SITE VISIT INFORMATION
52.237-1 SITE VISIT (APR 1984)
Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

SUBMISSION OF OFFERS
Submissions need to be signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF1449, letterhead stationery, or as otherwise specified in the solicitation. Offers must be submitted electronically.
Send completed offers to the Contract Specialist at Clinton.E.Russell@usace.army.mil and the
Contracting Officer at Nadine.L.Catania@usace.army.mil. The offer shall consist of one (1) pdf document not to exceed twenty-five (25) pages. The price worksheet, cover page, amendment acknowledgements, and/or any representations or certifications will not count towards the 25-page limit. The Government may not review any additional pages after twenty-five (25).

As a minimum, offers must include with their proposal:
(1) The solicitation number, W9128F25QA010.
(2) The name, address, federal tax identification, email, and telephone number of the offeror.
(3) Names, title, email, and telephone number of persons authorize to negotiate and sign the proposal.
(4) All required Past Performance, Project Work Pan, and Price information as stated in FAR 52.212-
2, Evaluation – Commercial Items
(5) A statement specifying agreement will all terms, conditions and provisions included in the solicitation. Offers that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration, and
(6) Acknowledgement of all Solicitation Amendments, if applicable.
Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers.
State and Local Taxes:
The contractor is responsible for investigating applicable federal, state, and local taxes and any specific exemptions that may exist and includes applicable Value-Added Taxes (VAT), sales, use, and excise taxes. See FAR 52.229-3 Federal, State, and Local Taxes.
The U.S. Army Corps of Engineers is exempt from paying state and local taxes per Title 4 United
States Code 104 - 107. The U.S. Army Corps of Engineers Tax ID Number is 62-1642142.
Contractors performing services for the U.S. Army Corps of Engineers are not exempt from state and local taxes in transactions with vendors, suppliers or subcontractors.
INFORMATION FOR MODIFYING QUOTES
If a contractor needs to modify its quote, the contractor shall send the revised offer by e-mail before the date submitted within Block 8 of the SF 1449 or Block 14 of the most recently issued SF 30 applicable.
ARITHMETIC DISCREPANCIES
Any clerical mistake, including arithmetic discrepancies in a quote, will be handled according to FAR
14.407-2. Any clerical error, apparent on its face in the offer, may be corrected by the contracting officer before award, but only after first obtaining the contractor verification of the quote intended.
The following are examples of mistakes that may be fixed:
(1) Obviously misplaced decimal points;
(2) Discrepancies between unit price and extended price (unit price will govern);
(3) Apparent errors in extension of unit prices;
(4) Apparent errors in addition of lump sum and extended prices.
BASIS FOR AWARD
Per FAR 52.212-2, Evaluation – Commercial Products and Commercial Services, the government will evaluate quotes in response to this solicitation without discussions. An award to the responsible contractor whose offer, conforming to the solicitation, will be most advantageous to the government, considering Past Performance, Project Work Pan, and Price specified elsewhere in the solicitation.
COPIES OF SOLICITATION DOCUMENTS AND AMENDMENTS
Copies of the solicitation and amendments are available by internet access only. The government will post all solicitation documents to https://www.sam.gov/. The contractor is responsible for checking the website for amendments.

If the contractor is already registered, enter the user name and password to log in and search for the solicitation number.

NOTICE REGARDING BUY AMERICAN STATUE
The Buy American statute (41 U.S.C. 83 chapter 83, Buy American) generally requires that only domestic supplies be used in the performance of this contract. Exception from the Buy American statute shall be permitted only in the case of non-availability of domestic supplies or allowed under
Trade Agreements, if included in the solicitation. A quote offering nondomestic supplies will not be accepted unless specifically approved by the Government or allowed under Trade Agreements, if included in the solicitation. When the contractor proposes to furnish nondomestic supplies, the quote must set forth an itemization of the quantity, unit price, and intended use of each item of such nondomestic material. When offering nondomestic supplies pursuant to this paragraph, quotes may also offer, at stated prices, any available comparable domestic construction material, so as to avoid the possibility that failure of a nondomestic supplies to be acceptable under this paragraph will cause rejection of the entire quote, unless allowed under Trade Agreements, if included in the solicitation.
All the contractors are cautioned that, prior Government conduct notwithstanding, the Contractor's selection of a domestic supplies (as defined in FAR 52.225-1 Buy American Supplies) which would require the subsequent selection of a foreign supplies for compatibility is not a justification for waiver of the Buy American statute. It is the Contractor's responsibility to verify, prior to submitting the materials for approval that each system can be built to meet the contract specifications and Buy
American statute requirements of the solicitation.

PROJNET INQUIRY
The contractors shall submit all questions via The contractor Inquiry in ProjNet at https://www.projnet.org/projnet/, prior to 4pm Central Time on 8 April 2025, to allow the government time to respond before receipt of quotes or issue an amendment.
Technical inquiries and questions relating to technical requirements are to be submitted via the Quick Add Key in ProjNet at: https://www.projnet.org/projnet/. Phone calls for non-technical or procedural type questions should be made between 8:30 a.m. and 3:30 p.m. (Central Standard Time)
Monday through Friday. The ProjNet Inquiry system is to be used to ask and receive answers to all non-proprietary questions.
To submit and review inquiry items, prospective vendors will need to use the Quick Add Key presented below and follow the instructions listed below. A prospective vendor who submits a comment /question will receive an acknowledgement of their comment/question via email, followed by an answer to the comment/question after it has been processed by our technical team.
Contractors must use the Quick Add Key and instructions below to submit and review inquiry items. A contractor who enters a comment/question will receive an acknowledgment of their comment
/question by e- mail, followed by an answer to the comment/question after the government has processed it.
The government will make available all timely questions and approved answers in ProjNet.

a. Registration for ProjNet Inquiry Access
1. From the ProjNet home page listed above, click on Quick Add on the upper right side of the screen.
2. Select USACE for the Agency.
3. Enter the contractor Quick Add Key above.
4. Enter the primary e-mail address to use for communication for.
5. Check the “I agree to the Privacy & Security Notice” box and click Continue. A page will open saying that a user account was not found and will ask you to create one using the provided form.
6. Enter your First Name, Last Name, Company, City, State, Phone, E-mail, Secret
Question, Secret Answer, and Time Zone. The contractors will use the answer to the
Secret Question from this point on to access the ProjNet system.
7. Click Add User. Once completed, ProjNet registration is complete, and the contractor is logged into the system.
b. Entering The contractor Inquiries in ProjNet Inquiry System
1. For future access to ProjNet, the contractors will not receive a password by e-mail. The contractors will utilize the Secret Question and Secret Answer to log in.
2. From the ProjNet home page linked above, click on Quick Add on the upper right side of the screen.
3. Select USACE for the Agency.
4. Enter the contractor Quick Add Key above.
5. Enter the primary e-mail address used to register.
6. Check the “I agree to the Privacy & Security Notice” box and click Continue. A page will then open asking you to enter the answer to your Secret Question.

7. Enter your Secret Answer and click Login. Once complete, the contractor is logged into the system.
8. Follow online screen instructions to enter specific the contractor inquiries for the project.
c. The ProjNet Inquiry System will be unavailable for new inquires starting four (4) calendar days before the due date of offers in order to ensure adequate time is allotted to form an appropriate response and amend the solicitation, if necessary.
d. The contractors are requested to review the plans and specifications in their entirety and review the
ProjNet Inquiry System for answers to questions prior to submitting a new inquiry.
e. The call center operate weekdays from 8 am to 5 pm Central Standard Time Zone (Chicago). The telephone number for the call center is 800-428-HELP.
52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Quotes Best Value Evaluation:
All documentation which has been properly submitted will be evaluated. Quotes will be evaluated based on the factors to select the responsible offeror whose quote is most advantageous to the Government. Quotes will be evaluated using the following factors:
1. Past Performance – This factor is designed to verify the experience of the offeror having been regularly engaged in foundation drilling and bar anchor installation of the types required in this solicitation. The offeror should submit a maximum of four (4) project examples that demonstrate experience with each of the three (3) similar scope items listed below and that were completed within the past ten (10) years from the date quotes are due. For this requirement, similar scope is defined as including the following:
1) Drilling and installation of belled caissons from 24” to 84” in diameter,
2) Drilling and installation of underreamed rock or soil anchors, and/or
3) Drilling and installation of conventional rock or soil anchors in accordance with PTI DC35.1
Each project example should be no more than two (2) pages in length. Provide dates and pertinent information to demonstrate how the project examples are comparable to this requirement in scope, size and complexity. Include references with the following information for each project example: names, titles, telephone numbers, and email addresses (if available).
Project examples should be projects completed by the offeror as a prime contractor or as a subcontractor. If the offeror was a subcontractor, please include information specific to the offeror’s subcontract.
Additionally, past performance ratings may be based on the knowledge of the contracting officer and technical team of past performance with similar contracts and any information contained in the Contractor Assessment Performance
Assessment System (CPARS), contained at www.cpars.gov.
The offeror may receive a rating of Exceptional for past performance that demonstrates successful completion of all three types of similar scope items noted above and the additional information retrieved from CPARS and from the
Contracting Officer and technical team is favorable. The offeror may receive a rating of Satisfactory for past performance that demonstrates successful completion of two of the three similar scope items noted above and the information from CPARS and the Contracting Officer and technical team is favorable. The offeror may receive a rating of Unsatisfactory for past performance that does not demonstrate successful completion of at least two of the three similar scope items noted above or the information from CPARS or the Contracting Officer and technical team is not favorable.
2. Project Work Plan – The offeror should provide a Project Work Plan of no more than ten (10) pages in length that will be followed and is applicable to this project. The following three sections should be included: 1)
Equipment and Materials, 2) Staffing, 3) Fieldwork sequencing, and 4) Means and Methods for utilizing casing.
The submitted plan will be ranked as Exceptional, Good, or Not Acceptable with thorough and achievable plans typically receiving a higher ranking.
3. Price: Quote shall be inclusive of all costs that might be incurred during this agreement such as, but not limited to, mobilization, labor, materials, equipment rental fees, licenses and insurance. The Contractor shall provide prices for all line items on the price sheet.
The technical rating will consider the Past Performance rating and the Project Work Plan rating; the Past
Performance rating will be considered more important than the Project Work Plan rating.
The award will be based on a best value trade-off determination where the technical rating is approximately equal to price.
(b)Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c)A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
