About this file
This document is Amendment 0004 to Solicitation 47PB5126R0008, issued by the General Services Administration (GSA) PBS Office of Acquisition Management on May 29, 2026. The amendment modifies a design-bid-build construction solicitation for the Alburg Springs Land Port of Entry (LPOE) project and does not extend the proposal due date of June 15, 2026. The amendment provides three primary items: (1) Requests for Information (RFIs) and corresponding government responses addressing 30 contractor inquiries; (2) Document 17—the 2023 Land Port of Entry Design Standard; and (3) Document 18—the PBS Core Building Standards Memorandum dated February 24, 2025.
Key RFI responses clarify critical solicitation requirements: the project is fully designed with separate AE and Construction Manager-at-Risk firms already under contract, meaning offerors are competing to provide construction services only. Offerors may use past performance examples from alternative delivery methods (such as design-build projects) if they meet the defined criteria. The technical proposal page limit has been increased to 60 pages to accommodate schedules and CPARS evaluations that are not excluded from the page count. Representations and Certifications, bid bonds, Subcontracting Plans, and Form 527 should be included in the price proposal PDF file. The Small Business Subcontracting Plan is required from the apparently successful offeror prior to contract award, not with initial proposals. RFI responses also address specification clarifications, HVAC equipment selections for rectangular ductwork, and confirm that proposals are due Monday, June 15, 2026, with RFI responses due by June 1, 2026.

This proposal is to provide a design build team or is the project already designed? I just saw an architect and CM firm listed in some of attachments, so I am wondering if the RFP is just for subcontractors.
The solicitation intends to hire a construction contractor using the design-bid-build method. The project has already been designed, with an AE firm and CMa firm already on contract
We have been unable to download all of the documents, as access appears to be restricted for some of them. After reviewing the available information, could you please clarify whether the project design has been fully completed and the design team is under a separate contract? If not, will the contractor be responsible for engaging a design team?
The solicitation intends to hire a construction contractor using the design-bid-build method. The project has already been designed, with an AE firm and CMa firm already on contract. To access the controlled documents, you must submit the signed Attachment 5- Proprietary Information Agreement and the official request by clicking on each controlled document to proceed. As a reminder, if you have been assigned a Viewer Role, you won’t be able to request the documents. You will need to be assigned a Data Entry role by the Sam.gov administrator of your company when you first set up your Sam.gov account. This will not come to the government or an administrator of the Sam.gov site that will go directly to your company administrator that established when you created your Sam.gov account.
03 Are there drawings available?
Yes. There are two sets of drawings and both are controlled. Attachment #11. VT0551BS-AS-100CD and Attachment #12. 65% CD Driveway extension
Addendum 01 (Amendment 13) identifies Monday, May 18 at 12:00 PM as the deadline for RFIs. This deadline differs from the clarification timeline stated in the original solicitation, which noted that “Prospective Offerors should submit such requests not less than 15 calendar days prior to the date set for receipt of offers.”
To allow sufficient time for a thorough review, we respectfully request that the RFI deadline be aligned, at a minimum, with the original requirement of 15 calendar days prior to the proposal due date. Our preference, however, would be to extend the question period to seven (7) days prior to submission.
Amendment 002 revised the date for RFI responses from May 18, 2026 to June 1, 2026.
The Specifications document titled “10. Alburg Springs LPOE Specifications 2026-02-06” contains 7,079 pages and includes four slightly different versions of the specifications and appendices. To avoid referencing incorrect or inconsistent information, please provide a single, complete copy of the specifications and appendices.
The revised specification was uploaded with solicitation Amendment 003 (Addendum 1 Alburg Springs Specifications -Revised 2026 05 18)
The Basis for Evaluation indicates that “Similar Projects” are defined as projects delivered under a general contracting/design-bid-build delivery method.
Can the Owner confirm whether projects delivered under alternative methods - such as Construction Manager at Risk (CMAR) - will be considered acceptable and evaluated as relevant experience, provided they demonstrate comparable scope, complexity, and Construction Phase Services? Or will only projects completed under the design-bid-build (DBD) delivery method be considered responsive to this requirement?
Yes, similar projects delivered under alternative methods will be considered acceptable provided they meet the definition on page 8 of the Solicitation
In Section “II.C. Price Proposal” of the Solicitation file, the first sentence under “(1) Contents” starts with:
“The Price Proposal shall consist of the SF 1442 and the Agreement, with prices and/or rates indicated for each price element…” Regarding “the Agreement” is this sentence instructing offerors to include in their price proposals a copy of the 50-page solicitation PDF file named “3. Agreement 2026 04 15”? There does not appear to be any portion of The Agreement for offerors to sign or complete.
No, Offerors do not need to include the Agreement with their initital proposal
For the two example projects required for Factors 1 and 3, will GSA accept a project performed by a sister company of the offeror (subsidiaries owned by the same parent company who share executive leadership, follow similar policies and procedures for business operations, and utilize the same business management systems) if the offeror’s proposal demonstrates that the sister company will provide meaningful involvement on the contract? That is, can one project come from the offeror and the other project come from a sister company?
The Government will evaluate past performance in accordance with Factor 3 of the solicitation. The Government may consider past performance information from a variety of sources, including those related to team members, parent companies, subsidiaries, or affiliates identified in the offeror’s proposal. However, the solicitation does not provide for the submission of affiliate projects in lieu of the offeror’s required Similar Projects. The extent to which any such information is considered, and the weight it is given, will be determined by the Government based on its relevance to the effort.
For Section 5.1.2, Relevant Past Performance, will the government recognize relevant past performance of sister companies (subsidiaries with the same parent company who operate under a shared executive leadership structure and common business systems and established standard operating procedures) where the offeror demonstrates, in a document signed by authorized representatives of both the offeror and the sister company, that the sister company will have meaningful participation in contract performance? See response to RFI #8
In the “Definitions” section (page 8) and elsewhere in the solicitation, a “similar project” is defined as a design-bid-build (delivery method) project. Since the construction phase of a design-build (DB) project requires all the same construction and administrative requirements that a design-bid-build (DBB) project does, it is unclear why an otherwise relevant DB project would not also qualify as a “similar project.”
For general contractors, DB projects construction projects are typically more complex than DBB projects are. Can relevant DB construction projects be used as “similar project” examples? Note that further down on page 8, the Factor 1 “Description” reads: “This factor will measure the number of opportunities the offeror has had in providing design phase services and construction services on similar projects.” Although the Alburg Springs project is fully designed, it seems that DB project examples (as well as DBB examples) would align with the Factor 1 description. See response to RFI #6
The last paragraph on page 7 of The Solicitation reads:
“Note: The PBS Past Performance Questionnaire(s) are excluded from the page limitation.” Since either PPQs or CPARS evaluations can be used for Factor 3, can CPARS evaluations also be excluded from the page limitation?
CPARS submitted for past perfromance are not excluded from the page limitation for the technical proposal. The technical proposal page limitation is increased to 60-pages.
Is the schedule included in the 45-page limit for the technical proposal?
The schedule is not excluded from the page limitation for the technical proposal. The technical proposal page limitation is increased to 60-pages.
13 Are there any minimum sizes for margins or text? The standard page 8.5”x11” or electronic equivalent
Can the schedule be presented on pages sized 11” x 17”? Yes
Page 7 of The Solicitation notes that “The Technical and Price proposal must be submitted as separate Portable Document Format (PDF) attachments in an email.” How would the GSA prefer that offerors transmit their Representations and Certifications, bid bond, Subcontracting Plan, and Form 527? Should these be included in the Price Proposal PDF file or should they be separate email attachments?
These documents should be included in the price proposal PDF file
Information on the two example similar projects that is presented in Factor 1 does not need to be repeated in Factor 3, correct? Correct
Page 39 of The Solicitation reads: “A Small Business Subcontracting Plan, as required under FAR 52.219-9 (GSA Class Deviation RFO-2025-19), is required to be submitted with offers.” If an offeror is a small business (<$45M), is this requirement applicable?
52.219-9 (a) reads: “This clause does not apply to small business concerns.”
The plan is required from the apparently successful offeror prior to contract award, not with the initial proposal.
M-100 note #1 indicates to use Greenheck ABD automatic balancing dampers. From the cut sheet for these dampers. It appears to me, this is the wrong type needed, as the ducts shown are mostly rectangular.
Please advise on a more suitable model selection for rect. Ductwork.
The automatic balancing dampers are only available in round configurations. Greenheck offers Model ABD-T, the same product with an adapter plate for square connections. Alternatively, transitions may be used to connect to the specified product.

Refer to document 8. Tips op Preparing a Subcontracting Plan. The first page of the section states, "Subcontracting plans are required from “other than small businesses” for acquisitions that meet the threshold established in paragraph (a)(1)(i) of FAR 19.702, Statutory requirements.1 . Please confirm this project does not have any Minority/Veteran/Small/Disadvantaged Business participation goals or requirements.
The plan is required from the apparently successful offeror prior to contract award, not with the initial proposal. Please see GSA's subcontractor small business goals https://www.gsa.gov/small-business/get-started
Refer to document 8. Tips op Preparing a Subcontracting Plan. Step 5 of the document indicates the statutory requirements outlined in the Small Business Act include the following goals: 23% SB, 5% SDB, 5% WOSB, 3% SDVOSB and 3% HUBZone.
Please clarify, do these participation goals apply? See response to RFI #26
Please confirm a Subcontracting Plan, if required, will be requested from the apparent low bidder, post bid.
The plan is required from the apparently successful offeror prior to contract award, not with the initial proposal.
Please clarify. Does the acronym CBP’s POR refer to Customs and Border Protection’s Port of Responsibility/Program of Record? Program of Requirements
Please clarify - how and when will results of the submission be communicated with bidders?
The GSA will send an unsucessful letter to offerors not awarded the project.
