About this file
This is a key personnel information submission document for the Southwest 96-inch Water Transmission Pipeline Project, a capital infrastructure project managed by the City of Dallas, Texas. The project encompasses installation of approximately 14,300 linear feet of 96-inch steel water pipe, 570 linear feet of 78-inch steel water pipe, and 30 linear feet of 54-inch prestressed concrete cylinder water pipe using open cut and tunneling methods, along with cathodic protection systems, electrical components, instrumentation and controls for electrically actuated valves, and site and paving restoration. Plans, specifications, and bid proposal spreadsheets became available on the Bonfire procurement portal on Friday, March 13, 2026 prior to 4:00 p.m. The project manager is Tracey Long, PE.
Offerors must submit a project organization chart identifying proposed key personnel and alternate candidates for the roles of Project Manager, Superintendent, Quality Manager, Commissioning Manager, and Safety Manager, along with documentation of the relationships between the prime contractor and any subcontractors and suppliers. If any key personnel are assigned to multiple roles, offerors must provide a written narrative detailing the time allocation percentage for each function, relevant qualifications for each role, and clarification regarding whether the individual will be dedicated solely to this project or divided among other assignments.
