QUESTIONS AND ANSWERS

1. RFI #1 Question: Spec Section 01 91 00 has conflicting information on who is to hire the Commissioning Agent. The first paragraph states that the prime contractor is to hire the commissioning agent, 1.8 states the VA wild the Commissioning Agent. Please advise.

Answer: The prime contractor must hire a 3rd party commissioning agent.

2. RFI #2 Question: Attachment XVII calls out level II icra for the entire project.

Can the Government please confirm if this is correct?

Answer: Revised PCRA/ICRA worked through, primarily II, some level III.

3. RFI #3 Question: Reference previous RFI 1: If other classes of ICRA other than class II apply. Can the government please provide location and class?

Answer: Revised PCRA/ICRA worked through, primarily II, some level III.

4. RFI #4 Question: The information on who is to hold the contract for the commissioning agent is conflicting. Can the government please clarify if the GC or the government is to hold the contract with the commissioning agent?

Answer: See RFI #1 answer.

5. RFI #5 Question: Can the SSHO be "dual hatted" and perform both the SSHO and the superintendent roles?

Answer: Yes, the superintendent and SSHO can perform both roles.

6. RFI #6 Question: Is asbestos removal or remediation within the scope of this project? If yes, can you please provide specs, location, types and amounts?

Answer: No asbestos anticipated.

7. RFI #7 Question: Is lead based paint remediation within the scope of this project? If yes, can you please provide location and amounts?

Answer: No lead-based paint remediation anticipated.

8. RFI #8 Question: Where will a lay down yard be located for dumpster and conex?

Answer: Laydown space will be given and reduced at the discretion of the

COR based on availability.

9. RFI #9 Question: Can the VA provide a location for an office I.E. space in a mechanical room or vacant area to house SDS, job posters and room for portable desk? If no, where could a job site office trailer be located?

Answer: Office spaces will not be provided interior to the hospital. If available a trailer can be placed in laydown space. Refer to RFI 8.

10. RFI #10 Question: 22. "ALL PNEUMATIC BASED CONTROLS SHALL BE

REMOVED. THE MAJORITY OF THIS WORK IS SHOWN. COMPLETELY

REMOVE ENTIRE SYSTEM." What is the extent of work not shown?

Answer: Remove the pneumatically controlled equipment and the pneumatic controls back to active pneumatic mains. Keep compressors on the 10th floor, remove all others.

11. RFI #11 Question: 7. "approximate number of devices shown to assist with bidding.....Will any discrepancy in quantities shown be addressed as a latent condition and a CO issued?

Answer: Any unforeseen conditions shall be submitted as an RFI.

12. RFI #12 Question: C. PROVIDE PREVENTATIVE MAINTENANCE ON ALL

DAMPERS AND ACTUATORS. CLEAN, LUBRICATE AND ENSURE SMOOTH

OPERATION OF DAMPERS AND ACTUATUORS. VERIFY DAMPER IS

CLOSING AND SEALING SHUT. REPLACE ANY WORN DAMPER SEALS.

REPLACE ANY ACTUATORS NOT FUNCTIONING PROPERLY. As it is not possible to know how many actuators will need replacement or the make and model required. Would the government provide an allowance to be included in our bid to cover this scope with any plus or minus addressed with a modification?

Answer: Drawings will be revised to require inspection and documentation of worn damper seals and non-functioning actuators. No allowances are allowed.

13. RFI #13 Question: 1."DIAGRAM AND SEQUENCE OF OPERATION IS

INFORMATION FROM ORIGINAL SHOP DRAWINGS AND IS FOR

REFERENCE ONLY." Is the only work being done to/at the is described in scope of work notes and all notes on diagram directing work are to be ignored I.E. “cooling coil to be moved after heating coil. Extend wiring to new location of cooling coil." ?

Answer: That is correct, the only work to be done is described in scope of work notes and all notes on diagram directing work are to be ignored.

14. RFI #14 Question: 5."REMOVE EXISTING PNEUMATIC CONTROLS

COMPRESSOR AND ASSOCIATED PNEUMATIC CONTROLS

COMPONENTS ONCE VERIFIED THAT NO SYSTEMS ARE RELIANT UPON

THESE COMPONENTS. SHUT COMPRESSOR DOWN FOR 4 WEEKS PRIOR

TO REMOVAL FOR VERIFICATION. COORDINATE CLOSELY WITH COR."

No work is shown beyond the compressor. Can the VA please provide a photo/drawing, description, location (mech room, hallway ceiling, chase etc.) , and quantities of material to be removed?

Answer: Scope of work and drawings will be changed to show remove compressors only.

15. RFI #15 Question: Can the VA clarify that all Pneumatics trunk lines should be capped and left in place due to the fact that the systems will likely still be in use after this project is concluded.

Answer: Yes, all pneumatic lines should be demoed to the trunk & shall be capped and left in place at the trunk.

16. RFI #16 Question: Can the VA clarify that all Pneumatics trunk lines should be capped and left in place due to the fact that the systems will likely still be in use after this project is concluded.

Answer: Please see RFI #15.

17. RFI #17 Question: Can the VA clarify if a site wide Niagara Supervisor with associated device counts and all necessary SMAs to support this project?

Can the VA clarify what version/brand of Supervisor would be provided and that ALL administrative software passwords, and access will be given to the VA and to the awarded contractor. Additionally, N5 is likely to be released during the duration of this project. Will the project be expected to update to the most current version of Niagara before project completion.

Answer: New site wide Niagara supervisor is required. Existing is outside of project scope. Provide the latest anticipated version, N5.

18. RFI #18 Question: When the new JACE(s) is parallelizing the existing JCI controller and moving the controls trunks into the JACE, some logic may be broken in the existing JCI controller and some communication between the JACE may be needed. Who is responsible for cleaning up the programming on the existing controller and making the connection between the JCI controller and the new JACE?

Answer: The successful contractor is responsible for cleaning up the programming on the existing controller and making the connection between the JCI controller and the new JACE.

19. RFI #19 Question: What type of cable management is approved for above ceiling work? Do all cables have to be in conduit or is J-hooks or using in place cable trays permitted.

Answer: All cables shall be in conduit as specified.

20. RFI #20 Question: For areas with brick or cement walls/ceilings, will wire molding be permitted to reach terminal equipment, specifically for radiant heat in patient rooms.

Answer: Conduit preferred, coordinate with COR.

21. RFI #21 Question: For areas that require power, is pulling off existing power supplies (that have capacity) acceptable to power new controllers.

Answer: Yes, extending power from existing supplies with capacity is acceptable.

22. RFI #22 Question: For the replacement of the pneumatics of these patient rooms.

Are both the radiant units, VAV or air side damper currently pneumatic and to be replaced? Where are the radiant heat valves currently located or where should the new controls valves be located. Speculation is that the current units are either not controlled or located in the ceiling below but could not be confirmed during the site visit. If further information and pictures could be provided that would be great.

Answer: It is assumed that both radiant units and VAVs are pneumatic controls and to be replaced with DDC. Coordinate with COR for location of valves.

23. RFI #23 Question: For the AHUs that require re-commissioning, can the VA verify that all software, passwords, and associated tools will be provided to the awarded contractor to complete this work.

Answer: All software and programing tools must be obtained by the contractor. System passwords will be provided.

24. RFI #24 Question: Can the VA confirm that all new JACE shall be version 9000 or above to prepare the site for N5?

Answer: All new JACE shall be version 9000.

25. RFI #25 Question: Where are the existing Honeywell points to be integrated into? Should they be brought into an IO module attached to the JACE or other? How many Honeywell points existing, are all Honeywell points determined to be functional now and anything known about the SOO or programming that is being accomplished on the existing Honeywell controllers?

Answer: All Honeywell must be replaced with Tridum. Drawings will be updated to reflect scope.

26. RFI #26 Question: Please provide a copy of the Site Visit Attendance Sheet.

Answer: Publishing the site visit sign in sheet is at the discretion of the

Contracting Officer.

27. RFI #27 Question: Please confirm this is not a sales tax-exempt project.

A. If sales tax-exempt, will the government provide the prime contractor with a tax-exempt certificate for use by subcontractors and vendors?

Answer: Yes…the project is tax-exempt, and a tax-exempt certificate will be provided.

28. RFI #28 Question: In the event that the bid is rescheduled/extended, will the VA please consider rescheduling it to any other day than on a Monday.

Answer: The bid due date and time is at the discretion of the Contracting Officer.

29. RFI #29 Question: If a Prime Contractor is awarded multiple projects at the same VA Medical Center location: Can the Superintendent be shared across multiple projects at the same site/location, or should they only be dedicated full-time to this project only?

Answer: No. Per specification all projects must have dedicated superintendents.

30. RFI #30 Question: Can one person serve as the Superintendent, Quality Control Manager, & the SSHO?

Answer: No. The 3rd party commissioning agent may act as the Quality

Control Manager. Superintendent can act as the SSHO but shall not act as the QCM.

31. RFI #31 Question: Is a Quality Control Manager a requirement for this project?

Answer: Yes.

A. If a QCM is required, please provide specification 01 45 00.

Answer: Yes. Specifications will be updated to reflect RFI response #31

B. Please confirm if the Superintendent can also fulfill the Quality

Control Manager (QCM) role.

Answer: No. refer to RFI 30.

C. If the Super can’t be the QCM, the average ADDITIONAL cost for a dedicated QCM is approximately $36,000 per month (salary, labor burden, per diem, housing, company vehicle, monthly return trips home, company phone, etc). We expect the onsite construction portion of this project to be 20 months long, and the bid is expected to increase by ($720,000). Please confirm a dedicated

QCM is still required.

Answer: Refer to RFI 30.

D. If the Super can’t be the QCM, is the QCM required to be onsite full-time, or can they make site visits as required for inspections?

Answer: QCM is expected to be onsite full-time.

E. If the Super can’t be the QCM and the QCM is required to be onsite full-time, should they be assigned to this project only, or can they be assigned to another project as well on the same property?

Answer: Refer to RFI 30. However, they can be assigned to another project on the same property.

F. If the Super can’t be the QCM, can a subcontractor (e.g., Terracon or a similar testing firm) fulfill the QCM role?

32. RFI #32 Question: Can the Superintendent fulfill the Site Safety & Health Officer (SSHO) role? Specification 01 35 26, 1.7 D in its reference to FAR 52.236-6, can be interpreted to mean that the SSHO can also be the Superintendent. Please confirm that the Superintendent can fulfill the Site Safety & Health Officer (SSHO) role.

33. RFI #33 Question: If the Super can’t be the SSHO, the average ADDITIONAL cost for a dedicated SSHO is approximately $36,000 per month (salary, labor burden, per diem, housing, company vehicle, monthly return trips home, company phone, etc). We expect this project to be 20 months long, and the bid is expected to increase ($720,000). Please confirm a dedicated SSHO is still required.

34. RFI #34 Question: If the Super can’t be the SSHO, is the SSHO required to be on-site full-time, or can they visit the site daily for safety inspections?

35. RFI #35 Question: If the Super can’t be the SSHO, is the SSHO required to be on-site full-time, or can they be a home office employee (e.g., Safety Director) on the prime contractor's staff?

A. If the Super can’t be the SSHO and the SSHO is required to be onsite full-time, should they be assigned to this project only, or can they be assigned to another project as well on the same property?

B. If the Super can’t be the SSHO, can a subcontractor fulfill the SSHO role?

36. RFI #36 Question: How many hours should the prime contractor and subcontractors’ budget for on-site badging, safety training, orientation, etc.?

Answer: This is a part of the general conditions of the project.

37. RFI #37 Question: Will background checks and fingerprinting be required for any scope of work related to this project?

A. If required, which scope of work and workers will it be required for?

Answer: All employees expected to be onsite for >1 month

B. If required, how long is the turnaround time for background check results?

Answer: Generally, it’s ~ 1 week. Can vary. Real IDs are required to initiate the process. Contractors can work using temporary badges while in background check process.

38. RFI #38 Question: Please confirm if tuberculosis testing is required before contractors can commence work onsite.

Answer: TB testing may be required for limited areas in this project.

39. RFI #39 Question: Please confirm if influenza vaccines are required for all contractors and subcontractors’ employees who work on the site or if masks will be required.

40. RFI #40 Question: Once awarded, will the VA provide an Administrative NTP to allow time for subcontracts to be executed, GC & Subs to work together to develop a project schedule, provide SF1413s, and prepare other Division 1 submittals?

Answer: No. An administrative Notice to Proceed will not be issued. The

Notice to Proceed (NTP) and award letter will have instructions about when certain documents are due.

41. RFI #41 Question: Once awarded, if the VA will not provide an administrative NTP, will the VA allow up to 90 days between the kickoff meeting and the NTP?

Answer: No. Once the Notice to Proceed is signed, the project officially begins. The PoP includes time for administrative work.

42. RFI #42 Question: Are any ICRA barriers required?

Answer: Refer to ICRA.

43. RFI #43 Question: Are there specific door size requirements for the ICRA walls?

We ask this because the standard VA specification is a minimum of 2.1m (seven feet) tall, which is not an industry standard height and would require a custom fence to be made at that height. Alternatively, an 8’ high fence generally tends to blow over even with sandbags on the bases when the fabric is required to be fastened to the fence, since 8’ tall panels with fabric have to potential to cause damage to property and injury to personnel, we strongly recommend using 6’ tall temporary construction fencing.
