About this opportunity
The General Services Administration's Public Buildings Service seeks a design-bid-build construction contractor for repair, alteration, and driveway extension work at the Land Port of Entry in Alburg Springs, Vermont, with proposals due July 27, 2026 at 2:00 PM EST.
This is an open competition (no set-aside). Place of performance is Alburg, Vermont. The project modernizes a 1937 National Register of Historic Places facility to current standards per GSA PBS Core Building Standards and Customs and Border Protection 2023 Land Port of Entry Design Standard. Major scope includes gates and guardrails for passenger and commercial lanes, a new officer inspection booth, complete interior renovation with new floorplan, upgraded mechanical/electrical/plumbing and security systems, and a driveway extension to address security challenges from local residential traffic. The port will remain fully closed during all construction.
The estimated price range is $5,000,000 to $10,000,000 firm fixed price. Contract performance spans approximately 13 months (July 3, 2026 through August 31, 2027), with substantial completion required within 396 calendar days and full completion within 30 days thereafter. Liquidated damages are $3,416.69 per calendar day for delays past substantial completion. The driveway extension is a fixed-price option exercisable within 90 days of award. A bid guarantee of 20 percent of bid price or $3,000,000 (whichever is less) is required, along with performance and payment bonds due within 7 calendar days of award.
Evaluation uses a trade-off methodology where four equally weighted non-price factors (25% each) significantly outweigh price: experience on similar projects completed within five years (minimum $7.5 million value, 10,000+ square feet, involving construction or major renovation in occupied or historic facilities with MEP and life safety components); management and technical approach in project management planning; past performance on similar projects; and qualifications of key personnel (Project Manager and On-site Superintendent). Technical proposals are limited to 60 pages. Offerors must provide past performance questionnaires, representations and certifications, SF 24 bid bond, small business subcontracting plan (required from apparently successful offeror pre-award, not with initial proposal), and GSA Form 527. Davis-Bacon prevailing wages apply per Wage Determination VT20250027 for Grand Isle County; weekly certified payroll on Form WH-347 is required. Personnel on-site for six months or longer must obtain HSPD-12 clearance; all personnel require Enter on Duty clearance. Comprehensive insurance is required including $5,000,000 commercial general liability per occurrence and $1,000,000 per person auto liability. A pre-proposal conference was held May 6, 2026. Amendments 1–8 have been issued as of July 14, 2026, with the most recent providing updated RFI responses and revised construction drawings and specifications dated July 10, 2026. NAICS 236220; PSC Y1AZ.
