About this file
This is a Past Commitment and Engagement Score evaluation form for the City of Dallas used to assess vendor qualifications for the Southwest 96-inch Water Transmission Pipeline Project in Texas. The form requires respondents to provide historical performance data on three relevant projects completed within the last five years, including final subcontracting percentages achieved under certified small business, minority/women-owned business, disadvantaged business, or other certified subcontracting programs. The project involves installation of approximately 14,300 linear feet of 96-inch steel water pipe, 570 linear feet of 78-inch steel water pipe, and 30 linear feet of 54-inch prestressed concrete cylinder water pipe using open cut and tunneling methods, along with cathodic protection, electrical systems, instrumentation and controls, and site restoration. Plans, specifications, and bid proposal spreadsheets are available on the Bonfire platform as of March 13, 2026, with Tracey Long, PE, serving as the project manager.
The evaluation criteria under the DRIVE Policy allocate points across multiple categories: three points for past subcontractor utilization performance, two points for documented engagement efforts including formal mentor-protégé program participation and active involvement with Dallas-based industry organizations supporting small business development, and one point for demonstrated timely payment practices to subcontractors on recent projects. Respondents must provide supporting documentation for all claims, which the City may verify through direct contact with listed project owners and subcontractors. Documentation requirements include mentor-protégé agreements, program enrollment letters, event records, sponsorship certificates, and payment reports demonstrating consistent timely payment practices. All submissions require certification by an authorized officer confirming the accuracy and completeness of information provided, with acknowledgment that false or misleading submissions may result in response rejection or other remedial actions.
