About this file

This is an SBE Utilization Plan and Commitment to Local Economic Impact form (BEH-FRM-605.SAW) developed by the City of Dallas for the Southwest 96-inch Water Transmission Pipeline Project. The project involves installation of approximately 14,300 linear feet of 96-inch steel water pipe, 570 linear feet of 78-inch steel water pipe, and 30 linear feet of 54-inch prestressed concrete cylinder water pipe using open cut and tunneling methods, along with cathodic protection, electrical, instrumentation and controls for electrically actuated valves, and site and paving restoration. Plans, specifications, and bid proposal spreadsheets became available on the Bonfire platform on Friday, March 13, 2026, prior to 4:00 p.m. The project is managed by Tracey Long, PE.

The form requires respondents to document Small Business Enterprise (SBE) participation commitments and plan team composition, with scoring allocated across multiple evaluation criteria: four points for meeting the established contract-specific SBE goal, two additional points for exceeding that goal by at least 5%, two points for first-time contracting with new SBE partners or as a first-time SBE prime, three points for local workforce impact (evaluated separately through form BEH-FRM-604.SAW), two points for local supply chain usage within Dallas or the Dallas-Fort Worth-Arlington Metropolitan Statistical Area, and one point for local community impact through training, internship, apprenticeship, or community partnership activities. All proposed subcontractors must perform a Commercially Useful Function and cannot serve as pass-throughs or administrative conduits. No vendor substitution is permitted without prior submission of revised forms and written approval from the City of Dallas Business Enterprise Hub. Respondents must provide detailed team composition tables including company names, addresses, NAICS codes, contact information, estimated contract values, and percentage allocations.
