The project involves the installation of approximately 14,300 linear feet of 96-inch steel water pipe, 570 linear feet of 78-inch steel water pipe, and 30 linear feet of 54-inch prestressed concrete cylinder water pipe using open cut and tunneling methods. Additional work includes cathodic protection systems, electrical infrastructure, instrumentation and controls for electrically actuated valves, and site and paving restoration. Plans, specifications, and bid proposal spreadsheets are available on the Bonfire platform at https://dallascityhub.bonfirehub.com/ beginning Friday, March 13, 2026 prior to 4:00 p.m. The project manager is Tracey Long, PE.
The form addresses reciprocity requirements under Texas Government Code Section 2252.002, which mandates that nonresident bidders must submit bids at amounts lower than the lowest resident bidder by the same percentage that resident bidders would be required to underbid nonresident bidders in their home states. Nonresident bidders must complete Section A of the form, identifying their state of principal business and the required percentage underbid, with failure to do so resulting in automatic disqualification. Resident bidders must complete Section B. This reciprocity requirement does not apply to contracts involving federal funds.

VENDOR COMPLIANCE WITH RECIPROCITY ON
NON- RESIDENT BIDDERS
Texas Government Code Section 2252.002 provides that in order for nonresident bidders to be awarded a governmental contract, the bidder must bid projects for construction, improvements, supplies, or services in Texas at an amount lower than the lowest Texas resident bidder by the same amount that a Texas resident bidder would be required to underbid the nonresident bidder in order to obtain a comparable contract in the nonresident bidder’s state. A nonresident bidder is a person, including a contractor, whose principal place of business or corporate office is outside of the state of Texas.
This requirement does not apply to a contract involving Federal funds. The appropriate blanks in Section A must be filled out by all nonresident bidders in order for your bid to meet specifications.
The failure of a nonresident bidder to do so will automatically disqualify that bidder. Resident bidders must check the blank in Section B.
A. Non-resident vendors in ________________________(give state), our principal place of business, are required to be ____________percent lower than resident bidders by state law.
A copy of the statute is attached.
Non-resident vendors in ________________________ (give state), our principal place of business, are not required to underbid resident bidders.
B. Our principal place of business or corporate office is in the state of Texas:______________.
