pursue reasonable mitigation, including rescheduling within the period of performance, resequencing sites, regrouping outage windows, performing the energized portion of the work where permitted, and recording the asset in the deferred-testing register under Section 14.0.

1. Where mitigation does not resolve the effect, the COR shall refer the matter to the Contracting Officer with the documentation. The Contracting Officer alone determines any adjustment to the completion deadline and any entitlement to compensation, in accordance with the terms and conditions of the contract; only the Contracting Officer may grant a schedule extension or authorize additional compensation, and a denied or delayed outage does not by itself authorize the contractor to perform additional work or entitle the contractor to additional compensation. Failure by the contractor to submit timely written notice and supporting documentation may be considered in determining entitlement, to the extent the lack of notice prejudices the Government.

13.0 Temporary Power

Where an outage requires temporary or backup power, the VA will furnish or separately arrange it. Contractor-furnished temporary power is not part of the base scope. The contractor is not required to furnish temporary power and shall not include temporary-power generation or distribution in its base price. The contractor shall coordinate any temporary-power need with the COR during outage planning.

14.0 When an Outage Cannot Be Obtained

If a required outage for a listed asset cannot be obtained within the period of performance, the contractor shall perform the energized (visual and infrared) portion for that asset and shall record the asset in a deferred-testing register.

14.1 Deferred-Testing Register

The contractor shall maintain and submit to the COR a register listing each affected asset, its location and CLIN, the specific de-energized tests not performed, the reason the outage could not be obtained, the outage requests submitted, and the proposed reschedule date. The register is updated as items are cleared and is submitted with each Engineering Service Report.

14.2 Closeout of Deferred Testing

Any de-energized testing still open in the deferred-testing register as the completion deadline approaches shall be dispositioned before closeout. No later than 30 calendar days before the 240-calendar-day completion deadline, or earlier if it becomes apparent that a required outage cannot be obtained, the contractor and the COR shall review the register and, for each open item, either schedule completion before that deadline or refer it to the Contracting Officer for disposition. The Contracting Officer may direct completion as separately priced work ordered under the applicable unit-price CLIN, direct completion by bilateral modification, accept the item as tested to the extent performed with the balance not accepted and the allocated amount not paid, or remove the requirement by modification. Items left incomplete without a disposition are treated as not accepted.

14.3 Partial Acceptance, Progress Payment, and Withholding

Before field work begins, the contractor shall submit, and the COR shall review and approve, a schedule of values allocating each site CLIN price across the major equipment groups and between the energized and de-energized portions of the work. If the solicitation prescribes a schedule-of-values template or allocation framework, the contractor shall use it. If the solicitation does not prescribe one, the schedule of values shall at a minimum identify, for each site CLIN: each major equipment group; the count of listed assets in that group; the allocated dollar amount for the energized (visual, mechanical, and infrared) portion; the allocated dollar amount for the de-energized portion; the allocated amount for reporting and closeout; and a total that reconciles exactly to the CLIN price.

The COR may grant partial acceptance of a CLIN for work that is complete, documented, and conforming. Partial acceptance means acceptance of the identified completed portion only; it is not acceptance of the CLIN as a whole and does not waive any remaining requirement. The Government may pay for the accepted portion based on the approved schedule of values while withholding the amount allocated to any deferred de-energized testing until that testing is performed and accepted, or until the Contracting Officer issues a modification adjusting the requirement. The Government will not accept a CLIN as fully complete, or release a withheld amount, while required de-energized testing remains outstanding absent a modification. Deferred de-energized testing completed within a COR-approved reschedule is performed at no additional cost, except where the Contracting Officer has authorized remobilization compensation under Section 12.0, item e, or has made a determination under Section 12.1.

15.0 Additions, Deletions, and Unit Prices

The price schedule includes firm, pre-priced unit rates for the equipment classes most likely to change after field verification and for the individual breaker, trip-unit, and protective-relay testing that is not part of the base scope under Section 10.0, item c. These firm unit prices apply only to additions or deletions authorized by the Contracting Officer that result from field-verified quantity discrepancies against the attachments or from a Contracting Officer-directed change. The contractor shall not add to or reduce the base scope on its own field interpretation. Additions are ordered, and deletion credits are taken, only by Contracting Officer authorization. The specific unit-price items, quantities, and CLIN identification are set forth in the price schedule issued with the solicitation.

16.0 Retesting

16.1 Separately Ordered Retesting

Retesting of equipment after the VA or another party performs corrective action, where the original testing was complete and correct, is separately ordered work. It is ordered in advance by the Contracting Officer under the applicable unit-price CLIN in the price schedule and performed within the period of performance of this action. It is not included in the base CLINs and does not create an additional or optional performance period.

16.2 No-Cost Reperformance

Retesting or completion of work that is required because of contractor error, incomplete testing, or inadequate or missing documentation is not a paid item. The contractor shall reperform or complete that work, including any return trips, at no additional cost to the Government, and such reperformance does not count against any separately ordered retesting quantity.

17.0 Field Documentation

1. Record, for each asset: identification and nameplate data, location, test methods and instruments used with model and serial numbers, test data with as-found and as-left values and settings, pass or fail results, and deficiencies with recommended corrective action.

1. Maintain a deficiency log throughout performance and report discrepancies between field conditions and the reference drawings and attachments.

18.0 Reporting

1. Engineering Service Report (ESR), per work segment: for each completed building, area, or outage grouping agreed with the COR, submit an ESR within 10 business days of completing that segment, documenting the information in Section 17.0 and the current deferred-testing register.

1. Consolidated final testing and maintenance report: submit within 30 calendar days after completion of all field testing, and no later than 270 calendar days after NTP.

1. Daily field reports during performance, and immediate notice of any critical or catastrophic deficiency.

The consolidated final report shall contain, at a minimum: an executive summary; the equipment inventory as tested, cross-referenced to the asset identifiers in Attachments A, B, and C; nameplate data; the test data required by Section 17.0 with as-found and as-left settings; the infrared survey results with paired thermal and visible-light images, load conditions, and severity classifications; the deficiency log with recommended corrective actions and priorities; the deferred-testing register with its final disposition; insulating-liquid laboratory results for the Trinka-Davis transformer; and instrument calibration records covering the performance period.

Reports shall be delivered electronically as searchable Portable Document Format (PDF) files, plus the tabular test data, deficiency log, and deferred-testing register in native editable spreadsheet format. Two hard copies of the consolidated final report shall also be provided. The COR may approve reasonable variations in report format and organization that satisfy these minimum content and format requirements.

20.0 Contract Administration

20.1 Contracting Officer (CO)

The Contracting Officer is the only person authorized to award, modify, or terminate this contract, to change the scope, to authorize additions or deletions, to adjust the schedule, or to obligate Government funds.

20.2 Contracting Officer's Representative (COR)

The Contracting Officer will designate a COR in writing after award. The COR is the primary point of contact for technical coordination, outage coordination, review of deliverables, and inspection of work. The COR cannot change the scope, price, schedule, or terms of the contract.

20.3 Contractor Responsibilities

The contractor is responsible for the means and methods of performance, the safety and conduct of its personnel and subcontractors, protection of Government property, and the quality of the work. The contractor shall designate a single point of contact for the VA.

20.4 Key Personnel

The contractor shall designate a project supervisor and a lead testing technician as key personnel. Key personnel shall not be substituted without prior written notice to the COR and replacement personnel of equal or better qualifications.

20.5 Submittals

The contractor shall provide the submittals and deliverables listed in Section 19.0 at the times stated in that table. The COR-approved schedule of values is the basis for progress payments and partial acceptance under Sections 14.3 and 20.7.

20.6 Kickoff and Notice to Proceed

The contractor shall not begin on-site work until the Contracting Officer issues a Notice to Proceed and a kickoff meeting is held or waived in writing. At or before kickoff, the contractor shall confirm key personnel, the safety plan, and the proposed schedule and outage approach.

20.7 Invoicing

The contractor shall submit invoices electronically in accordance with the invoicing and payment clauses of the contract, including VAAR 852.232-72, Electronic Submission of Payment Requests, referencing the contract and applicable CLIN, the period covered, the deliverables or milestones accepted with COR acceptance dates, and a description of the services provided. Progress payments and partial acceptance are based on the COR-approved schedule of values (Sections 14.3 and 19.0); the amount allocated to deferred de-energized testing is withheld until that testing is performed and accepted, or until the Contracting Officer modifies the requirement. Payment is tied to VA acceptance of the associated deliverables.

21.0 Inspection and Acceptance

The Government will inspect and accept the work through the COR. Work under each CLIN will be considered complete and acceptable when all of the following conditions are met:

1. The required inspection, testing, calibration, maintenance, and infrared survey have been performed on the listed equipment for that CLIN, consistent with Section 10.0 and the maintenance-level table in Section 10.1.

1. Test labels have been applied to serviced equipment and contain the minimum elements required by Section 10.0, item h.

1. The per-segment ESRs and the consolidated final report have been submitted and accepted, with complete and legible test data, as-found and as-left settings, deficiency log, and infrared findings, in the formats required by Section 18.0.

1. Deficiencies attributable to the contractor's work, including missing or unreadable data or labels, have been corrected at no additional cost.

1. Any required de-energized testing that could not be completed has been dispositioned under Section 14.0.

The COR will perform a final review of the documentation and a walk-through of the serviced areas, and will document acceptance in writing. Partial acceptance is governed by Section 14.3. The Government reserves the right to witness any test.

22.0 Warranty

The contractor shall warrant the workmanship of the testing, calibration, and maintenance services for one year from the date of Government acceptance. If, during that period, work is found to have been performed incorrectly or not in accordance with the applicable standards and this SOW, the contractor shall reperform the affected work at no additional cost. This warranty applies to the services performed and does not obligate the contractor to warrant the continued operation of VA-owned equipment that the contractor did not repair, replace, or recondition. This provision states a minimum workmanship warranty and does not limit, waive, or supersede any inspection, warranty, or remedy clause included in the contract; where this provision and a contract clause differ, the clause governs.

23.0 Safety and Hospital Operational Controls
