About this file
This is a Small Business Enterprise (SBE) Prime Self-Performance Declaration form used by the City of Dallas for contracts under the Dallas Regional Inclusive Vendor Enterprise (DRIVE) Policy. The document is specifically designed for the Southwest 96-inch Water Transmission Pipeline Project in Texas, which involves the installation of approximately 14,300 linear feet of 96-inch steel water pipe, 570 linear feet of 78-inch steel water pipe, and 30 linear feet of 54-inch prestressed concrete cylinder water pipe. The project scope includes both open cut and tunneling installation methods, cathodic protection, electrical and instrumentation systems for electrically actuated valves, and site and paving restoration. Plans, specifications, and bid proposal spreadsheets are available on Bonfire beginning Friday, March 13, 2026 prior to 4:00 p.m., with Tracey Long, PE serving as the project manager.
The declaration requires SBE prime contractors to identify and document all self-performed work, including applicable NAICS codes, work elements, and estimated contract values with corresponding percentages of total contract value. All self-performed work must meet Commercially Useful Function (CUF) requirements, meaning the prime contractor must use its own workforce, manage and supervise the work, use its own equipment or standard commercial leases, and maintain responsibility for execution. The form requires contractor certification that self-performed work complies with DRIVE Policy requirements and that commercially reasonable subcontracting opportunities were evaluated without artificially consolidating scopes to increase prime self-performance. Any changes to approved subcontractor participation require prior approval from the Business Enterprise HUB (BEH), and self-performed work will be subject to monitoring and compliance review throughout the contract term.

Under the DRIVE Policy, Small Business Enterprise (SBE) primes may count self-performed work toward the contract-specific SBE goal only when that work meets Commercially Useful Function (CUF) requirements and when the SBE firm is properly certified in the NAICS code(s) associated with the work it will perform.
This declaration confirms the SBE prime’s self-performance scope and enables the Business Enterprise HUB (BEH) staff to verify CUF compliance and appropriate NAICS certification before contract execution.
