Southwest 96-Inch Water Transmission Pipeline Project - Bid Set Specifications
This document comprises technical specifications and bid set materials for the City of Dallas Water Utilities for the Southwest 96-Inch Water Transmission Pipeline Project, a major water infrastructure installation connecting Summit Ground Storage Tank to US Highway 67. The project involves installation of approximately 14,300 linear feet of 96-inch steel water pipe, 570 linear feet of 78-inch steel water pipe, and 30 linear feet of 54-inch prestressed concrete cylinder pipe using combined open cut and tunneling methods, along with cathodic protection systems, electrical and instrumentation work, valve actuator controls, and site restoration. The contract (26-003) encompasses multiple construction disciplines across five volumes of specifications covering pipe installation, tunneling through varying ground conditions using hand mining, tunnel boring machines, microtunneling, and pipe jacking methods, as well as comprehensive electrical systems including power distribution, motor controls, lighting, grounding, surge protection, and process control systems. Contractors must demonstrate substantial experience with minimum five previous projects installing carrier pipe 72 inches or greater in diameter, with documented completion of similar complexity work within the past ten years. Plans, specifications, and bid proposal materials are available through the Bonfire procurement platform beginning March 13, 2026, with the project manager identified as Tracey Long, PE.
The specifications establish rigorous contractor qualification requirements including minimum experience thresholds, professional engineering certifications, and documented performance on comparable projects. Contractor responsibilities encompass all costs for materials, labor, equipment, permitting, inspections, testing, and project management within the contract schedule, including costs for utility coordination, temporary facilities, dewatering, and restoration. The project requires coordination with multiple municipal water systems (Cedar Hill, Grand Prairie, Duncanville) with strictly limited shutdown windows for critical operations (generally three to four days during winter months, excluding holidays) and established penalties for exceeding authorized shutdown durations. Electrical work must comply with National Electrical Code standards and includes a comprehensive Power System Study with short circuit analysis, protective device coordination, arc flash hazard assessment, and load flow studies prepared by a licensed Texas professional engineer using SKM Power*Tools software. The specifications mandate quality control programs, independent materials testing, factory and field testing for all equipment, manufacturer certifications, extended warranties, and operations and maintenance documentation, with no changes to contract price or schedule permitted for submittal delays or non-conforming work corrections.
