1. 2/22/2024 5/6/2024 Sheet 50-AQ101.1, Equipment Legend indicates JSN X5700 – Radiographic Unit, Non-Tilt Table, JSN X6196
– Injector, CT, and JSN X6240 – Radiographic Unit, CT as all “VC” (VA Provided / Contractor Installed. Typically, these radiographic equipment assemblies are purchased and installed by the VA Vendor in order to secure the manufacturer warranty. Will the VA clarify whether these units will be installed by the VA Vendor or by the Contractor? If these equipment units are to be installed by the Contractor, we must have the contact information provided by the VA so the Contractor can contact the Vendors for the installation work that they perform.
HCHT equipment is typically installed by the Vendor contracted through the VA – Contractor will be responsible for the room preparation and incoming utilities for such equipment. When vendor and VA select and procure equipment, detailed room preparation requirements will be verified.
2. 2/22/2024 5/6/2024 Medical Headwalls are called out on Sheet 50- A501. The VA Architect has only provided a headwall “Basis of Design” for Modular Services Company but have not provided a corresponding Specification Section for these Patient Headwalls. Unless the VA has a J&A for a Sole Source to Modular Services Company, will the VA provide a Specification Section for the Patient Headwalls?

3. 2/23/2024 5/6/2024 Sheet 50-MH101.2 depicts a large cross-hatched area to the west of Area 2 existing of existing space that will require HVAC pre-reads and final balancing. Will the VA clarify which phase this work outside the limits of construction will be performed in?
The existing space to remain, west of area of work, will need to be pre-tested prior to starting any work associated with AHU-1 in mechanical room – 147 (phase 2) . After every phase, balance this space to the cfms indicated on drawing MH101.2, balance AHU to the schedule on sheet MCD101. At the end of phase 5 (final phase) perform a final balancing with new fans for the entire system.
4. 2/23/2024 5/6/2024 Will the VA clarify if any interior or exterior signage will be required for this project? A search of the Drawings does not provide any depictions of signage. If signage will be required for this project (door numbers, direction finding, etc.) will the VA please provide drawings of the signage required and a corresponding Specification Section?
Signage to be provided by VA
5. 2/27/2024 5/6/2024 I am emailing to obtain a copy of the pre-bid sign in sheet/bidders list for the above referenced project; we are an expansion joint manufacturer and would like to provide materials quotations to potential bidders.
Can you please let me know if you are not the correct point of contact?

6. 3/5/2024 5/6/2024 Wage Decision AZ20240040 issued for this solicitation does not contain a category for mechanical HVAC insulator. Will the VA provide a wage rate for this trade?
Executive Order 14026 generally applies to the contract.
The contractor must pay all covered workers at least $17.20 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing the contract in 2024.
The applicable Executive Order minimum wage rate will be adjusted annually. If this contract is covered by one of the Executive Orders and classification considered necessary for performance of work on the contract does not appear on this wage determination, the contractor must still submit a conformance request.
Additional information on the contractor requirements and worker protections under Executive Orders is available at http://www.dol.gov/whd/govcontracts.
7. 3/18/2024 5/6/2024 Sheet 50-A601, Door & Frame Schedule, Door 1V1A: This door is drawn as a 6 panel, full breakout door, but the Notes on the door schedule calls out for it to meet blast design. To the best of our knowledge there is no manufacturer that makes a telescopic “blast rated” door. Additionally, “blast rated” doors cannot break out. Furthermore, our 4 panel “blast rated” door has a hard dimension of 96” in height, and a minimum width of 152”. Lastly, to accurately quote this, we will need the charge weight, and the standoff distance. Will the VA clarify this door issue?
The note refers to Blast Design Specification 08 56 53. With-in that specification the performance requirements for Exterior Sliding Doors is to have laminated glazing. Section (2.1.E.3) Basis of design for Stanley Dura-Glide Telescopic 5200 has break-out capabilities and is noted with a 7’-8” Head Height.
Refer to Blast Design Specification 08 56 53 for any additional information.

10. 3/18/2024 5/6/2024 Specification Section 08 80 00, Glazing, Switchable Privacy Glass: After talking with our privacy glass supplier, he said that the spec is antiquated and there are some things in the spec that are not used anymore.
Nobody has used panel edge trim in well over a decade, and our door system does not allow for 6' pigtails, flexible steel conduit, or threaded fittings. Those items are for architectural installation within walls and ceilings.
We can provide an updated spec if you would like. Will the VA clarify this issue?
Revised Specification 08 80 00 Glazing is provided.
11. 3/18/2024 5/6/2024 Specification Section 28 05 00, Part 2.2-C-7 – Equipment Items states that a Class III Ballistic Level Service Window shall be installed in the wall next to the main entrance of the Access Control System. Per the Window Schedule on Sheet 50-A605, there is a window type SG-1 Security Glass per UL 752 Level 3 called out on the Glazing Types list, but that window type was not assigned to any of the new windows in the Schedule and this type of window does not appear on the drawings. Will the VA clarify if this window will be required for this project and if so, provide a revised drawing and window schedule?
This window is required to be installed in Security Station 1002. Refer to drawing 1/50- A101.1 for location.

17. 3/18/2024 5/6/2024 Will the VA clarify if the Contractor’s Site Superintendent, if duly qualified, may also serve in the roles of SSHO and CQC, or will the VA require a separate individual for either of those two roles?
The SSHO is a separate individual. The superintendent and the CQC can be the same person. See spec section 01 45 00 paragraph 3.4.A.

18. 3/18/2024 5/6/2024 Specification Section 01 00 00, Part 1.31 requires the Contractor to hire an outside Commercial Photographer with documented 3-year experience in indexing/navigation, to document the construction progress for this project. As this will add significant cost to the project, will the VA clarify if a commercial photographer must be hired by the Contractor, or will “in-house” photographic documentation be accepted?
Delete Paragraphs 1.29 through 1.32.
Add Paragraph 1.24 Historic Preservation to read “Where the Contractor or any of the Contractor’s employees, prior to, or during the construction work, are advised of or discover any possible archeological, historical and/or cultural resources, the Contactor shall immediately notify the COR verbally, and then with a written follow up.”
Revised specification 01 00 00 is provided.
19. 3/18/2024 5/6/2024 Specification Section 01 45 00, Part 3.4-A & C requires the Contractor to retain additional specialized individuals who must be present at all times during work in these individual’s specific area of responsibility. For this project, this requirement would mean the Contractor must retain a Civil Engineer, a Structural Engineer, an Architect (or Const. Professional with 5 years’ experience), a Mechanical Engineer, an Electrical Engineer, and an Environmental Engineer, all to be present onsite during activities in their respective areas of responsibility. Since the hiring all of these Architects/Engineers, and having them onsite during any work taking place in their respective areas of expertise, will add significantly sky-high costs to this project, will the VA clarify whether this will be a requirement for this project?
Yes. It’s a requirement.
20. 3/18/2024 5/6/2024 Will the VA clarify if the HEPA filtered exhaust from the ICRA negative pressure containment areas may be exhausted through existing facility exhaust ductwork where available?
No. It must be exhausted through an exterior wall or window per the latest VA ICRA requirements.
