About this file
This is a Small Business Enterprise (SBE) Subcontractor Intent Form issued by the City of Dallas Business Enterprise Hub (BEH) for the Southwest 96-inch Water Transmission Pipeline Project located in Texas. The form documents the prime vendor's commitment to subcontract with a certified SBE for specific goods, services, or work elements on the project. The project involves the installation of approximately 14,300 linear feet of 96-inch steel water pipe, 570 linear feet of 78-inch steel water pipe, and 30 linear feet of 54-inch prestressed concrete cylinder water pipe using open cut and tunneling methods, along with cathodic protection, electrical, instrumentation and controls for electrically actuated valves, and site and paving restoration. Plans, specifications, and bid proposal spreadsheets are available on the Bonfire platform at https://dallascityhall.bonfirehub.com/ as of Friday, March 13, 2026, prior to 4:00 p.m., with Tracey Long, PE, serving as the Project Manager.
The form requires the SBE subcontractor to be currently certified by an approved agency such as the DFW Business Council, North Central Texas Regional Certification Agency, or Women's Business Council SW, with a valid certification number and expiration date that must remain current throughout the contract duration. The SBE vendor must perform work within its certified NAICS code(s) under a Commercially Useful Function using its own workforce and supervision, with only such work counting toward the SBE participation goal specified in the solicitation. Any reduction, substitution, or reallocation of the subcontractor's scope, value, or percentage participation requires prior BEH approval, and failure to comply with DRIVE policy requirements may result in adjustment of SBE participation credit or other contractual remedies. Both the prime vendor and SBE subcontractor must certify the accuracy of the information and their commitment to the stated participation terms, subject to BEH approval and compliance monitoring.
